Although an agreement on the re-composition of the authorities in Ulcinj was concluded in mid-May, and at the end of that month, the leader of the Force Genzi Nimanbeg and formally assumed the position of President of the Municipality instead Omer Bajraktari (URA), the executive authority has not yet appointed new vice-presidents of the Municipality and new staff in the leading positions of the secretariat and directors of public enterprises (PE), i.e. their deputies.
The Democratic Party (DP) and Forca, which each have five council seats in the Ulcinj Municipal Assembly, mostly kept the secretariats they covered before. DPS cadres, which also has five mandates and has been part of the new majority since May, were appointed to important positions mostly instead of colleagues from the URA, which ended up in the opposition benches after the reorganization.
Nimanbegu's cabinet informed "Vijesta" that until now, among others, the duties of the Secretary for Budget and Finance have been dismissed. Arijan Murati (URA), Secretary for Agriculture Zećarije Sulejmanović (URA), chief architect Muho Uruči (URA) and the director of JP for breeding and protection of game Bledar Nelaj (AA). They were appointed to their places Arjan Ljamović (DPS), Arta Mučaj (DPS), Mehmed Mila (Forca) and Sheptim Yahya (DSCG). In the coming period, he will be at the head of the newly formed secretariats for sport and youth and for culture Enisa Martinović (DPS) and Merita Subašić Šabanović (SDP).
Also, in accordance with the earlier coalition agreement, Ardijan Mavrić (Forca) submitted his resignation from the post of president of SO Ulcinj. She succeeded him in that position Ivana Popović (DPS).
According to the knowledge of "Vijesti", the deputy secretaries and directors in public companies, as well as the vice presidents of the Municipality, have not been appointed, which could happen at the next session of the local parliament.
Also, as "Vijesti" learned, the new director of "Parking Service Ulcinj" will be Arsim Cuca from the ranks of the SD. He will replace in that position Amil Grbović, who previously resigned from all positions in the URA.
The appointment of Cuca is expected during the next week.
The president of the Ulcinj Municipal Assembly, Ivana Popović, told "Vijesta" that the parliamentary committees are in full composition. When it comes to councils, two have been completed, while two are new, so their appointment will be realized in the coming period. As for the Municipal Electoral Commission, a request was sent to all political parties to submit candidates for its composition, and their response is expected.
On May 13, an agreement was concluded in Ulcinj on the formation of a new coalition, which will have a mandate until regular elections in early 2026.
The agreement was then signed by the president of the Democratic Party (DP) Fatmir Đeka, president of Force Genci Nimanbegu, president of the OO of the Democratic Party of Socialists (DPS) Arijan Ljamović, president of the OO of the Social Democrats (SD) Ćazim Hodžić, president of the Democratic Union in Montenegro (DSCG) Saubih Mehmeti, president of the OO Social Democratic Party (SDP) Naser Resulbegović and President of the OO Bosniak Party (BS) Muamer Rascic.

In the opposition benches, apart from the Democratic Union of Albanians (DUA) and the Democrats, who were not part of the government even in the previous two years, their colleagues from the Civic Movement URA and the Albanian Alternative, who until then were part of the former ruling coalition with the DP, ended up in the opposition benches. SD, SDP and Forcom.
