Budva is going to the elections, after a three-hour heated, at times undignified discussion, the Democrats withdrew the initiative to elect Đorđe Zenović as Speaker of the Parliament.
With this, Budva is going to the elections for the fourth time in the past four years.
Member of the Democratic Party Dragana Kaženegra Stanišić withdrew the initiative, disappointed with everything that could be heard in the assembly hall. Democrats and coalitions for the future of Budva left the session.
"We offered to leave the city from Spuž, padrini and other local, interest-bearing and other lobbies, so that progress can begin in Budva. I congratulate Đorđe Zenović, you are the winner, because after all the arguments we heard in this House, we did not have a single bad word for Unfortunately, this parliament did not offer a chance for what we offered. So these political groups are fighting for Milo Božović to continue ruling from the shadows. As a member of the council, I say that this is not my Budva "I don't want to allow these and such attitudes to be expressed, and I withdraw the initiative," she stressed.
Jovanović said that the political initiative was a fiasco.
The continuation of the constitutive session was interrupted after an hour of heated discussion. The election of Democrat Đorđe Zenović as president of the parliament is practically impossible, because two councilors from the Europe Now Movement are not present at the session, and the newspaper "Budva naš grad - Nikola Jovanović" announced that they will abstain.
The opposition DPS announced that they will not participate in "lakrdia".
Member of the Democratic Party Dragana Kažanegra Stanišić assessed that Budva is a city that has pretty much forgotten about values in the past decades, because now greed reigns, everything comes down to quick profit, percentages in business, coefficients.
"We have to make a departure from such patterns... we used to have a bar in the Sports Center where decisions were made, later on Krimovica, Hemingway... Đorđe is precisely the departure from all that, he is adorned with qualities that are now forgotten. He is an educated and humble man." , she emphasized.
She reminded that all political entities agreed that Zenović should be the president of the SO, which was an incentive for the Democrats to propose the initiative.
"I hope that the political subjects have not given up their views. The city of Budva has reached its unrecognizability, it has been degraded, interpersonal relations have been extremely damaged. Right now is the moment to start on the road to prosperity. In order for this to happen, it is necessary to This does not mean that the government is being formed, but this is a prerequisite for unblocking the processes... If this does not happen, Budva would continue to sink into despair. That is why I expect the political entities to stay with their apartments "Anyone who doesn't do that will commit a great injustice," said Kažanegra Stanišić.
Jovanović: This initiative is a coward's egg
Member of the list "Budva our city" Nikola Jovanović pointed out that with this initiative they want to gain political points.
"Democrats, this is not how it is done. We do not agree to an initiative that is left somewhere to be signed. I would always be happy to support Zenović if it is not the result of a political agreement, and not of political subterfuge. This initiative does not have the required number of 17 votes, but it enters the domain of political subterfuge. I see that there are no members of the Movement Europe now, probably because Zenović is criticizing the Government's moves. We cannot support this kind of initiative, even though he would have supported Zenović personally," Jovanović emphasized.
Jovanović said that it is a coward's egg, to mask the eyes, that after 30 days the Government will take everything into its own hands and introduce forced administration.
"In this way, no one will play with us. That is the key reason why we will not agree. After this initiative is not voted, only if it is supported by colleagues in the DPS, the citizens of Budva will have the opportunity to vote again. With this, you are underestimating the citizens, you want to introduce forced administration, because according to the law, if the president of the municipality is not elected within 30 days, the government dissolves the parliament and appoints a committee of commissioners", stressed Jovanović.
Kažanegra Stanišić: Jovanović, you are disavowing the public
Kažanegra Stanišić replied to that by reminding Jovanović that freedom of speech is something that is the greatest wealth.
"I consider Đorđe Zenović's freedom of speech to be the greatest democratic value that we inherit. You froze Jovanović's status in one party, you did not leave it but formed a group of citizens. Your list has 24 percent and no coalition capacity, but you also called DPS. That's why "Please don't abuse your legal knowledge. What you say is not true, the president of the municipality is still in office today. Nothing would change in relation to Milo Božović, you are disavowing the public," she said. she.
She stressed that it is not true that the mandate of the President of the Municipality would end.
"Perhaps your positions would be in jeopardy. You just told Jovanović in my presence that Zenović is acceptable for the position of president of the SO," she pointed out.
Todorović: He who is not in favor of a stable government is in favor of thievery
"For the future of Budva" councilor Jovana Todorović said that the word "trust" is often forgotten in the Serbian language, and assessed that everything looks like feuding tribes.
"Citizens gave their verdict in the recent elections, our coalition received the greatest trust of the citizens. The citizens and tourists are not to blame for the desperate situation in the city, but the incompetent city administration, which does not function. That is why we desperately need a functional city administration, which It is outrageous and irresponsible to run away from the agreement, which our coalition has been calling for since the beginning, to save the season what does it have to do with the DPS, they will be punished in the elections," Todorović emphasized.
She said that the extortionists are not there to steal beaches, build illegally, and set up tenders, but they were given a mandate to work in the interest of the citizens and Budva.
"Whoever is not in favor of an agreement is not working for the interests of the citizens of Budva, who is not in favor of a stable government, is in favor of thievery," she said.
Jovanović asked Kažanegra Stanišić why she was so nervous.
"I don't abuse my knowledge. The fact that you have a problem that your action is disorganized, that's your problem. Your plan, which you came up with at the top of the Government, is disorganized," he pointed out.
He invited Kazanegra Stanišić to bring signatures without NSD and DPS and the newspaper "Budva naš grad" will vote for the election of Zenović.
Milović: Arguments, fights, corruption, nepotism, dysfunctional government, that's the government of the past eight years
DPS member Nikola Milović told the citizens that in the past 20 minutes they could hear what has been happening in the city for the past eight years.
"Thefts, corruption, fights, quarrels, nepotism, dysfunctional government. This is the result of the work of those who were in power. What did you give us, garbage, the unearthed Budva, the degraded image of the tourism metropolis, 350 million euros spent, an epidemic in the forecast... As in the last On May 26, we are ready to go to the elections with the system of two roundabouts and two fountains, the results of your work for eight years are good. Budva has survived for 20 years, and we will offer the citizens projects and not functions We will leave you alone," said Milović.
After a half-hour break, the session continued, which was marked by a verbal conflict between the list holders "For the future of Budva" and "Budva our city" Mladen Mikijelj and Nikola Jovanović.
Mikijelj pointed out that, unfortunately, the proposal for Zenović to be the president of the SO Budva will not be voted on.
"Already today we can state that there are two poles in Budva, one consisting of 'For the future of Budva', Democrats, Democrats and PES, and the other pole DPS, SDP and 'Budva our city'. I believe that the colleagues of 'Budva' will change their minds by midnight our city'", stressed Mikijelj.
Mikijelj continued to speak, interrupted by Jovanovic, saying that back in January, they were saying that there was cooperation between the "runaway councilors" of NSD (Budva naš grad) and DPS.
"The people who were on the anti-DPS platform must not be manipulated by one man," said Mikijelj, while the councilors whom he called were thrown from his seat.
Mikijelj called on the chairman of the SO to lead the Assembly and to prevent other councilors from throwing insults.
"For the future of Budva" councilor Nemanja Kuljača asked Medigovoić why he did not prevent the throwing.
Mikijelj said that part of the people who broke away from NSD in cooperation with DPS, broke the government in Budva at the beginning of the year.
"We went to the elections in May because part of the NSD councilors voted for the initiative signed by Stevan Džaković. So citizens, since it is certain that we will go to the elections, think about who you will vote for, because a vote for 'Budva our city' is a vote DPS", said Mikijelj while throwing Jovanović at him.
Kuljača told the chairman that it was extremely inappropriate to throw around "don't thresh", and to stop the session.
Mikijelj stressed that the Municipality is managed now as it was during the DPS.
"I publicly call on my colleagues from 'Budva our city' to prove that this is not true, and that is to change their decision and vote for the election of Zenović," he said.
Jovanović went to the podium asking for a retort, which was challenged in "For the future of Budva".
Member of the Democratic Party Slavica Maslovar said that the procedure was violated when the chairman did not give Jovanovic the floor and he went to the podium.
Medigović said that there are two possibilities: there are no replies and the session ends, or he allows replies and the session continues indefinitely.
"You will all have the right to a reply," Medigović said.
Jovanović said that no one should apologize to him, but let them go to ZIKS in Milo Božović and apologize.
"Don't throw dust in the eyes of the citizens of Montenegro, because they know the opposition's fight against the DPS. I will fight with even greater zeal against people like you. Don't blame me for cooperating with the DPS, you who do it in Morski Dobr There have been attempts at corruption here since May 26, so you offered my councilors positions, and there were also attempts at monetary corruption," said Jovanović.
Mikijelj said that he should not apologize to Milo Božović, but those who used his name in the campaign, and now are washing their hands from him.
"As far as the way of functioning in Morski Dobr is concerned, individuals would certainly like the ferry to be operated by Milo Đukanović's godfather," said Mikijelj.
URA member Miloš Medigović said that he was glad that the media reports that a new political bloc NSD-Democrats had been formed came true.
"This session was not called to vote for the president of the SO, but to start the election campaign. In this move of the PES councilors who did not appear at the session, you can see how they treat the city," said Medigović.
SDP member Petar Odžić emphasized that the Democrats' initiative is in fact an initiative of PES and NSD.
"In 2016, I was against the DPS because there were thieves in their ranks, now these thieves are with you, including the one in Belgrade. I would like Ms. Jasna to hear this and answer when they attack that the Municipality is now managed as during DPS", Odžić said.
He said that he did not vote for Jovanović or Milo Božović, but voted for NSD and the Democrats.
"Mr. Mikijelj, you didn't ask yourself before or after the election, they managed you," Odžić said.
Mikijelj replied to him that Odžić's statement indicates that primitivism has taken hold in those ranks where Jovanović is.
This was followed by a reply from Jovanović, who told Mikijelj that he was an official in the government where DPS was and he did not protest.
Milijana Đukić said that the list "Budva naš grad" will not be with the DPS, because they give their lives, but they don't give their face, because they gave a word that they will not trample on.
"We have a political future, and Andrija Mandić committed political suicide," Đukić stated.
In order to calm the passions, the chairman gave a break of 20 minutes
