The President of the Parliament of Montenegro, Andrija Mandić, will propose a thematic session of the Collegium, at which the proposal for the Resolution on the genocide in Šahovići, which was submitted yesterday by the Bosniak Party (BS), and other proposals for resolutions that are in the parliamentary procedure, will be considered.
This was announced yesterday to "Vijesta" from Mandić's cabinet in response to the question of when the resolution submitted by BS will be put on the agenda.
"The proposal for the Resolution on the genocide in Šahovići, which was submitted to the parliamentary procedure by the Club of Deputies of the Bosniak Party, is a topic for the Collegium of the President of the Parliament of Montenegro. The President of the Assembly Andrija Mandić will be a candidate for that topic for one of the next sessions. Given that there are several proposals for resolutions in the parliamentary procedure, President Mandić will propose a thematic session of the Collegium, where all proposals would be considered", his cabinet replied.
At the end of June, the Assembly informed "Vijesti" that at that time there were two resolutions in the parliamentary procedure - on the condemnation of Israel's crimes in Palestine and the Resolution on Jasenovac. The first was later withdrawn by the proponent Nikola Zirojević (SD), and the second was adopted. In the answers of July 4, the Assembly stated that "there are no proposals for resolutions that have been submitted to the Assembly of Montenegro, but have not been referred to the parliamentary procedure." On the website of the Assembly, there are no resolutions on crimes from the past from this convocation of the Parliament, which have not been adopted or withdrawn.
All six representatives of the Bosniak Party club signed the Proposal for a Resolution on the genocide in Šahovići and submitted it to the parliamentary procedure.
In the resolution, among other things, they request that November 9 and 10 be established as days of remembrance for the innocent victims of the inhabitants of Šahovići, as well as that a suitable location be provided for the construction of the memorial.
The proposed resolution on the genocide in Šahovići, as they announced, was initiated by the Committee to mark the centenary of the genocide in Šahovići, headed by Rifat Fejzić, president of the Islamic Community in Montenegro, and academician Šerbo Rastoder, vice-president.
In February, the authors of the Resolution submitted an initiative for the adoption of a proposal for a resolution on the genocide in Šahovići to parliamentary clubs in the Parliament of Montenegro, which, in order to formally enter the parliamentary procedure, had to be signed by at least one member of parliament. That was not done then, and not even months later.
The resolution states that 100 years ago, in peacetime conditions, a mass crime was committed against the Muslim population in the Vraneška Valley, and the reason was the ambush murder of Boško Bošković, then retired head of the Ministry of Internal Affairs, for which Muslims were wrongly blamed.
"The massacre that took place in Šahovići, and that in a peacetime period, is a great wound and pain for every Bosniak, which is still fresh today, 100 years after that crime, and certainly deserves that this society be clearly defined according to it, to receive characteristic, but also to get its place in the collective learning and memory of all citizens of Montenegro, as an expression of the civilized attitude towards this crime, such crimes in general, but also out of reverence for the victims and respect for their families and descendants", it was announced from BS- a.
From that party, they did not ask that the proposal be discussed at an extraordinary session of the Assembly, which would speed up the procedure, and why they did not ask for the support of their colleagues, they did not answer to "Vijesti" yesterday. The Constitution states that an extraordinary session can be convened at the request of a third of the total number of deputies, that is, 27, which means that the BS could request the support of another 21 deputies.
From that party, however, they expect deputies from other parties to "act responsibly towards this issue" and support the resolution, but for now, there is no direct "green light" from the parties. For the adoption of the Resolution, 41 votes of deputies will be needed.
"This year marks the centenary of the genocide, and we believe that it is high time to institutionally condemn the massacre in Šahovići, based on indisputable historical facts," BS said.
The Europe Now Movement (PES) and Democratic Montenegro replied to the "News" that their parliamentary groups will express their opinion on the proposal of the Resolution after the debate on this issue is held in the Parliament of Montenegro.
The Vice-President of the Assembly Nikola Camaj (AF) said that it will be determined later how to vote on the Resolution, but that he will ask for a special session where all crimes committed on the territory of Montenegro will be discussed. He recently announced in the media that during the autumn session, his coalition will submit an initiative to the Assembly for the adoption of resolutions on the suffering of the Albanian people in Montenegro. At the time, he said that these were cases from 1915, when a large number of members of the Albanian nation in Montenegro were killed.
"Cultivating the culture of memory is something that will always be supported by the Albanian Forum (AF), but as I announced, I think we should set a special session where all crimes committed on the territory of Montenegro, due to religious, national or of political differences and intolerance, and in connection with that, to adopt other resolutions, submitted and announced, and that in this way, in the most humane way, we can finish with the past and turn to the future without burden. This, both out of respect for the innocent victims and because of the message they should carry within themselves - and that has not happened again," said Camaj to "Vijesta".
The New Serbian Democracy (NSD), the Democratic People's Party (DNP) and the Socialist People's Party (SNP) did not answer questions about whether they would support the Resolution.

In the proposal of the Resolution, it is stated that the Parliament of Montenegro considers that the hundred-year "silence" about the mass crime against innocent people additionally obligates the condemnation of that and every similar crime, as well as that, dedicated to the values of a multicultural and multinational society, it condemns any violence motivated by religious or national reasons .
The Resolution states, among other things, that the Assembly emphasizes that justifying "crime" as an act of the so-called "revenge" unacceptable for any legally regulated society and state, to condemn every act of killing an unarmed man and the crime committed in Šahovići as an unprecedented event in Montenegrin history.
"The Assembly calls on the Government of Montenegro to provide the Committee to mark the centenary of this crime and the many descendants of the victims with an appropriate location for the construction of a memorial in the area where their ancestors lived," the document reads.
It is stated that the facts related to the crime in Šahovići should find their place and be present in educational programs and the teaching process as an unacceptable phenomenon in a civilized society, and that the Assembly should indicate that it is necessary to erect a special memorial to those citizens of the Orthodox faith, for which can be proven to have saved at least one human life.
The resolution states that by adopting the Assembly, it suggests to the local authorities in Bijelo Polje that they implement the legal obligation and mark and permanently protect, that is, bring to a designated purpose, all Muslim cemeteries in the area of Šahovići and Pavino Polje.
