Buzdovan: Greater competence of local communities in the function of connecting citizens and controlling the work of local administration

The most fixed way to involve a large number of citizens in the work of local administration is the reform of the work of Local Communities in the Municipality, considering that these are the places from which the voice of the citizens can best be heard, said Dragan Buzdovan, a candidate for councilor of the citizens' list "Guardians of the City".

On August 31st, a group of citizens of Kotor handed over to the Municipal Election Commission the election list "Guardians of the City", in preparation for the local elections on September 29th.

"Any problem, as well as any initiative on the ground, can best be recognized by local communities, and therefore they should be enabled to be the bearers of the development of their settlements, as well as critics of false promises and bad moves by the Municipal Government towards the problems that come from local communities. In addition to monitoring the implementation of the capital budget for their settlement or place of operation, the local communities would be responsible for solving other problems that the population is facing. favoring certain private individuals, or being left without their spots on the shore intended for swimming, or facing the problem of garbage removal, theft on the water supply network, problems in the sewage system, and other problems related to maintaining communal order," said Buzdovan.

He points out that local communities must get a completely new role.

"For the new way of working and powers, they need to be helped with equipment, financially and with personnel. The necessary new jobs in the local communities should be filled from among the surplus employees in the Municipality, who would be engaged in work for the benefit of all of us. On a daily basis, in one place in The municipality needs to collect information from the local communities and in relation to the justification and quality of the request, the local administration must react with the appropriate services, in order to fulfill the request the public monitored and evaluated the work of all local communities as well as local authorities".

Buzdovan points out that with this kind of transformation of the work of local communities, citizens can transparently monitor the implementation of their demands as well as the implementation of all the promises that are usually made in various campaigns and then not fulfilled.

"In the case of efficient work, the trust of a large number of citizens in the work of local government would be restored, which today, through no fault of the citizens, has been lost. In the plan for the city, we citizens, gathered around the 'Guardian of the City', have foreseen the reorganization of the work of local communities in our Municipalities in the way of their obligation to regularly collect information and problems from the field, but also to monitor the implementation of the same by the local administration. This is the only way citizens can see whether communities and local administration are working for the benefit of citizens, i.e. whether changes are happening in their place or not. Such involvement of local communities in the work of local administration strengthens the community of citizens, and the city develops primarily in the function of meeting the needs of the local population," concluded Buzdovan.
