The Ministry of Culture and Media did not give an opinion on the proposal to name one of the streets in Podgorica after the former Minister of Defense Pavlo Bulatović, because, as they told "Vijesta" from that department, there is no legal basis for it.
"Taking into account the provisions and spirit of the Law on Monuments, especially the prescribed procedure for granting consent, the Ministry of Culture and Media has no legal basis for giving an opinion in this specific case, bearing in mind that the relevant proposal will eventually be considered if it is an integral part of the proposal for the program of erecting a memorial -characteristics", said the department headed by him Tamara Vujović (Democrats), answering the question of "Vijesti", what is their position on the proposal to name the street after Bulatović, which was submitted to them for comment at the end of April.
President of the Council for proposing names of settlements, streets and squares of the Capital Assembly Boris Pejović (Movement Europe Now), did not answer "Vijesti" to the question of what will be their move after the Ministry's decision not to consider the proposal until it is made official.
The Ministry, when the proposal is formalized, should declare whether it meets the criteria related to a prominent person prescribed by the Law on Monuments. According to that act, memorials permanently mark significant events, preserve memories of prominent personalities, nurture human ideals and cultural-historical traditions, and honor freedom fighters, civilian victims of war and mass human suffering.
The proposal for Bulatović to get a street in Podgorica was sent to the Council for Proposing the Names of Settlements, Streets and Squares of the Capital Assembly by the Democrats' councilors. Mitar Vuković i Vladimir Čađenović.
The independent councilor was the first to oppose this Aleksandar Saša Zeković, followed by the NGO Center for Civic Education (CGO), Action for Human Rights (HRA) and the Center for Women's and Peace Education ANIMA, stating that Bulatović, the Minister of Internal Affairs and Defense during the wars of the 90s, "ordered the execution of the war crime of deportation Muslim refugees".
On this occasion, these NGOs sent letters to the President of the Council Pejović, Minister Vujović, Minister of European Affairs Maida Gorcevic (Movement Europe Now) and the Deputy Prime Minister To Aleksi Bečić (Democrats).
The Ministry of Culture and Media told "Vijesta" that the mayor of Podgorica is their mayor Olivera Injac (Movement Europe now), submitted for approval the proposal for the program of erecting memorials, which envisages the naming of public buildings - streets after the names of personalities: Charles Baudelaire, Jovo Bećir, Aristotle, Maša Vrbica, Josef Holeček, Gojko Kruška, Vladika Sava Petrović, Konstantin Koča Popović, Evlija Celebija, Nikola Đakonović, Boro Begović, Niko Pavić, Nikola Raičević, Pero Ivanović. The Ministry said that they have given their consent to the Program Proposal, among other things, in the part that refers to street names.
"No proposal for erecting memorials by naming public objects - streets after famous personalities was rejected", they stated.
In the capital city, the process of naming 26 city streets is underway, the names of which were determined by the Council at the end of June and sent to the local communities for their opinion. When they receive the "green light" from them and the Ministry, the proposals go to the Assembly of the capital city for comment.
Among other things, the Parliamentary Council proposed that a memorial should be given to the treasurer of the former "Agrokombinat" Slobodan Sekulić, who was killed in Titograd on March 11, 1976 while defending state property from bandits, and the perpetrators of the crime were never discovered.
As "Dan" wrote, 18 roads will be named in Zagorič. From Street 12 south of the cemetery to the west will be Mother Teresa Street, on the west side of the cemetery to Tina Ujevića Street - Crveni krst Street, and from Street 2 in the west to Street 8 - Lava Tolstoja Street.
Leopold Mandić should get the street from Ulica 4 west to Ulica 8, after Milan Vukčević it will be called the road from the substation in Zagorič to Ulica 3, after Mitrofan Ban - the street from the railway crossing in Zagorič to the railway crossing near the Zagorič substation, according to Hadža Bogdan Čađenović - from the Zagorič railroad crossing to Brskutska street to the north.
According to the proposal, streets in Podgorica will be named after Dijana Budisavljević, Milunka Savić, Ksenije Vujović Tošić...
According to the Rules for determining proposals for names of settlements, streets and squares in the Capital City area, a proposal for the name of a street or square can be made by any natural person, provided that "it is not related to the name of a prominent person who is proposed for naming a street or square and that direct and collateral relatives up to the second degree of kinship, in-law relatives up to the first degree of kinship, conjugal and common-law spouses, adoptive parents and adoptees".
A necessary condition for the proposal to be adopted is that at least 20 years have passed since the death of the individual whose name the street or square should bear, and if it is an event, 50 years.
After submitting the name proposal, the Council is obliged to vote on the given proposal, and then send it to the Ministry of Culture, but also to consult the Council of the local community on whose territory that street is located.
Ministry: We will decide within 60 days
The Ministry of Culture and Media reminds that the program proposal (erection of memorials) is submitted to this body by the Assembly of the Capital City, in order to give consent in relation to the values prescribed by the Law on Memorials, which is obliged to consider it and pass the appropriate act no later than of 60 days from the date of delivery.
"Since the Program in question has not been submitted to this ministry by the Municipal Assembly of Glavno, the Ministry of Culture and Media had no legal basis for any action or opinion (on the proposal that the street be named after Pavle Bulatović). If the proposal in question is submitted to this ministry by the Municipal Assembly of the Capital City through the proposal of the program for erecting a memorial, the Ministry of Culture and Media will consider it in accordance with the legal procedure," the Ministry concluded.
