He spoke in the Assembly on the occasion of the Report on the work of the Prosecutor's Council and the State Prosecutor's Office and the Judicial Council for the year 2023.
As reported by Demokrat, during his address, Bogdanović pointed out that it is fair to say that the Judicial Council was completed only on December 27, 2023, which actually means that it worked in full force for only three days.
"That probably had a great impact on the reach of the Judicial Council itself and of course on the results of the work of the entire judicial branch of government and especially on the statistics in the reporting period. Speaking of statistics, we can look back on them as well. We once heard that in 2023 a total of new 96 thousand cases, that 51 thousand cases were found, which actually means that there were about 150 thousand or exactly 147 thousand cases before the judicial branch of government, that a total of 79 thousand cases were resolved, which actually means that less than the total received were resolved cases in 2023, and about 67 thousand cases are pending. But the real story is hidden in the details. So, it is hidden in the Special Division of the High Court, which tries cases from organized crime and war crimes, before which there were 176 cases , of which only 33 were solved, which actually means that more than 80% of serious crime cases are unsolved, which results in the release of perpetrators of the most serious crimes from the field of organized crime and corruption, especially perpetrators of serious crimes against life and limb, serious murders, murders and, of course, cruel liquidations, which represents a serious security risk for the state of Montenegro and the citizens of Montenegro, because it is not about ordinary people, it is not about ordinary residents of this country, but about members of clans who have a serious logistics, serious means and modern equipment for the execution of the most serious crimes, especially crimes of cruel liquidation, i.e. against life and limb, murder and aggravated murder," said Bogdanović.
"While somewhere in Montenegro, justice is walking on crutches, one part of the judicial branch of government is trying to ensure that criminals walk freely in Montenegro and drive around in armored cars, and that is of course not the only problem. After the arrest of the perpetrators of the most serious crimes in the field of organized crime and corruption, first of all Veselin Veljović, Zoran Lazović, Milivoj Katnić, one of the leaders of the Kavac clan, one of the leaders of the Škaljar clan, after the arrest of over 50 members of other criminal organizations and especially after the search of premises owned by Bemax, a number of media and a number of organizations are trying to impose a narrative that the Special State Prosecutor's Office and the Special Police Department and the new government are revanchistic towards the elected and appointed persons in the former system," the announcement states.

"I really cannot understand how the arrest of Zoran Lazović can be revenge when this person is accused of creating a criminal organization whose members were his son Petar Lazović and the chief special prosecutor Milivoje Katnić, whose organization was formed for the purpose of creating illegal profits and illegal I really can't understand how anyone in Montenegro or outside of Montenegro can defend a man who misled the state's job of fighting crime and turned it into family affairs. I really think and claim that all those people in the security sector are had an obligation to fight crime and corruption and who turned that job into a personal or family business of crime, deserved justice arrived somewhere, maybe some too late when they left too many traces and tears and injustice, and I'm afraid blood behind them. I really cannot understand how the arrest of Zoran Lazović can be revenge when it comes to a person who was on friendly terms with the leader of the Kavački clan, Radoj Zvicer, and to whom he eventually gave an armored vehicle as a gift, and I really think and believe and claim that this gift is not a sign of friendship, but a sign of classic complicity, and those who were knowingly friends and accomplices of persons in the security sector, who had an obligation to fight against organized crime and corruption and who turned that work into a personal or family crime business, are not only our greatest state enemies but our greatest state traitors. How can the arrest of Zoran Lazović be revenge when a man betrayed his own oath that he gave to his own country and the citizens of Montenegro that he would fight against organized crime and corruption, and he illegally let Marko Miljković and Veljko Belivuk into the country, whom he promoted as friends at press conferences and patriots of this country. And if such faces are our friends and patriots, then I can only imagine what our enemies and villains are like," said Bogdanović.
He emphasized that the fight against organized crime and corruption "is essentially a fight against villains and all those who glorify evil".
"The fight against organized crime and corruption is not a fight against people, but against villains and all those who glorify evil, and all those who recognize themselves in the words addressed to criminals, maybe it is the right moment and the right time to ask 'why'? Why the arrest of Milivoj Can it be revenge for Katnić when he is a person who has property worth 1,000,050 euros in Bajramovica and Novi Selo, while the total income of him, his family members, his son, and his daughter is only 200 thousand euros? came to a property worth more than 200 euros, but it should be noted that this is the construction value of the property, the value of the property under construction, and not the sales value, which is many times higher than the estimated value the country produces not only onions and potatoes, but also a million. And how can the arrest of Milivoj Katnić be revenge when, in addition to this multimillion-dollar property, he announced that he gave his daughter 1,000,050 thousand euros, and his son even 50 thousand euros, and when following the trail of that money, it was determined that the money was still in his account. So, he gave the money as a gift, and the money is still with him," it added.
As they said from Demokrat, Bogdanović pointed out that Milivoje Katnić, during the search of his facilities, behaved like a host of them, because in essence that is what he is.
"How, for example, can the arrest of Milivoj Katnić be retaliated against when, during the search of every building in Bajramovica and Novi Selo, he behaved like a real host, because he really was a host until he crossed the threshold of the Special Police Department, when he magically changed his mind, turned the story 180 degrees and yet, claimed that he was not the host in those facilities. Rather, those facilities were used by other persons, and when he was asked who they were, he stated that they were his daughters, his son, his nephew. , says Bogdanović.
Bogdanović said that under pressure from the police, it turned out that Milijov Katnić's property had several layers.
"When Milivoj Katnić's assets are seized by the police, there are more layers than a burek, so it wouldn't really surprise us in the end if he declares these assets somewhere as a museum exhibit, which would be a valuable gift to the state of Montenegro, which would deserve an honorable place in the museum of the biggest frauds "We have never in our lives had the opportunity to see, watch and listen to the fact that such frauds can only happen here in this kind of Montenegro," he concluded.
