Mirza Krnić, the candidate for councilor from the list "Revolution - It Can't Be Like This - Srđan Perić" in the local elections in Podgorica, says that the capital city needs an administration that will protect the public interest instead of a party one, and that this will be achieved by appointing responsible positions in the most competent personnel to be appointed to the local administration.
"Our plan is that all interviews for the appointment of managers of local companies and heads of local government bodies will also be open to observers from non-governmental organizations. Then, that all members of the board of directors of local companies, whose founder is the capital, will be appointed on the basis of a transparent public call, after who would be interviewed by an expert and independent commission," added Krnić.
In order for there to be no manipulation of labor contracts or temporary and casual jobs, he adds, the list of employees in all local government bodies, public services and local companies should be publicly available on the website of the Capital City, body or service.
Also, Krnić points out, all diplomas on professional training of appointed persons in local government bodies, public services and companies must be publicly available, with respect and protection of personal data.
With this, Krnić said, they are advocating for a system that will be protected from political influence and corruption, through transparent and fair public tenders.
"Because almost all the previous governments treated local administration, and especially local companies, as party loot instead of as a service in the service of citizens. Numerous appointments were made in order to fulfill party quotas, while non-professional personnel were appointed to many responsible positions. Also, concludes Krnić, the procedures for establishing an employment relationship and hiring persons based on various contracts are often non-transparent, which results in a continuous and in many cases unjustified increase in the number of employees, as well as a lack of efficiency and productivity", concluded Krnić.
