Dukaj: Milatović did not call for elections in Andrijevica, even though the deadline for constituting the Municipal Assembly has expired

The Ministry of Public Administration (MJU) gave an opinion to the Municipal Assembly (SO) of Andrijevica and Budva that the deadlines for constituting the SO start from the moment of publication of the final election results in the "Official Gazette - Municipal Regulations". Although the final elections for councilors in Andrijevica municipal council were set for June 6, 2024, President Jakov Milatović did not call for elections today, announced the Minister of Public Administration Maraš Dukaj.

"We believe that it is redundant and unnecessary to question what is legally and objectively indisputable, and which is clearly regulated by the current laws," added Dukaj in a post on the X social network.

"We are taking all measures within our jurisdiction with the aim of correct and equal application of regulations in all municipalities, thus ensuring legal certainty, transparency, predictability and justified expectations of citizens and participants in the election process," announced Dukaj.

"Vijesti" was unofficially informed by the Ministry of Public Administration (MJU) on Sunday (August 3) that the deadline for the constitution of the government in Budva is August 17, given that the final results of the May local elections were published in the Official Gazette on June 17 . According to the Law on Local Self-Government, the Assembly must be constituted within 60 days from the publication of the final election results.

After the elections in Budva on May 26, a constitutive session began where the mandates of councilors were verified, but the head of parliament was not elected, which, according to the Law, means that the Assembly is not constituted.

Then the Government ordered the Budva Municipal Assembly to elect the president of the local parliament at the session on July 30, which was not done because there was no agreement between the political parties in Budva, so there was no proposal for the first man of the Assembly.

The formation of the government in Budva requires a majority of 17 councilors in the 33-seat parliament. The list "Budva naš grad" has nine councilors, "Clean election - SDP, SD, LP and citizens" and GP URA, one each, which means that they have 11 councilors, and they just lack six, four Democrats and two PES.

The session of the Andrijevica Municipality Assembly on Saturday, August 2 was interrupted because there was no proposal for the election of the president of the local parliament.

A similar thing happened at the session of the local parliament on July 4, when the mandates of councilors were confirmed, but its president was not elected, which means that it has not yet been constituted.

After the local elections on June 2, the coalition SNP-Democrats, Evropa Sad, DF and two civil lists are trying to make an agreement and form a government, but without results.
