That there is no agreement between the political parties in Budva, and that the formation of a post-coalition government is not yet in sight, was clear today, when the continuation of the constitutive session of the Municipal Assembly, which was scheduled by the Government of Montenegro, was interrupted, because there was no proposal for the head of the local parliament.
Although it was expected that the Democrats would nominate their candidate, for which they would have the written support of nine councilors "For the future of Budva - Mladen Mikijelj" and the Movement Europe now, this did not happen, because as they said, they unofficially received the interpretation of the Ministry of Public Administration that the deadline for the constitution of the government is not August 6, but August 17, since the final results of the May local elections were published in the Official Gazette on June 17.
However, they do not rule out the possibility that the president of the state, Jakov Milatović, would call new, extraordinary elections in Budva, the fourth in a row in the past four years, on August 7, if the parliament is not constituted by then.
At the beginning of today's session, the chairman of the SO Budva, the oldest member of parliament, Savo Medigović, announced that there was no proposal for the speaker of the parliament, and he interrupted the session, and announced that the members of the council would be informed about the new date.
After that, the representatives of the political parties remained in the assembly hall to give a statement to the journalists, only there was no one from "Budva our city - Nikola Jovanović" and the Democratic Party of Socialists.
Todorović: I believe that we will reach an agreement, because the city is in complete collapse and chaos
Member of the "For the future of Budva - Budva open city" Jovana Todorović (DNP) stressed that she expects the Democrats to propose their candidate for the president of the SO, because that coalition will support them.
She reminded that "For the future of Budva - Budva is an open city" and PES had previously sent a proposal to the Democrats of Budva to propose a candidate for the president of the parliament and that they would support it.
"We believe that they will propose a candidate soon. We have not received official confirmation, but we have information that the deadline for the constitution of the parliament is August 17, since the final results were published in Služen list on June 17. I believe that President Milatović will respect that, the deadline that provided by law, that a parliament be constituted within 60 days from the date of its publication in the Official Gazette. We will see, but certainly our coalition is not running away from elections, we are ready for elections, but we believe and underline that it would be most useful for the citizens of Budva let's agree, because we are in the middle of the tourist season, that the city is in complete collapse and chaos. I believe that no one needs elections, least of all the citizens, so we hope that an agreement will be reached. We are ready for the elections and I believe that we will achieve an even better one result," she said.
Đorđe Zenović: The Democrats will be the saving grace in the end
The leader of the list of Democrats, Đorđe Zenović, said that the Democrats will ultimately be the saving grace, and that the party will come out with a platform in the future.
"We have the largest coalition capacity, and hence all the speculation that our candidate is the most acceptable for the president of the parliament, which, unfortunately, would prolong the agony, considering that today we do not have a majority in the parliament that we can say will constitute a new government, there is no nor a coalition agreement, and yet we believe that at this moment we cannot talk about positions or bid on them. What is definitely certain is that my colleague Dragana Kažanegra Stanišić announced after the previous, also failed session of the Budva Council that the Democrats, when we are in "Cajtnotu, when we are near the end of the deadline, to offer our platform," Zenović said.
He emphasized that now is not the moment for the platform, because they received some interpretations from the Ministry of Public Administration, unofficially still, that the deadline is August 17.
"So there is still a possibility for some kind of agreement. We are not running away from the elections, but we are also sure that they would not bring anything new. I think it is irresponsible for the citizens to go out to vote again, I am sure that the turnout would be enough less than it was in the last elections. In this way, the citizens would punish us for our irresponsible attitude towards them, so as far as we are concerned, elections are an option, but we will do everything in our power to form that government", stressed Zenović. .
He emphasized that there have been speculations in the media that negotiations are underway with the DPS, but he did not rule out the possibility that the two conflicting parties led by Jovanović and Mikijelj come to an agreement.
"I am absolutely sure, bearing in mind the disposition that the other parties have towards us, that the Democrats had by some chance won nine mandates, that in five days we would have formed the government and had regular sessions," Zenović said.

The holder of the list of the Movement Europe now and Nova Budva, Predrag Zenović, said that the legal deadlines for constituting the government have expired, and that unfortunately the government has not been constituted.
"There is very little time left for the government to be constituted. We were very willing and had several initiatives to support the constitution of the government, of course on very clear principles - that the city be managed transparently, that the public administration be at the service of the citizens On those principles, we were willing to support several modalities, however, the constellation of our strength and relations with other constituents was such that we could not reach that government actor, that it might be my colleague and cousin Đorđe Zenović. All the modalities are in play and in the past period we were constructive and willing to give Budva the authority that will bring it back on the right track from this dead end," Zenović pointed out.
Asked if this means that they would also support Nikola Jovanović's list, Zenović said that it is very important to stick to principles.
"I said what those principles are, which are open and transparent authorities, the discontinuity of everything we see now, the way the city is run now is not good, that is a position that we have to state and which is obvious to all of us," Zenović said. .
