Đorđe Zenović for "Vijesti": Budva needs everyone capable of pulling it out of the mud

In the last few months, the Ministry of Janko Odović has issued several dubious approvals for construction in Budva and Bečići. We offer the opportunity to fight together for Budva to decide on Budva. Wherever it is problematic for the municipal police and inspection, I will personally go with them to intervene to solve the problem of communal disorder

More than ever in our history, Budva needs all individuals who, with their knowledge and results, can contribute to getting Budva out of the mud and anarchy it is in. No political entity has in its ranks a sufficient number of qualified people for every area of local politics, so all those who are ready to accept our principles are welcome to join us in the exercise of power.

This is what the holder of the electoral list "Democrats - Strengthen, Renovate, Revive - Budva will decide" said in an interview with "Vijesta". - Đorđe Zenović", Đorđe Zenović answering the question whether and with whom they are ready for post-election coalitions, whether they will talk with DPS and which of the two factions of the former DF is programmatically closer to them.

"These principles, in addition to meritocratic staffing in local administration, are also a clear and public fence against all dubious external influences, whether they come from Krunska and Njegoševa Streets in Belgrade, Podgorica, construction lobbies, the underground or from self-proclaimed cultural magicians who have damaged this city until now for tens of millions of euros. At any cost, we will not form a government with anyone, and we have confirmed this position several times in practice, because this city no longer has the time or energy for rigged tenders, experimental festivals that extract millions of euros from the city coffers, nor for turning a blind eye to seizure of municipal property. "The decision on coalitions will be made by our Municipal Board, as always, after the election results are officially announced and the big victory in Budva is officially announced," Zenović pointed out.

Your slogan is "Strengthen, Renovate, Revive - Budva decides!", what does the list you lead offer the citizens as a vision of a better Budva?

First of all, our list offers citizens absolute independence and autonomy of decision-making and decision-making by the future government, exclusively within the framework of our municipality and together with citizens, based on the principles of common consensus and within the framework of constructive dialogue. Therefore, we offer them the opportunity to fight together for Budva to decide on Budva and for Budva to decide on our city. Until now, unfortunately, this has not been the case, because Budva was decided in Podgorica, Belgrade and some other centers outside of our city. Our list and party have so far proven that we are independent and immune to any external influences. Citizens, on the basis of our actions so far and the principles to which we are committed, offer stability and a strategic approach to city management, unlike the previous practice, which was full of constant political instability and an ad hoc way of managing the administration, which led us to a major crisis on all levels.

Budva is facing a big problem of urban chaos, which is becoming more and more pronounced year by year, while the authorities have changed. Do you see the possibility of renovating the space?

The Democrats were the only ones among all our competitors in the elections in 2017 to publicly and directly attack the centralization of the adoption of planning documents, because we knew that the desire of the construction lobbies was to carry out the urbicide of a once peaceful, Mediterranean city. Even today, planning documents are being adopted in Podgorica, and I will mention the fact that the rehabilitation spatial plan of Budva has been in the works for 3 years, and that in those 3 years 95 percent of the planned construction within the DUP Budva center has already been realized and that practically there will be nothing left to do sanitizes. This is strongly supported by the fact that the Ministry of Spatial Planning, Urbanism and State Property is subservient to certain lobbies by the fact that it is from this department, which it manages Janko Odović, in the last few months, several dubious building permits have been issued in Budva and Bečići.

One of the problems is the communal order, from the noise problem to the uncontrolled occupation of public areas. Do you see a solution?

The noise problem was partially exacerbated by the fact that the once valid Law on Protection from Noise derogated from the Law on Tourism, which practically excluded the possibility of zoning the city, especially residential zones and zones of protected cultural monuments where there should be special conditions for the broadcasting of music programs. Certainly, the obligation to install a limiter is a condition without which no hospitality facility can obtain a work permit, but this has not been applied in practice so far. The example of Dubrovnik, which has installed central noise meters in certain critical zones that measure it 24 hours a day, is one of the ways to solve this serious problem in Budva, and that throughout its territory. As for the usurpation of public areas, I have been indiscriminate here, and I will solve this arrogant attitude of certain unscrupulous physical and legal persons, first of all, by filing criminal charges, given that it is a criminal offense, and we will remove the consequences with the inspection and executive services. usurpation. What is crucial in my plan in relation to solving the communal disorder is that wherever it is problematic for the communal police and inspection, I will personally go to the intervention with them, because so far I have seen the passive attitude of that service in relation to individuals, while they are in were very zealous compared to others. When we get on the path of selectivity, the city will move in the right direction.

The municipality of Budva with its enterprises has the largest apparatus, more than thousands of employees. How do you see solving this problem and creating an efficient and functional administration?

As a political entity, we bear no responsibility for mass employment in the previous five years, but the rationalization of local administration is necessary. By establishing the companies "Gradski prevoz", "Home for the elderly", "Gradsko zelenilo" and "Luka Budva", we will employ a certain number of redundant workers in the local administration and relieve capacities.

In seven years, we returned 55 million euros to the Municipality with the help of the court

A large part of the municipal property has been usurped, some attractive properties have been sold for nothing? What is your plan for the Municipality to become a real host and recover what was lost?

Citizens know very well that my focus during the management of the Secretariat for Property Protection was precisely the return of stolen municipal property and the protection of the Municipality's interests in its own property. That's how we managed to save the "Lugovi" stadium from being sold to private parties, we stopped the construction of a solitaire right next to the "Mogren" hotel and the Old Town ramparts, we entered into procedures for the return of the "Auto-moto" company's land, facilities and buildings in the Old Town, protection of interests Municipality to build a modern Congress Center at the Fair, I also filed a lawsuit for the registration of the Municipality's shareholder rights in HG "Budvanska riviera" and planned to initiate new procedures for the return of the Municipality's possession of "Vile Balkan", Vidikovac, "Vile Manojlović", etc. In addition, through court proceedings, we returned 55 million euros to the Municipality in just seven years. Wherever I noticed the usurpation of public spaces, I alerted the public and filed both criminal charges and other legal remedies. I did all this indiscriminately and in order to protect the public interest, and the citizens recognized that. There is no reason why this should not be a priority of my actions even after I become the President of the Municipality, especially because private interests are creeping in like a tumor and stealing public areas from citizens due to the inaction of other competent authorities who are supposed to protect the public interest. For our list, public interest is the primary reason for political activism and something we will not give up at any cost.
