Reconstruction of the Government already on Tuesday, and BS in it, but to intersect with DPS?

This will be discussed today by the Main Board of the BS, while the source of "Vijesti" from the party of the ruling coalition states that "the probability that the Government will be reconstructed on Tuesday is now 99 percent".

It is almost certain that the members of the Parliament of Montenegro will vote tomorrow on the reconstruction of the Government Milojko Spajić in the continuation of the sixth or ninth session of the spring session.

The sources of "Vijesti" said that it will most likely be part of the election and appointment item, which is on the agenda of both sessions.

The Prime Minister will reportedly propose the dismissal of ministers who will no longer be in the government and those whose ministries are being divided, in order to make room for new members of the Government from the New Serbian Democracy (NSD) and the Democratic People's Party (DNP), and possibly from the Bosniak Party (BS).

At the same time, Spajić will propose the election of all new government members and "old" ministers who received other, reduced portfolios.

If there is a reconstruction and the Minister of Justice is replaced Andrej Milović, the thematic session at which he was supposed to answer the questions of deputies about the rule of law will not be held.

Spajić's government currently has 19 ministries and 23 members. After the reconstruction, NSD, according to the coalition agreement, should receive the Ministry of Education and the Department of Spatial Planning and Tourism, and DNP the position of Vice President and Minister of Transport. ZBCG currently supports the Government without participating in it.

If BS enters the government, their ministers and/or vice-presidents will receive positions from the PES quota.

It is not clear which positions BS will eventually get, but it is speculated that it could be the Ministry of Foreign Affairs and the newly created Ministry for Diaspora.

Other parties will retain their current positions in the Government.

"The probability that the government will be reconstructed on Tuesday is now 99 percent," a source from the ruling coalition party told "Vijesta" yesterday.

Negotiations between the Bosniak Party (BS) and the Europe Now Movement (PES) continued yesterday.

A "Vijesti" source from the top of BS said yesterday morning that BS's entry into the reconstructed government has not been agreed upon and that "for now" only Ibrahimović and the prime minister are talking about it. Milojko Spajic.

"We have not made an agreement. We are discussing the possible participation of BS in the 44th Government," said the interlocutor, answering the question of whether it is true that the entry of BS into the Government has been agreed upon, as reported by some media.

The Democratic Party of Socialists did not announce itself on this issue yesterday, while commentators in the media close to that party harshly criticized the intention of BS to enter the "Chetnik" Government with Andrija Mandić.

The eventual agreement between Prime Minister and PES leader Spajić and Ibrahimović needs to be confirmed by the authorities of the coalition parties, most likely as early as today.

The entry of BS into the Government should be discussed today at the session of the Main Board of the party, in Rožaje, at 17 p.m.

Reconstruction of the Government will also be the topic of today's collegium of the President of the Assembly.

Yesterday, the majority of the ruling majority parties indirectly asked the current and potential future coalition partners - the Democratic Alliance (DS) and the Bosniak Party (BS) - to leave the government by the end of the year in the municipalities where they are in coalition with the Democratic Party of Socialists (DPS).

In the joint statement of the Movement Europe Now, the New Serbian Democracy, the Democrats, the Democratic People's Party and the Socialist People's Party, it is stated that the constituents of the parliamentary majority agree that the parties that form or will form the 44th Government should review coalition cooperation at all levels with the leading parliamentary opposition, at the latest until the adoption of the budget for 2025.

They state that the parliamentary majority, otherwise, will end cooperation.

The statement was not signed by the Albanian Forum, CIViS and the Democratic Party (DP) of the Minister of Human and Minority Rights, Fatmir Đeka.

The Bosniak party of Ervin Ibrahimović is in coalition government with the DPS in Bijela Polje and Ulcinj, in which the DP is also part of the ruling coalition with the "leading parliamentary opposition".

DPS is the largest opposition party in the state parliament with 17 deputies.

Yesterday, the source of "Vijesti" from the top of BS did not want to answer the question of whether they will dissolve the coalition with DPS in Bijelo Polje.

Until now, the Democrats have conditioned the entry of the BS into the Government by breaking up the coalition with the DPS at the local level, primarily in Bijelo Polje.

With yesterday's announcement, the other major parties of the coalition stood behind that condition, but it was postponed until the end of the year, so there is currently no obstacle for BS to enter the government, possibly as early as tomorrow.

Jakšić Stojanović could keep her position

"Vijesti" sources claim that Education Minister Anđela Jakšić Stojanović could keep that position, although according to the coalition agreement in the reconstructed government, she should belong to NSD. There was speculation that the new minister should be Budimir Aleksić.

It is not clear which ministry would be given to NSD in that case, which is negotiating with Prime Minister Spajić.

The educational community launched a petition demanding that Jakšić Stojanović remain in that position, which was joined by nine NGOs.

The Education Union said that they are dissatisfied with the announcement of the reconstruction of the Government and new personnel solutions at the head of the education department and the fact that education is once again planned for the most banal political manipulations.

"For the first time after many years, this department is headed by a minister who, together with her team, has shown professionalism, knowledge, will, enthusiasm, strength and determination," they stated in an open letter.

The Prime Minister can propose new names at the session itself

It is not yet known who the new members of the Government will be, and this will be known when the Prime Minister submits a proposal for their appointment to the Assembly.

"The prime minister does not have to inform the parliament about it in advance, but can propose it at the session itself," said a "Vijesti" source familiar with the discussions on the procedure.

There is speculation that NSD deputy Slaven Radunović could take the place of the new Ministry of Spatial Planning, and Simonida Kordić, MP of that party, could take the place of Minister of Tourism.

The new Deputy Prime Minister could be Maja Vukićević from DNP.

A government of 30 members, and Singapore and Switzerland together have 23

The Government of Montenegro currently consists of the President, five Vice Presidents and 19 ministries.

With the entry of NSD and DNP, and if BS gets the Ministry of Diaspora, the Government will have 31 members.

This means that the Regulation on the organization and mode of operation of the state administration must be changed, because the number of ministries is increasing.

Singapore and Switzerland together have 23 ministries (Singapore 16 and Switzerland 7).

Spajić stated in the exposé that he presented to the MPs in October last year that "our vision is Montenegro as the Switzerland of the Balkans and the Singapore of Europe".

"The government, which I present to you today, is a reflection of the understanding of exactly those expectations from the June elections," Spajić said.
