Representatives of the coalitions For the future of Andrijevica and the Socialist People's Party (SNP) - Democrats, then the Europe Now Movement (PES) and two civic lists - For the future of our children and the Vasojević unification movement, which are negotiating the formation of government in that municipality, will discuss key positions to agree at the meeting on Tuesday.
Several political entities that participated in the local elections confirmed to "Vijeci" that the position of the president of the municipality of Andrijevic and the head of the local parliament will be discussed at the meeting.
However, the independent list Vasojević unification movement will stick to the earlier request that the president of the municipality and the local parliament should not be from the Democrats and the Socialist People's Party (SNP), "Vijesti" has learned.
Holder of the list of the movement For the future of our children Ivan Radojević he did not want to comment on whether his list would remain with the same request.
"I have already said everything, so you will get all the answers after the negotiations," he said.
Radojevic, as well as Vesko Raketic from the Vasojević unification movement, immediately after the announcement of the election results, said that they would not allow the president of the municipality and the local parliament to be from the Democrats and the SNP "because they proved themselves in previous years", when they were in power, and that they did nothing for the benefit of the citizens of Andrijevica .
After the 2020 local elections, the government in Andrijevica was formed by SNP, New Serbian Democracy, Democrats and Demos. The position of President of the Municipality went to the SNP (Željko Ćulafić), and the position of President of the Municipal Assembly (SO) to the Democrats (Mladen Djukic). However, last year there was friction within the ruling coalition, so the Government introduced forced administration in Andrijevica in March of this year due to the non-functioning of the local administration. In that municipality, a group of citizens for several months last year prevented the holding of the session where the vote on the dismissal of Ćulafić was supposed to take place.
In the local elections held on June 3 this year, the Democratic Party of Socialists (DPS) won 11 mandates, the list of Democrats and the SNP won eight mandates, PES four, and the coalition for the future of Andrijevica (NSD, DNP, Prava Montenegro and Free Montenegro) three, a group of citizens For the future of our children, three mandates, and a group of citizens, the Vasojević unification movement, one.
The formation of the government in Andrijevica requires a majority of at least 16 councilors, so the ruling majority at the state level (PES, SNP-Democrats, NSD, DNP) needs one of two groups of citizens.
On Thursday, they and two civic lists - For the future of our children and the Vasojević unification movement agreed on positions regarding the program of the Andrijevica development plan, i.e. the Coalition Work Program 2024-2028, but, according to their representatives, no appointments have been agreed yet. The creditors' committee scheduled the constitutive session of the local parliament for July 4.
Holder of the PES list Dragana Vucevic confirmed to "Vijesta" that after harmonizing the principles and the coalition program, the representatives of the electoral lists asked the Board of Commissioners to schedule a session, in order to confirm the mandates within the legal deadlines.
In the coalition program, it is written right at the beginning that the coalition partners support the 44th Government of Montenegro.
"The principles that accompany the coalition program include stability in decision-making, transparency, decisiveness and responsibility. "Strengthening of local administration through the strengthening of professional services is a guideline for fundamental management and bringing sustainable solutions to the benefit of the citizens of Andrijevica," the program says.
The program, among other things, includes the adoption of new planning documents: local action plan for youth, strategies for youth - establishment of a youth center, local environmental protection plan, strategic plan for rural development, strategic development plan of the municipality of Andrijevica, local energy plan, temporary facilities program and agriculture and tourism strategy.
The coalition program is divided into six areas - sustainable economic development; improvement of communal services and introduction of public transport; social justice for all; education and health; environment and energy efficiency; culture, sport, NGO sector and informal groups.

The coalition program, in the area of justice for all, foresees compensation of 500 euros for families with a newborn baby, 1.000 euros for each newly concluded marriage, refund of 50 percent of the rent for single parents who are tenants, improvement of conditions for children with special needs, construction and renovation kindergartens, schools and playgrounds, construction of residential buildings for the population that remains homeless on the highway route, construction of housing units for young people and families who return to live and work in Andrijevica...
