DUško Marković in the future party activities, the burden will be that he is one of the symbols of the three-decade rule of the Democratic Party of Socialists (DPS), but no one else on the Montenegrin political scene has proven to be a clean, good choice, so that Marković would be recognized as "black".
So a civic activist Stefan Djukic answers the question of how much of a burden it will be for the former prime minister, on the eve of the formation of the party, to be seen as an inseparable part of the DPS regime and the many anomalies brought about by the government of that party.
Đukić says that the fact that no one has proven to be "pure" does not represent equalization, that is, the claim that everyone is equally bad.
"Indeed, the very bad policies that are being pursued after the change of government (in 2020) and the time make us forget what the view of some people was, what were the mistakes and inactions of others," he says.
As "Vijesti" announced yesterday, in the next fifteen days, Marković should disclose the program and founders of the long-announced party, which he will lead, followed by its registration.
He recently resigned from membership in DPS, in which he was the deputy president until three and a half years ago and on whose behalf he held high state functions.
Political opponents, as well as part of the non-governmental sector, call Marković a "black box" of the DPS regime and associate him with many scandals. Among other things, with the smuggling of cigarettes and the so-called the Mojkovac criminal clan, which he repeatedly denied, claiming that those accusations are "the most ordinary" nonsense". He is also respected for not wanting to talk about unsolved murders from the time he was the head of the State Security Service. Because of the "Moldavka S. Č" affair, the Social Democratic Party refused to support his appointment as Minister of Police in 2003.
Đukić says that he does not think that the former prime minister can offer voters something new, but that, in that sense, few people can.
"That would be a slightly unfair question to Marković, for whom a significant part of the Montenegrin public has no sympathy. Perhaps he lost momentum by waiting until this moment (to form a party), because four years have passed since he was formally tied to any government, and in the meantime he dropped out of all DPS decision-making structures. At the same time, when we look at the current political situation, we can see that there is space, which he is 'exploring'", the interlocutor states.

He says that it is obvious that, despite personnel changes, the DPS, i.e. its "new officials", are tying their fate to the former leader of the party. Milo Đukanović. Therefore, he adds, it seems that DPS will never overcome its "coalition problem", that is, that a large number of parties do not want to cooperate with them. According to him, this is where Marković enters the scene.
"The parties that have been replacing the ruling majority in the last three or four years are not able to find a common language and the right measure of cooperation, they are constantly quarreling, and then they are looking for someone who will be a partner ready to cooperate. Something similar happened in Serbia, when the parties of the former DOS (Democratic Opposition of Serbia) could not come to an agreement, so the slightly reformed SPS (Socialist Party of Serbia) first gave minority support, and then entered the government. That may be something that Marković is 'targeting'", explains Đukić.
The interlocutor says that he thinks that the former prime minister probably won't have a problem to "determine negatively" in any way towards the former president of the Supreme Court Vesni Medenici and former Chief Special Prosecutor (GST) Milivoj Katnić, which the Spatial Prosecutor's Office charges, among other things, with membership in criminal organizations, but also with "some other factors of various levels of government".
"And at the same time, he will be desirable to the electorate that included the DPS, SDP (Social Democratic Party), SD (Social Democrats)... That electorate currently has 30 percent of the citizens' support, if not more. At some point, it will be clear that the DPS cannot enter the government if it does not want to come to terms with its past, and it does not seem that any of the current politicians in that party want that. Then a space opens up for someone for whom the people would vote, who would not ardently defend Medenica and Katnić, and would not say that the GST Vladimir Novović "sky prosecutor", says Đukić.
A "Vijesti" source from the initiative committee of the future Marković's party said that the body has been "finalized", that it has about 50 members and that it has doctors of science, professors, doctors, engineers, distinguished lawyers, economists... The only one for wider political Names known to the public in the new party are Marković and the former Minister of Science in his government. Sanja Damjanovic.
"The board is made up of people who have not been involved in politics or are not recognized by the general public as party people. We are talking about persons accomplished in their professions who want to contribute to the recovery of the political and public space, stability and overall progress of the country", said the interlocutor.
He stated that a media conference is planned between June 5 and 15, where the program manifesto and the founders of the new party will be presented. It has not yet been decided what Marković's party will be called, but the name will most likely include the adjective "European".
"The program of the party will be based on civilizational and European values. The civil character of the society is the fundamental principle of its political activity...", said the source.
At the beginning of November, Marković announced the possibility of forming a party, saying that he is not only thinking about that, but also what needs to be done "in the European and civic bloc, in order for us to consolidate and for Montenegro to get out of this permanent risk of an abyss that is open before its the future".
In addition to being Prime Minister, he also served as Minister of Justice, Deputy Prime Minister for the Political System, Internal and Foreign Policy, Director of the National Security Agency (ANB)...
Marković: I don't ask anyone's approval for my decisions
Marković wrote yesterday on the X network (formerly Twitter) that he was never "anyone's tool - individuals, interest groups, media, not even DPS".
"I do not ask for anyone's approval for my decisions," he said, responding to the letter of former DPS spokeswoman Danica Nikolić.

She stated on Iks: "The concern is introducing you to two new parties that you will enthusiastically accept. We hear about this topic around the parliamentary (elections). Or Podgorica, anyway".
