Statements by councilors of the URA Civic Movement in the Capital City Citizens have not been fascinated for a long time and are best denied by the facts, said the Municipal Board of the Democratic Party of Socialists in Podgorica.
"The ignorance of the Podgorica URA board when it comes to the basics of the functioning of the local administration no longer fascinates anyone, because the citizens have long ago googled inaccurate, illegal and unverified, amateur statements and actions of the URA board members. They are again best denied by the facts, and they are as follows: is over 107.000 decisions on real estate tax for 2017. The decisions were made in accordance with the Law on Real Estate Tax based on the register (data) of the Real Estate Administration of Montenegro and the register of residences," said the Podgorica DPS.
In the period up to July 20, they state, citizens filed 107.000 complaints, both verbally and in writing, against 487 decisions. The largest number of complaints, over 300, they add, related to the fact that the building exists, registered in the real estate cadastre, and that it is unfinished or that it is a ruin.
"Inspection of the Revenue Administration, acting on a citizen's complaint the previous year, noted the situation on the ground. The citizens did not report the change to the Real Estate Administration, but expect that this finding will be respected this year as well. However, the Revenue Administration determines the tax every year and conducts the procedure and must every year to determine the situation on the ground because the building may have been completed, it may have been repaired, in which case it is no longer a ruin. Also, citizens expect that, in cases where they do not have a registered residence in the territory of the Capital City, that their apartment will be primary, because submitted proof that this is their only residential facility in the territory of Montenegro in the previous year. If the obligee, if he does not already want to register his residence in Podgorica, must also prove in the current year that this is his only residential facility, because last year's proof is not valid In the meantime, the obligee could have acquired another apartment somewhere in Montenegro. So, it is not about the same mistakes, but about the same legal situations, because the citizens do not harmonize the condition of the buildings on the ground with the data in the real estate cadastre. Other errors are the result of incorrect or out-of-date data in the real estate register," reads the announcement of the DPS in the capital city.
As they point out, "special amateurism" when it comes to local administration is shown by today's statement from the "minor political movement URA" about the "connected databases of the Capital City, Cadastre and MUP".
"We remind you that the Administration of Local Public Revenues is not connected to the real estate database (cadastre) in the Administration for Real Estate, nor to the Central Population Register, but submits data to it in accordance with the law. The frivolity and inaccuracy of the information put out by local URA politicians can only do additional harm this party, if it is at all possible that they have a worse image than the current one. That is why we remind them that responsible government means making responsible decisions, something that the URA will never be able to do, fortunately for all the citizens of Podgorica," concluded the Podgorica DPS- a.
