Although the holder of the list of Democrats - Movement Europe is now in Kotor, Vladimir Jokic, said that he will form the government in that city without any problems, however, as the preliminary results show, the previous coalition partners will need more mandates for that.
According to the preliminary results of that coalition, the Democrats and PES won ten mandates, while their coalition partner in the current government, the coalition For the Future of Kotor, only three. The URA Civic Movement was in the current government (one mandate), but it did not officially participate in these elections. Some of their members participated in the elections as part of the citizens' list Čuvari grada, which did not pass the census.
The Kotor Municipal Assembly has 33 council seats, which means that PES and the Democrats need at least 17 mandates to form the government, and now they have 13, with the list for the future of Kotor.
On the other hand, the Democratic Party of Socialists (DPS) also won ten mandates and with its traditional partners it has 13 mandates (the European Alliance consisting of the Social Democrats, the Social Democratic Party, the Liberal Party and Citizens won two mandates, and the Croatian Civic Initiative one). If the "runaway" member is returned to them Davor Kumburović, whose Democratic Alternative list has three mandates, then they have a total of 16 mandates.

DPS filed an objection, which is why the Municipal Election Commission did not announce the preliminary results last night, until the conclusion of this issue of "Vijesti". As reported by Radio Kotor, the complaint refers to 10 polling stations, and the DPS claim that "material that is valid has been declared invalid".
DPS claim that they have 11 mandates.
"DPS is a convincing winner of the local elections, we won 11 mandates regardless of all the announcements that we will not do well in the elections," he said. Aleksandar Bogdanović from DPS for TV Vijesti.
He said that the Democrats-PES list, with 3.300 votes, experienced a debacle.
"Not only her, but all the parties that make up the government at the state and local level. A great result of DPS in the elections in Kotor", concluded Bogdanović.
In the previous local elections, the Democrats won 24 percent of the vote or nine mandates, while PES did not participate (it was formed in 2022). In the parliamentary elections last year, the Democrats (with GP URA) received 12,5 percent of the votes in Kotor, and PES 24,12 percent.
Jokić said at the press conference after the closing of the polling stations that "he will form a coalition government without any problems".
If Jokić counts on the Grbaljska List, which won three mandates, he will still lack one more mandate, which means that he could negotiate with the Kotor movement, whose leader is Siniša Kovačević, a former councilor of the United Montenegro, and who won one mandate.
In the last local elections, United was part of the coalition for the future of Kotor, which is the biggest loser in the Kotor local elections, as it won four less than in 2020.
That coalition won 9,48 percent of the votes, while in the local elections in 2020 it got 21,27 percent, and in the parliamentary elections last year (for the future of Montenegro) 11,98 percent.
The reason for the poor result of the coalition consisting of the New Serbian Democracy and the Democratic People's Party (DNP) may be that three councilors left the coalition.
At the start, they had seven councilors - two from NSD and one each from DNP, Movement for Change, Socialist People's Party, Democratic Serbian Party and United.
In the meantime, apart from Kovačević, one member each from NSD and DNP left them.
SNP and DSS appeared as a special coalition, but did not pass the census.
And DPS, in relation to the local elections in 2020, recorded a worse result because in the previous elections it won 12 mandates or 31,6 percent of the votes, while yesterday it won 28,38 percent.
In the parliamentary elections, DPS won 31,2 percent of the votes in Kotor.
12 lists participated in the elections in Kotor, of which the census did not pass except for the coalition SNP-DSS and the civic list Čuvari grada, nor the Montenegrin Civic Action and the Civic List for Kotor.
The turnout decreased by almost a third
A total of 10.104 citizens or 54,68 percent voted in Kotor, which is four thousand or 28 percent less than in the previous local elections in 2020.
The turnout is higher than in the 2023 parliamentary elections, when it was around 48 percent.
President of the Municipal Election Commission (MEC) Anka Perović she said that there were no major irregularities during the election day.
"Everything was resolved on the fly with the electoral committees, so at the end of the day there are no major irregularities," Perović told Radio Kotor.
18.498 inhabitants of Kotor, who voted at 37 polling stations, had the right to vote.
