No information from the Sky app came out while the material was only in the Special State Prosecutor's Office, said Chief Special Prosecutor Vladimir Nonović.

He is attending the 22nd session of the Committee for Political System, Judiciary and Administration, whose agenda includes the Report on the work of the Prosecutorial Council and the State Prosecutor's Office for 2023.

At the beginning of the session, Supreme State Prosecutor Milorad Marković said that Chief Special Prosecutor Vladimir Novović should not be present at the committee.

Board President Milun Zogović (DNP) said that, in his opinion, Novović should be present at the session and participate in the discussion, although he may not have a formal obligation to do so.

Nikola Rakočević (DPS) believes that the proposer should be present, especially here, bearing in mind the importance of the topic.

He recalled the case of Krstović and characterized it as an "illustrative example of political influence on the judiciary and the prosecution that led to a serious compromise of the system".

"The people were in custody for over a year, and they turned out to be not guilty, and we still don't have answers about who ordered the cocaine shipment. Also, we still don't have answers about why the shipment wasn't allowed to go on - to get to the real the perpetrator of a criminal act?" said Rakočević.

Novović replied that the prosecution was "unique and independent", while in the case of Krstović, he stated that Milivoje Katnić was the chief special prosecutor at the time, and that he and Marković were not then in the positions they are in now.

Andrija Nikolić (DPS) reminded of the article of the Constitution according to which detention must be somewhat shorter and asked if that rule was violated in the case of Katnić, Krstović, former director of the Police Administration Veselin Veljović.

Novović replied that there are two conditions for detention: material-legal and procedural-legal, and that in the case of Vejović, both were met.

Speaking about the materials from the Sky application, Novović said that "no information from that application came out while the material was in the special state prosecutor's office".

"After the indictment has been filed, the material is submitted together with other evidence, and the right to copy it belongs to the accused, their defense attorneys, the injured parties and possibly their attorneys," explained Novović.

However, he points out, those materials come out even earlier, since the courts demand that in the proposal for ordering custody, the prosecution, and even the SDT itself, explain the well-founded suspicion and cite where the well-founded suspicion comes from.

"Therefore, in that proposal, the messages from Sky communication are cited, even in the detention decision that precedes it. After that, the court, i.e., the investigating judge, also quotes those messages in its decision, explaining the well-founded suspicion regarding a specific criminal offense. the decision is submitted to the Administration for the Execution of Criminal Sanctions, SDT, one copy goes to the Police Administration to take it to UIKS, the employer where the defendant is employed," Novović said.

"And that is why from that wide circle of people, i.e. from those decisions of the court regarding the decision on detention, then that information, in my opinion, is delivered to the media. We are not able to stop it so that those decisions are not delivered to those who have the right to delivery of that decision," he announced.

DPS MP Andrija Nikolić said that, in his opinion, the prosecution works in the interest of the ruling majority "because there are older cases than the case of the director of the Agency for the Prevention of Corruption (ASK) Jelena Perović, where there was no special instruction from the special state prosecutor to urgently initiate action".

Nikolić recalled the cases in Rudnik Uglja, Montefarm, CEDIS, as well as the case of the dismissal of school principals, which was botched by the former Minister of Education, Vesna Bratić.

"I didn't come here to play prosecutor and call people names, but we recognize a certain perception of the connection between the parliamentary majority, the prosecution and the media," he said.

Nikolić said that "announcements of arrests by certain politicians from the ruling majority do not favor Novović".

The Bosniak Party MP (Ervin Ibrahimović) said that he will not vote for the report on the work of the prosecutor's office because "even in 2023, they do not see progress when it comes to war crimes".

He also pointed to the number of Bosniaks employed in the prosecutor's office.

DPS MP Mihailo Andušić cited the example of the local elections in Šavnik, where certain people announced obstruction of the election process, while on the other hand, "we have a valid three-month prison sentence for the member of the Municipal Election Commission, Milena Orlandić, who lost the ballots during voting".

He also highlighted some cases that have not yet been processed.

Marković replied that "the investigation is always secret", as well as that "the Parliament is not a place where cases should be discussed".

Special prosecutor Miroslav Turković told Andđušić that there is no selectivity, and that each case is specific, but also that there are still cases in the prosecution that are in the process.

DNP MP and chairman of the committee Milun Zogović assessed that "the presumption of innocence is being discussed, while forgetting that it was violated from the positions of the president, the government and the assembly in the case of a 'coup d'état'".

"Everyone forgets the unprecedented political persecution that took place until 2020, especially after 2016, when entire parliamentary groups were arrested without removing their immunity. Remember that the mothers of certain deputies were arrested," said Zogović and added that, according to in his opinion, "an organized criminal group made up of parts of the judicial, executive and prosecutorial authorities organized a fake coup".

He asked the prosecutors questions about whether former President Milo Đukanović was interrogated for his statements on the show, as well as "whether they are aware of the actions of certain Jelena Protić" who "suddenly fell ill when the final word was to be given on the case of 'state impact'".

Marković replied that they will make an effort to ensure that the state prosecutor's organization is efficient, that is, that all the processes before the prosecutor's bodies take place smoothly.

DPS MP Andrija Nikolić commented on Zogović's allegations about "an organized criminal group and political persecution".

"The attempted terrorism on the day of the parliamentary elections in 2016 was not discussed by the political entity to which I belong, but by the intelligence agencies of our international partners and the president of neighboring Serbia, Aleksandar Vučić, who said that he saw with his own eyes what was being prepared in Montenegro," he said. Nikolic.

Speaking about the removal of immunity, he said that his party showed principle, because they voted "for the removal of the immunity of their own psolaniks".

"Both you and your colleagues have been announcing the arrest of Đukanović for a long time. I believe that this is solely an attempt to take political revenge for independence and membership in NATO. Now you are trying to impose on the prosecution that you will be satisfied the moment they arrest Đukanović, because until then there is no justice in Croj Gora"; Nikolic said.

Zogović replied that "all those who violated the law must be held accountable".

Nikolić noted that, on the eve of the 2016 elections, Andrija Mandić and Milan Knežević "were more in Moscow than Podgorica".

Zogović reminded that the first statements to Đukanović and the then Minister of Defense Milica Pejanović Đurišić were that they did not have any information.

"Later, the building up and fabrication of evidence began, and the main primary goal was to ensure the victory of the DPS in the elections," Zogović concluded.
