Although the Democrats are not an undesirable coalition partner for the formation of government for any political party, with the exception of the Democratic Party of Socialists (DPS), the choice of their list holder Đorđe Zenović for the head of the Budva parliament is uncertain.
The two-and-a-half-month wait in the town since the local elections could be interrupted by the election of the President of the Municipal Assembly, which would extend the deadline for the election of the mayor by another 30 days.
Two political camps formed by the split of the former unified coalition led by the now detained President of the Municipality Milo Bozovic, "For the future of Budva - Mladen Mikijelj" and "Budva our city - Nikola Jovanović", did not secure a majority of 17 councilors for the constitution of the government.
Leader of Budva Democrats Krsto Radović he said that this was the reason they submitted the initiative to the parliamentary service for Zenović to be the head of the parliament, with the expectation that he would receive the support of 26 councilors, from all political parties that in the past period "adopted" the Democrats as a safe coalition partner in the future government.
Radović invited the oldest alderman, the chairman of the Budva Municipal Council Sava Medigović from the Budva nas grad list to schedule a continuation of the constitutive session for today, when the deadline for that expires, on the agenda of which would be the decision on the election of Zenović.
15 days ago, Mikijelj's list and the "Mokreta Evropa" list invited the Democrats to propose a candidate, whom they will support for the president of the Municipal Assembly. "Vijesti" was told by these two parties that they will sign the initiative and then vote for the election of Zenović, if a session is scheduled.
In order for the proposal to elect Zenović as Speaker of the Parliament with 33 seats to be on the agenda, it needs to be signed by 11 councilors. For the election, there must be a supermajority, that is, at least 17 councilors.
Mikijel's and Jovanović's lists have nine councilors each, PES two, the Democrats four, the Citizens' Movement URA and the list gathered around the Social Democratic Party (SDP) have one councilor each, while the DPS has seven.
Leader of the local URA GP Blazo Radjenovic he said that the proposal for the appointment of Zenović will be announced at the party's organs, when they are officially invited for an interview or officially received.
When asked by "Vijesti" whether they will support the Democrats' proposal, Jovanović and the leader of the list around the SDP Petar Odžić they didn't answer.
Two votes are missing for Zenović to be elected president of the parliament.
If the parliament is not constituted by midnight, the president of the state Jakov Milatovic will call for elections.
A few weeks ago, Jovanović announced on TV Vijesta that he would also open negotiations with DPS.
Those negotiations did not officially take place, but it is speculated that informal negotiations were conducted, and that one of the ways out of the crisis was to nominate Odžić for the president of the Budva Municipal Council, for whom the nine councilors of "Budva our city", Odžić and seven DPS councilors. Allegedly, DPS would thereby provide minority support for the constitution of the government.
However, such a scenario was not supported by some of Jovanović's councilors, but they did not "enthusiastically" accept it either in the DPS, but both sides claimed that there was never an agreement.
The leaders of the NSD and the DNP have reportedly proposed a way out of the crisis Andrija Mandic i Milan Knezevic, who verbally asked Jovanovic to create a government based on the "2+2" model, whereby Mikijelj would be the president of the municipality in the first two-year term. Allegedly, the condition was that the Democrats and the URA should be in power.
That proposal was discussed two days ago at the meeting of the "Budva our city" list, but without a concrete conclusion.
Mandić did not answer Vijesta's question about whether they proposed this type of government formation model.
