The holders of electoral lists in Kotor point out that they have no doubts about a good election result and promise citizens to solve numerous problems - traffic chaos, construction of a kindergarten in Grblje, a cable car to San Giovanni, e-administration in the Municipality, new services for citizens, sports fields in every municipality community...
Kotor residents will go to the polls on September 29, and 18.498 citizens will have the right to vote.
"Vijesti" sent questions for the holders of all 12 electoral lists participating in the elections in Kotor, but they did not receive an answer from "DPS - Neđeljko Moškov". The Kotor list led by him Siniša Kovačević, civil list "Guardians of the City" with bearer Alexander Tomčuk and lists "For the future of Kotor" which he leads Snezana Jovanić.
There is no shortage of optimism
Nosilac liste Demokrata i Pokreta Evropa sad Vladimir Jokic said that this list will be an option that will earn the greatest trust of the citizens of Kotor:
"We believe that our result will be such that after the elections we will be able to form a stable government in the shortest possible time and continue to spread the good word about Kotor".
Holder of the list "European Union (SD, SDP, LP and citizens) Miloš Celanović says that he expects that after September 29 he will certainly be the backbone of the new local government:
"In the elections in Kotor, we expect an excellent election result and we believe that we will be one of the key pillars of the new local government".
List holder of the Socialist People's Party (SNP) and the Democratic Serbian Party (DSS) Maja Mršulja said that bearing in mind the work done so far and all the people she is proud of who make up the electoral list, she expects the participation of the parties that make up the SNP and DSS coalition in the future convocation of the Kotor parliament. She pointed out that they expect a result that is a continuation of the trust of citizens who recognize their four-year work and the result in the coalition in power, as well as the overall principles and consistency of those parties for many years.
Holder of the Croatian Civic Initiative (HGI) list Diana Milosevic she said that they entered the election campaign wholeheartedly, with clear goals and efforts to follow the voice of their people and all the citizens of Kotor, convinced of a good election result.
"After these elections, HGI will be in the Kotor City Assembly, because that is where we belong. This is our primary goal in this campaign. We have been on the political scene of Montenegro for 22 years and have always worked for the benefit of all citizens, preserving our Croatian identity and our country, Montenegro".
She pointed out that in the previous four years, while they were outside the Kotor parliament, they showed that they know how to be the best when the going gets tough and that they persistently preserved the values by which they are recognizable.
From "Democratic alternative - dr Davor Kumburović - that Kotor is asking" announced that they expect that after the elections there will be a party without which it will not be possible to form a government.
"Our expectations are that the citizens of Kotor will recognize the Democratic Alternative as a political agent that will fight for the voice of the common man to be heard and that within the new Kotor government we will be a corrective factor that will fight against the political centers from Podgorica that have been controlling events for decades in Kotor to the detriment of the people of Kotor".
From Grbaljska Lista, which he leads Soldier Batuta, say that it is ungrateful to predict the result considering that they are a citizen's list and that they are appearing in elections for the first time on the political scene of Kotor:
"We are working hard, rapidly educating ourselves politically, making direct contact with voters, organizing forums, introducing the public to our program objectives... We truly believe that we will be a surprise in the elections and win 3 to 4 mandates in the local parliament. And regardless of the results of the election, we will remain motivated to work on our program".
Holder of the Civic List "For Kotor!" Miljan Popovic said that they have no expectations.
"But listening to our fellow citizens, I can rightly say that we believe in a very good result, as well as that the citizens' list 'Za Kotor', of which I am the holder, will be the biggest surprise of these elections," said Popović.
From Montenegrin Civil Action (CGA), where he is first on the list Goran Grbović, say that their concept is something new and unique in the political sky of Montenegro and that they rightfully and optimistically expect a very good election result:
"We believe that the parliamentary status is not in question and that we are getting stronger and stronger every day".
They emphasize that they are a modern political organization that focuses its activities on strengthening institutions, the fight against partitocracy, the promotion of human rights and the active participation of citizens in the political process.
Jokić: We will bring water to every house
Vladimir Jokić said that in the coming period they plan to continue solving the city's biggest problem.
"We will improve the issue of traffic by further improving smart traffic management, building a large city garage in Škaljar, building a two-way Iva Brkanovića Street and improving public transportation."
They are planning to build apartments for young married couples at subsidized prices, to bring water to every house in Kotor and build a sewage system in Perast, Risno and Prčanje.
"We will continue to take care of children by providing free kindergartens and building a new kindergarten in Grblje, while we will carry out a complete reconstruction of the iconic place, the outdoor swimming pool."
They plan, as he said, to bring world stars to the city squares and organize a manifestation that will make the city live for 365 days.
"Just as we completed the cable car project from Kotor to Lovcen in the last mandate, we will build a cable car to San Giovanni in this one. Our program guarantees that Kotor will be a pleasant and accessible place for the life of its inhabitants and will have a good reputation among tourists".
Čelanović: To know what is allowed in the Old Town
Miloš Čelanović said that in cooperation with a team of top experts from the domain of architecture and the traffic profession, they came up with a solution that will permanently free Kotor residents from standing in queues for hours.
"Therefore, the solution lies in the complete separation of road and pedestrian traffic on the road section from 'Kamelia' to the bus station. We would achieve this by building four new underpasses and four new smaller roundabouts. In this way, the smooth flow of traffic on the part of pedestrians would be enabled and the stopping of vehicles by traffic lights would be eliminated".
He pointed out that this project would be accompanied by the construction of a large parking space in the industrial zone.
Čelanović said that it is necessary to know which business activities are allowed in the Old Town, in which locations and to what extent.
"Also, this plan will ensure the subsidization of craft activities that once adorned the streets and squares of the old town. We have to do everything to bring young Kotorans back to the Old Town".
He said that, among other things, he will provide funds in the budget for financing organizations and associations of cultural importance, such as ensembles, majorettes, dance clubs and the city choir, build outdoor sports and children's playgrounds in every local community, enable pensioners to Seniority' cards with which they will have preferential prices for taxi transportation, tickets to sports and cultural events and shopping.
He stated that he will introduce e-administration in the municipality in order to modernize public administration and improve the efficiency of providing services to citizens.
Mršulja: Resolve the status of several disputed immovable properties
Maja Mršulja pointed out that in addition to many projects and investments that are in the implementation phase, they must resolve the status of several immovable properties whose status is disputed. She pointed out that she is primarily thinking of the unfinished sports hall at the entrance to the city, for which they are awaiting the expert opinion of a renowned institution regarding the future:
"After receiving the opinion, we will make the final decision for the fate of this hall".
She pointed out that she will initiate talks with the investor who started the construction of a hotel on the site of the former URC, where the works have been stopped for some time, as well as initiate the resolution of the status of the area where the former hotel "Fjord" was located.
Mršulja pointed out that the question of the use of the space of the former "Rivijere" soap factory is also important, as well as that she will initiate the resolution of the question of the use of the space of the former "Autoremont".
"I would like to mention that all these spaces (URC, "Fjord", "Riviera", Autoremont) are privately owned, and that as a local government, in addition to initiating the resolution of these issues, we will also provide the necessary professional assistance to the owners or investors regarding the protected area of Kotor and approvals, that is, permits that are required from both the UNESCO organization and the Institute for the Protection of Monuments, that is, the Administration for the Protection of Cultural Properties".
She promises to resolve the issue of the Cultural Center in Risno, which legally and visually burdens the local administration and the residents of this part of the city, in the near future. He states that he will initiate the approval of the joint construction of a kindergarten for children from Grblje, given that the capacity of the kindergarten in Radanovići is too small, as well as the construction of a large parking garage.
Milošević: To renew the spiritual life of the city
Dijana Milošević said that their specific program goals are based on restoring the spiritual life of the city, solving the issue of space for the work of many Croatian associations, especially Matica Hrvatska, which has a branch in Kotor, as well as investing a certain amount of money from tourism in the rehabilitation of neglected churches and proper direction the flow of money earned from the sale of tickets for ramparts.
She pointed out that their program goals are also based on changing the employment policy through which professional qualifications would have priority, preserving traditional music, advocating that Kotor's klapa get a status of special importance for the city, solving communal issues and parking space problems by building multi-storey garages, introducing regular sea lines, arranging an outdoor summer pool, solving the problem of illegally parked cars...
She said that there is traffic chaos in Kotor, and that when the government is made up of professionals, natives of the city, people of science and knowledge, who have the tradition and culture of Boka in their blood - then "they will be able to do something step by step and save this city and Boka".
Democratic alternative: Abolition of the Sea Property
Democratic Alternative says that the biggest problem in Kotor is the road and traffic infrastructure and that they have ready solutions to solve the issue of traffic congestion. They promise the construction of a third traffic lane on key roads and the busiest sections, the development of a private-public partnership for the construction of parking garages in order to provide additional parking capacities, as well as the construction of a multi-story garage on Benovo, which aims to solve the parking problem of the city center.
"They would improve the city transport lines so that our fellow citizens and tourists would have the opportunity to use public transport every 5-10 minutes. We will introduce the Kotor - Tivat Airport bus line in order to provide a good service for tourists and thus reduce congestion. We will also introduce sea public transport as one of the alternatives".
They point out that the problem of the sports hall in Škaljari needs to be solved as soon as possible, and that they will determine with the citizens whether it is necessary to convert the location and build a cultural center or a tourist complex instead of the hall.
It will introduce, among other things, a new service for citizens "I you wonder" that will enable them to present their ideas and to be directly involved in the decision-making process, as well as the implementation of initiatives related to their daily needs.
"We will review the contracts for the locations of the former hotel 'Fjord' and the URC (Hospitality and Recreation Center) and we will initiate procedures for bringing them to contractual use or returning those locations to the Municipality."
The democratic alternative will, they say, also stand for the abolition of the Sea Property and the return of the coastline to the Municipality of Kotor as an essential resource for the further development of the city.
Grbalj list: Focus on Grbalj
From the Grbaljska List, they say that they are focused on solving the problems of their place, but that they are ready to contribute to solving problems on the entire territory of the municipality of Kotor.
"Our main problems are related to communal infrastructure - roads, electricity, water and sewage. We intend to put a lot of effort into solving them in the next mandate. And that is certainly the completion of the boulevard, the connection to the regional water supply of the settlements along the highway, which would certainly facilitate the water supply of Gornji Grblje".
They also promise the design and construction of water supply lines for the villages of Kubasi, Kovači, Glavati, Višnjeva, Zagora and Krimovice and for Glavatičići, as well as the completion of works on the installation of pipelines through Lješeviće, Vranoviće, Pobrđe and Bigova.
"We believe that it is realistic to expect that in the summer of 2026, Grbalj will have no water restrictions, and that in 2028, every house in Grbalj will be connected to the water supply system."
From that list, they emphasize that they will insist on the rehabilitation and expansion of roads in Donji Grblje and the completion of road works in Gornji Grblje.
Popović: Remove traffic lights from places where they cause collapse
Holder of the Civic List "For Kotor!" Miljan Popović said that one of the primary problems is traffic, as well as light signaling, i.e. traffic lights:
"By coming to power, we will start solving one of the biggest problems of Kotor, in a way that we will put them out of office, remove them from the places where they are currently causing traffic collapse".
He said that, among other things, they plan to rehabilitate and reconstruct the Vrmac tunnel, open a counseling center for victims of domestic violence, and build car tracks on Dragalje, in order to revive the love for motoring and motorsport.
Their plan is to build a public parking lot in Radanovići, strengthen urban mobility in Perast, as well as build a bypass, where the primary focus is on fellow citizens from the settlements of Muo, Prčanj and Stoliv, who will get bicycle paths and sidewalks through the road expansion project.
He said that he will organize festivals, maxenballs, evenings of poetry, beautiful oratory, street musicians...
CGA: Partitocracy is the country's problem
The Montenegrin Civic Action says that the biggest problem in Montenegro, as well as in Kotor, is partitocracy:
"All local problems, of which there are too many, are negligible compared to this biggest social anomaly. The only solution to this situation is urgent changes in the perception of the political system itself. This means that the key to the solution lies with the citizen and that is our main political goal, the essence of our existence. To put citizens in the center of political action and decision-making".
