PES will not attend the meeting with Milatović: We will not witness the violation of the constitutional powers of the president

The Europe Now movement has announced that it will not participate in the announced meeting tomorrow, which was initiated by the President of Montenegro, Jakov Milatović.

As announced by the Movement for Europe, they do not want to witness "Milatović's overstepping of constitutional powers".

"Getting the IBAR is the best confirmation that Montenegro is on the right track to be the first and next member of the European Union and it is the most important message that the citizens received from Brussels. We believe that political subjects have already shown great responsibility towards the EU agenda during the previous months, which led to the unblocking of the process. There is a clear roadmap for the further fulfillment of obligations, and political stability, which is provided by the parliamentary majority, is key to ensure the conditions for Montenegro to be the 2028th member by 28," states the PES announcement. a.

They add that in this sense, the executive and legislative authorities, as bearers of key decisions in the integrative process, must continue to work hard to fulfill the European agenda and close the negotiation chapters as quickly as possible.

"The government has an obligation, but also institutional mechanisms for correspondence with all relevant representatives of subjects of international law, and therefore the EU. The proposal of the President of Montenegro to gather political actors on the topic of foreign policy and international relations is against the constitutional competences of this body, it violates the division of powers and as such it is only cheap political marketing. All political entities, as well as the Government and the Assembly, have enough opportunities to communicate without hindrance and they do not need any form of mediation, or some international courier service in the form of the president's institution".

In a statement from PES, they state that, on the other hand, the Law on the President of Montenegro does not foresee "a single form of communication similar to the one Milatović envisioned".

"Which is understandable because there is no institutional competence of the president of the state to gather anyone and to inform about anything that falls under the competence of other institutions. Especially, when all similar and clearer information can be obtained by the Government by performing even the most basic tasks within its domain We expect the President of Montenegro to accept the fact that he is not the head of the executive, and especially not the legislature. Such forms of power are not inherent in our parliamentary system. As we see, there is no place for any hierarchical, or the institutional authority of the president to "inform" anyone about any meeting, especially since he did not do so in previous situations either.
