Municipal activities At least in the last year, they earned 339 thousand euros, and the local opposition in the work of this company complains most about the maintenance of some public areas, problems with lighting and insufficient recycling. It is not only the employees of this company who are to blame for communal problems in Bar, but also citizens who do not have a sufficiently developed environmental awareness.

This is the conclusion from the continuation of the 19th session of the Municipal Assembly (SO) of Bar, where the Report on the realization of the program for the performance of communal activities for the year 2023 was adopted, which was defended before the councilors by the director of that company, Stevo Pejović.

He said that the report is rich in content and that DOO Municipal Services Bar implemented program activities for 24 percent more than planned and 23 percent more compared to last year.

"The company performed positively in the reporting period, the trend of growth continued and after taxation, a profit of some 339 thousand euros was realized, and the profit was paid to the Tax Administration," he said, adding that growth was recorded in all sectors.

Milena Božović from Biram Bar pointed to the selective maintenance of public and green areas.

She assessed that it was unacceptable to wait a few months for a replacement pair of lamps in the tourist season, which the citizens in her neighborhood requested in communication with the Municipal Services.

"Nothing until we call the director, which I think is wrong and that there should be better coordination. Let the priority be touristic places and walkable streets," advised Pejovića.

She assessed that the square of Vladimir and Kosara is neglected and that it is necessary to think about the future arrangement of the square in Sutomor. She asked Pejović if their call center was available and how many complaints there were in the last year, but she did not get an answer.

Milan Nešković from Democratic Montenegro said that for years he has not budged when it comes to recycling, even though the world makes a lot of money that way.

He said that they have to start on their own, asked how much the communal building, the building of the Municipality of Bar recycles.

"It should be offered to catering facilities and legal entities to reduce the price for waste if they recycle. We will fill Možura less with plastic, it will be cheaper because it is charged per ton of garbage", concluded Nešković and added that in addition to the door-to-door waste removal system, citizens should be able to recycling bin, i.e. plastic.

Marko Stoiljkov, councilor of the Movement for Europe, has now said that no one can manage to clean up as much garbage as citizens and tourists can throw. Punitive policies should be tightened, he said.

Momčilo Leković from Democratic Montenegro said that the report was made in March, so some data are probably no longer relevant, and it should have been presented to the councilors before the end of June.

"We have an increase in income, which is commendable, but also an increase in expenses, mostly in the part of wages and benefits. We also have an increase in the number of employees, and I really hope that this is the need of the developing company. I sincerely hope that it definitely went to the workers and if it is a reward for their dedicated and responsible work," said Leković.

Darko Janković from Movement Europe now said that the work of this company is extremely important for the daily functioning of the city. He asked if the cameras at the containers brought certain benefits and if they noticed a reduction in illegal waste disposal.

He drew attention to the rodents, which are more numerous near the containers and recycling islands, and asked how many employees were in the administration building and how many were in the field.

Emir Peričić, member of the Democratic Party of Socialists (DPS), is satisfied with the report and the results achieved as well as the income.

"We have to keep in mind that this complex company deals with everything from funeral services to landscaping of streets and green areas. Also, Bar is expanding and has an increasing number of inhabitants," said Peričić.

He advised that the bins on the viewpoints should be emptied at least twice a week during the season, and that the Bar Tourism Organization and the Municipal Corporation should make an agreement.

Branimir Lakićević, from the New Serbian Democracy, considers this company the most important in the city because it takes care of its image, but that it is not the only one to blame when that image is not beautiful.

"First of all, the bad habits of our citizens and the low level of environmental awareness. We cannot blame the company's management for everything that is bad in Bar. I think that the solution to this problem cannot be sought in the management of communal activities, but in raising awareness and through education," he said. .

The councilors praised the field and physical workers of the Municipal Services and pointed out that they work hard and diligently every day and that they deal with work, which is one of the most important.

Pejović, answering the questions, said that what he cannot accept is that everything is so dark.

"So many criticisms of the director, and in the end praise for the workers of the Communal Enterprise", which Pejović said were the heroes of that city.

The solution to uneven cleaning of public areas, he said, is specialized machines, which are very expensive.

The connection for that machine costs 80 or 90 thousand euros, and with it they could cover the square and the promenade in Šušanj and Sutomor.

He hopes that a machine for specialized cleaning of public areas will arrive in July and that it will be to the satisfaction of all councilors and citizens.

"Since my previous appearance here, another 1.100 bins have been distributed and this gives excellent results in terms of collection as well," is his response to praise for the door-to-door waste collection system.

When it comes to recycling, he said that they are at 10 percent of what is mandatory and that they are not even close to Slovenia, let alone the European Union, and that this applies to the entire country.

A recycling center and a larger recycling island, he said, require huge funds.

According to the Report on the realization of the program for the performance of communal activities for the year 2023, the revenues of this company for that year are 6.654.200 euros, and 5.366.000 euros are planned. Expenditures also increased, so out of the planned 5.047.100 euros, 6.223.560 were spent, 23 percent more than planned.

It was adopted by the votes of 19 councilors of the ruling coalition. Two opposition councilors, Minic and Leković, were against, while six of them abstained.

Sutomore is the core of communal problems

The member of the Democratic Party, Valentina Minić, commented on the report and presented several communal and environmental problems in the territory of Sutomore.

She showed photos of several ecological black spots such as overcrowded containers that are emptied irregularly, bulky waste under Goli Brdo and biological waste in the form of cut logs that have been standing there for months in several locations.

And in Cara Lazar Street towards Maljevik, you can find the most diverse forms of bulky waste, from mattresses to chests of drawers to televisions. Containers at the Sutomor Post Office are also emptied irregularly.

She particularly pointed out the problem at the location near the Red Cross, where there is a neglected area where a single father with five children lives in inhumane conditions. She also mentioned the canal that is not maintained or cleaned between Goli brdo and private properties.

"The state of the canal bothers the citizens, the noise from the tailless amphibians makes life challenging in the surrounding private areas. The biological waste at the end of Crnogorska Street, which is not removed despite numerous calls from the citizens who live in that area," she said.

She also mentioned the lack of lighting in different parts of Sutomore, and that citizens and tourists are exposed to the possible danger of injuries as well as the metal structure of the basket that stands behind the field near the "Kekec" school.

There is a complete lack of maintenance of the pedestrian path to Maljevik, which is overgrown with plants and bushes and hinders the normal movement of pedestrians, tourists and athletes who train on that path. Sand is not removed, which excludes almost the only fifth of the road that leads to Maljevik, then unmown public areas, sidewalks where leaves have accumulated since autumn.

Stevo Pejović replied that the photos she showed were authentic, but that "what is clean in the morning changes after a few hours."

The machines of Municipal Services, he said, cannot press trees, washing machines, windshields, tires...

"Some things are simply nature's fault. In Sutomore, all plants that are not resistant to water disappear over the winter," he said.

He said that the vegetation "touching the sidewalk" she was talking about would be cut down in the next couple of days.
