Mugoša: If all the planned expenditures were realized in the first seven months, the budget would not be in surplus, but in deficit

"Of course, income growth is desirable, but it is very important how it was achieved - whether through the development of the economy and the expansion of the tax base, the growth of competitiveness and productivity, the reduction of the gray economy and the illiquidity of smaller companies, or because of the growth of consumption, i.e. the rise of prices due to inflation, growth in credit activity and the like", said Mugoša

Interpreting the problem of deficit/surplus only at the level of stating figures is not expedient, because it has to do with many aspects, such as the structure of realized costs and quality budget planning, announced the head of the parliamentary club of the Social Democrats (SD), Boris Mugoša.

"You can, for example, have a surplus if you do not realize the capital budget in accordance with the planned dynamics, or if you poorly planned the amount of some expenditure items and the like. If, for example, all planned expenditures were realized in the first seven months, the budget would not be in surplus, but in deficit," Mugoša wrote on the X network.

He said that in order to be fair to the citizens, the daily political story about surplus/deficit should be simplified.

Surplus/deficit, as he said, is the difference between income and expenditure.

In addition, as he added, the interpretation of the mentioned categories on a monthly basis, especially when it comes to the summer months, does not give a complete picture of the stability of public finances.

"Of course, income growth is desirable, but it is very important how it was achieved - whether through the development of the economy and the expansion of the tax base, the growth of competitiveness and productivity, the reduction of the gray economy and the illiquidity of smaller companies, or because of the growth of consumption, i.e. the rise of prices due to inflation, growth in credit activity and the like", said Mugoša.

He pointed out that when it comes to reducing expenditures, it is very important whether they are the result of optimization of public administration, reduction of amounts for work contracts, representation, official trips or are weaker compared to the capital budget implementation plan.

"To conclude, it is much more important to go into the analysis of each figure in order to discuss the quality, not the quantity, of public finances," Mugoša said.

He reminded that according to the Fiscal Strategy, three billion in debt is planned for the next three years, with one billion this year.
