If the realization of several key development projects in Mojkovac, which were promised in state addresses and which are in the capital budget, is not started, it is moral for the representatives of the current local government to resign, the vice president of the Municipality told "Vijesti" Ivan Ashanin (HURRY).
He said that, from the current perspective, early local elections in Mojkovac are very certain.
"If the state of the projects remains at this level, I believe that there is no purpose for us to remain in office. I expressed my position on this at the session of the Municipal Assembly, and I stated the same in the Information on the State of Development Projects, which I sent to the President of the Municipality a few days ago Vesko Delic. "Halfway through the mandate, I warned that the survival of the coalition government is questionable, if there is no visible effort on key development projects," Ašanin told Vijesti.
The local government in Mojkovac consists of the coalition For the Future of Mojkovac (Nova, Democratic People's Party, Movement for Changes, Workers' Party, Socialist People's Party), Democrats, URA, United Montenegro and the group of citizens "Ne damo Mojkovac". The last local elections in that city were held in December 2021, when the Democratic Party of Socialists (DPS) lost power. The local parliament consists of 31 councilors, and the current government is made possible by 17 councilors. The URA has two councilors and if they were to withhold their support, the new government would not be able to be constituted.
As he says, Ašanin is dissatisfied with the dynamics of the implementation of several projects, primarily those related to the Ski Center Žarski, but also because of the beginning of projects related to communal and other infrastructure. In the letter he sent to Delic, which "Vijesti" had access to, he explained the stage these projects are in, as well as ways to speed them up.
"At the meeting in the Traffic Administration, I informed the director about the burning problem of the construction of the future bridge on Tara in Podbišće, which connects the road to the Ski Center. That projected bridge is located at the beginning of the planned Mojkovac - Lubnice regional road. The tendering procedure has not started yet, and as I unofficially found out, the prime minister is stopping it Milojko Spajic. I remind you that the construction of the bridge is planned in the capital budget," Ašanin wrote.
He told "Vijesti" that "it is obvious that someone is spreading the fog, because while the prime minister is talking about bridges, expressways and highways, the problem is a small bridge worth a few million euros". He also reminds that he was the Minister of Transport earlier, answering a parliamentary question Filip Radulović promised that in the first half of this year, a tender for the selection of contractors will be announced.
Ašanin informed the President of the Municipality that he expects the Minister of Tourism Simonida Kordić signs the project assignment for the Žarski - Cmiljača cable car. He says that the complete documentation for that project was sent to the then minister back in March. The Vice President of the Municipality hopes that the Directorate for Capital Projects will call for a tender for the cable car, based on the "design build" principle.
As Ašanin explains, the cable car intended for the Mojkovac ski center exists, it is worth five to six million euros. No one responded to the two tenders for the Žarski base station, and Ašanin claims "that the value of the tender is not in accordance with the current market prices, that is, it is significantly lower". Similar reasons, he says, followed the three failed tenders for the Ribarevina - Cmiljaca - Žarski transmission line.
According to the Vice President of the Municipality, the reconstruction of the road Mojkovac - Kolašin should be accelerated, as well as the works on the water supply for Podbišće. He expects that the atmospheric sewage project and the rehabilitation of the recycling yard will also be started from the dead point.
Ašanin expects the intervention of the President of the Assembly Andrije Mandić that, as he says, "makes the Prime Minister apply the Law on the Budget of Montenegro". If this does not happen, he announces, he will inform the public, similar to how he did 12 years ago when, he reminds, he left the DPS, that he does not want "to be part of the deception".
In April, the councilors of the Municipal Council of Mojkovac adopted the Spatial Planning Program for this year, the implementation of which requires more than 54 million euros. Secretary of the Secretariat for Spatial Planning Diana Andjelic then she said that "more than 20 million euros will be invested in the infrastructure of the Žarski Ski Center this year". As she announced at the time, among other things, a six-seater cable car, a base station facility, the last half kilometer of the Vragodo - Žarski katun road, ski tracks towards Bjelogrivac will be designed and built... It is planned to arrange the town square and build a bridge over Tara, in Podbišće, reconstruction of the road Mojkovac - Kolašin, rehabilitation of landslides in Sokolovina, asphalting of the road Štitarica - Sinjajevina...
