Civic lists, on which the formation of the government in Andrijevica depends, claim that they will not accept that the leading positions in that municipality belong to the Socialist People's Party (SNP) and the Democrats.

This is what the owners of the newspapers "For the future of our children" and "Vasojevićki pokret" told "Vijesti". Ivan Radojević i Vesko Raketic, saying that he will not negotiate with the Democratic Party of Socialists (DPS) on the establishment of government.

The ruling parties at the state level - the Europe Now Movement (PES), the Democrats, the SNP and the coalition "For the Future of Andrijevica" led by the New Serbian Democracy (NSD) and the Democratic People's Party (DNP), won the largest number of votes and mandates in the elections held on Sunday in Andrijevica, but in order to form the government they will have to negotiate with at least one of the two civic lists.

According to the provisional results of the Municipal Election Commission (MEC), DPS won 34,7 percent of votes (977 votes) and 11 mandates, the list of Democrats and SNP won 23,94 percent (673 votes) and eight mandates, PES 13,5 percent ( 381 votes) and four mandates, the coalition "For the future of Andrijevica" (NSD, DNP, Prava Montenegro and Free Montenegro) 10,8 percent (304 votes) and three mandates, the citizens' group "For the future of our children" 8,8 percent (249 votes) and three mandates, and the group of citizens "Vasojevićki pokret" 5,19 percent (146 votes) and will have one councilor.

United Montenegro received 51 votes, or 1,84 percent, and was the only one of the seven lists that did not enter the local parliament.

A majority of at least 16 councilors is required to form a government in Andrijevica.

The holder of the "For the future of our children" list, Ivan Radojević, told "Vijesti" that they want a stable government and that they are not interested in positions, but that they will not support the SNP and the Democrats taking leading positions in the municipality, "because they have proven themselves in previous years." .

"We will not allow it at the cost of new elections," said Radojević.

After the 2020 local elections, the government in Andrijevica was formed by SNP, NSD, Democrats and Demos, with a total of 16 mandates. The position of President of the Municipality went to the SNP (Željko Ćulafić), and the post of President of the Municipal Assembly (SO) to the Democrats (Mladen Djukic). However, last year there was friction within the ruling coalition, so the Government introduced forced administration in Andrijevica in March of this year due to the non-functioning of the local administration. In that municipality, a group of citizens for several months last year prevented the holding of the session where the vote on the dismissal of Ćulafić was supposed to take place.

Radojević assesses that in the previous four years, the government did nothing for the benefit of the citizens of Andrijevica, "just as neither did the DPS in 30 years." He says that negotiations with DPS are "out of the question".

"For the previous three days, the entire Government was in Andrijevica. "Nobody thinks about the fact that Andrijevica doesn't even have a physical education hall for children, let alone a sports hall," he said.

Vesko Raketić told "Vijesti" that he would first talk to Radojević's newspaper. He says that the SNP and the Democrats cannot get leading positions, especially not the SNP, which, according to him, did not respect the agreement on the rotation of power after the previous elections.

Raketić is the former president of the Municipal Board of NSD. He was the vice-president of the Municipality, but he was dismissed at the end of 2022 at the request of Ćulafić, with whom he clashed over whether they should switch positions.

President OO SNP Andrijevica Željko Jelić he told "Vijesti" that no one has yet approached them to discuss the formation of the government, and that he will talk about potential demands when other parties officially submit them.

"The SNP is here, as always, for talks and agreements, but we certainly will not allow anyone to blackmail us. All the more, because the SNP-Democrat coalition won eight mandates and should be the backbone of the future government in Andrijevica. If no agreement is reached, we are ready to go to new elections, where we will certainly achieve an even better result", he said.

Mladen Đukić from Demokrat expects the negotiations to start today.

"I expect that we will have a majority made up of the winning parties of the 2020 elections, Civic List and PES," he said.

When asked if they are ready to give up leading positions, if that is a condition for the formation of the government, he replied that it is too early to talk about the positions.

Holder of the list "For the future of Andrijevica" Miodrag Čukić he said that he expects more serious negotiations in a week.

"We will not deal with DPS, we will analyze everything else," he said.

When asked if he thinks that the SNP and the Democrats should not be given top positions, he replied that everything should be seriously analyzed and considered.

Leader of the PES list Dragana Vucevic says that he expects the government to be quickly formed in the municipality in the north of the country. She repeated that PES will negotiate with those who support the work of the 44th Government, as well as with civil lists, "all with the aim of improving the lives of the citizens of Andrijevica". She added that she will not talk to the DPS.

When asked if she thinks that the SNP and the Democrats should not be given the top positions, considering that they did not show themselves in the previous period, she replied that they will discuss it, adding that "the citizens voted".

Although they won the most votes in the elections, it will be difficult for DPS to form the government because even if they agree with the civil lists, they will lack the support of at least one more councilor.

The party announced that certain persons entered the building of the Municipality of Andrijevica around five o'clock yesterday morning and "compromised voting materials in order to create a basis for recounting and repeating the election, which would create conditions for electoral engineering and securing additional mandates."

From that party, they pointed out that they are aware that the coalition of the SNP and the Democrats is "trying to change the electoral will of the citizens and steal the missing mandates that they need to form the government."

Pavlović: PES does not manage, but runs into the story about IBAR and salaries

Political theoretician Feđa Pavlović said yesterday that the elections held on Sunday were the second in which PES showed "serious problems locally". PES won only two mandates in the elections in Budva on May 26.

"There were a lot of assessments that it was a lack of infrastructure, but it takes years. "Young parties generally deal with it, but if you have a basic problem with the message, then the party infrastructure cannot help you," said Pavlović in Boja jutra "TV Vijesti".

He said that it is obvious that initiatives, such as the Resolution on the genocide in Srebrenica, actualized the dividing lines that are identity, national and ideological between Montenegrins and Serbs.

"That division does not correspond to the PES and they do not manage there, they run away and talk about the IBAR (Report on the assessment of the fulfillment of temporary benchmarks) and higher salaries. You can't ignore it all the time, and a party that aspires to be the backbone of the ruling elite must have answers to those questions," he explained, adding that he doesn't think they should "declare whether they are Serbs or Montenegrins."
