If the government in Budva does not elect a president of the Municipal Assembly within the next 14 days, new extraordinary elections will be called in that local self-government.
Yesterday, "Vijesti" was unofficially informed by the Ministry of Public Administration (MJU) that the deadline for the constitution of the government is August 17, given that the final results of the May local elections were published in the Official Gazette on June 17. According to the Law on Local Self-Government, the Assembly must be constituted within 60 days from the publication of the final election results.
After the elections in Budva on May 26, a constitutive session began where the mandates of councilors were verified, but the head of parliament was not elected, which, according to the Law, means that the Assembly is not constituted.
Then the Government ordered the Budva Municipal Assembly to elect the president of the local parliament at the session on July 30, which was not done because there was no agreement between the political parties in Budva, so there was no proposal for the first man of the Assembly.
Although it was expected that the Democrats would nominate their candidate, for which they would have the written support of nine councilors "For the future of Budva - Mladen Mikijelj" and the Movement Europe now, this did not happen because, as they told "Vijesta" at the time, they unofficially received the interpretation of the Ministry public administration that the deadline for the constitution of the government is not August 6, but August 17, since the final results of the May local elections were published in the Official Gazette on June 17.
However, do not exclude the possibility that the president of the country Jakov Milatovic already on August 7, if the parliament is not constituted by then, called new, extraordinary elections in Budva, the fourth in a row in four years.
The formation of the government in Budva requires a majority of 17 councilors in the 33-seat parliament. The list "Budva our city" has nine councilors, "Clean election - SDP, SD, LP and citizens" and GP URA, one each, which means they have 11 councilors, and they are missing six, four Democrats and two PES.
Andrijevica: There was no proposal for the election of the president of the local parliament
And the session of the Andrijevica Municipality Assembly was interrupted yesterday because there was no proposal for the election of the president of the local parliament.
A similar thing happened at the session of the local parliament on July 4, when the mandates of councilors were confirmed, but its president was not elected, which means that it has not yet been constituted.
In Andrijevica, new deadlines for the formation of the government have been running since the publication of the election results in the Official Gazette on July 16, due to an error by the Post of Montenegro, so the deadline for constituting the Assembly by electing the president is September 16, that is, 60 days from the publication of the results in the Official Gazette.
After the local elections on June 2, the coalition SNP-Democrats, Evropa Sad, DF and two civil lists are trying to make an agreement and form a government, but without results.
Berane: One step away from shortening the mandate of the Assembly
If the Assembly of the Municipality of Berana does not pass the Decision on shortening the mandate of the Assembly on Monday, the Ministry of Public Administration (MJU) will propose to the Government to do so.
In the event that the government dissolves the local parliament, it would be replaced by a committee of commissioners.
On the other hand, if the SO itself shortens its mandate, local issues would still be decided by councilors until the extraordinary elections, who would from that moment be in the so-called technical mandate.
However, Berane currently does not have a municipal president because he is the mayor Vuko Todorovic resigned on June 13, and previously vice president Damjan Ćulafić, who in the meantime was elected the Minister of Ecology, and the second Vice President Mladen Premović the mandate ended when Todorović's resignation was accepted.
It is not clear how the parliament, if it were to schedule a session, would have a quorum to elect the mayor, because it failed to do so while it was in full mandate. The mayor can eventually be appointed by the Government Committee of Commissioners, if he is elected, and his mandate would last until a new one is elected after the extraordinary elections.
In Berane, an attempt at an agreed rotation in the position of the President of the Municipality failed. The election of Ćulafić from the Democrats, after two years when Todorović from the New Serbian Democracy was president, failed because two councilors from the former Democratic Front, Miloš Rmus i Milorad Djukic, they did not sign their support for the election of Ćulafić, and then the other councilors from the ruling majority did not appear at the session of the local parliament.
