The fact that two vice-presidents were not appointed, as the municipal regulations foresee, has now become an obvious problem. The city is going through the second election cycle, political euphoria is already felt in anticipation of the November elections, a dirty campaign is being conducted on social networks between two opposing political camps, created by the splitting of the former single Democratic Front, which was led by the detained Božović in the local elections in October 2022.
Dokić, who for justified reasons had to go on sick leave at the beginning of last week, as "Vijesti" was told, should return by the end of the week in order to sign the payrolls in order to employ almost a thousand of them in the municipal nurseries, which in the administration , which in cultural institutions, sports collectives, local public service, but also companies, received their September earnings.
The city is still formally managed by Božović, and documents can still be sent to him in the Spuška pre-trial detention center, if the High Court allows it, as it did once this summer, because Dokić refused to sign a contract with the family company due to a conflict of interest.
Božović is still the President of the Municipality, because the Municipal Assembly did not remove him from his job, as it should have done back in March, which was a clear recommendation of the Ministry of Public Administration, which indicated this as one of the conditions for the Government not to introduce forced administration. The parliamentary majority then shortened the mandate of the local parliament, thus avoiding the decision to remove Božović.
To the question whether the Ministry had expressly ordered that Božović be removed from office, which was not complied with, from the department managed by the minister Marash Dukaj The "News" responded that "when it comes to the President of the Municipality of Budva, we indicate that the Ministry of Public Administration has taken all measures and actions within its competence in relation to the specific situation".
The High Court confirmed to "News" that Božović had been signing official documents from the Municipality since the beginning of the year.
"Two requests were submitted to this court by the Assembly of the Municipality of Budva signed by the president of the JN, and in which requests the court was asked to allow and approve the official documentation to be handed over to the defendant MB, the president of the Municipality of Budva through the Administration for the Execution of Criminal Sanctions for urgent signing, and which documentation refers to the payment of salaries of employees in local administration, public enterprises and institutions founded by the Municipality of Budva, as well as for the execution of current financial obligations, so that there are no harmful consequences for the budget of the Municipality of Budva. In addition to the act, they also submitted the urgency of the competent secretariats, services and administrations of the Municipality of Budva with a detailed explanation of why it is necessary to sign the documentation in order not to have harmful consequences for the budget of the Municipality of Budva, referring to the presumption of innocence and international standards, which in this regard the court must take into account, with the proposal that the court respect the stated reasons and allow the signing of official documents", stated the independent advisor for public relations of the High Court in her reply to "Vijesta" Marija Raković.
As she added, in accordance with the mentioned requests, the High Court approved the signing of those documents on February 7 and March 5.
"As well as part of certain documentation on July 4 according to the third request, which related to the contract on the allocation of lines for public transport of passengers in city and intercity traffic, the contract on the provision of transportation services for students and pensioners in line, city and suburban traffic, one record which was adopted by the Commission for evaluation and official note", the answer from the High Court states.
