The current president of the municipality of Gusinje Sanel Balić (Bosniak Party) told "Vijesta" that they are open to cooperation with all the lists that participated in the local elections, but that the negotiations have not started.
As a reason for waiting, he cited health problems, but also the fact that the final results have not yet been published in the Official Gazette.
The President of the Gusinja Municipal Election Commission (MEC) Sanid Redžepagić said that the results have been submitted and that they were published in the printed edition, and that they will be on the website today. He cited technical problems as the reason for the wait.
And from other lists that will have councilors in the next convocation of the Gusin Parliament, they point out the non-publication in the Official Gazette as the reason why there are no negotiations yet.
Also, it was confirmed to "Vijesta" from several parties that participated in the elections that the exact date of the first meeting has not yet been determined.
Elections for the local parliament with 30 seats were held on September 15.
According to the preliminary results, the coalition of the Bosniak Party (BS), the Social Democrats and the Social Democratic Party "Srcem za Gusinje" won 43,39 votes, or 14 mandates.
This alliance will most likely be the backbone of the future government.
According to the same data, the newspaper "Zajedno za Gusinje" of the Albanian Forum and the Democratic Union of Albanians Salih Đonbalaj won 23,40 percent of the vote, i.e. seven mandates, the newspaper "Gusinje može bolje - Demir Bajrović" of the Democratic Party of Socialists (DPS) won 20,61 percent and six mandate, the list Pokret za Gusinje 7,44 percent or two mandates, and the Democrats 5,16 percent or one mandate.
The coalition around BS could get up to 16 seats in the local assembly, which is necessary to form the government, with the support of the Movement for Gusinje or the alliance of Albanian parties.
In the event that SD and SDP decide to negotiate separately, it would be somewhat more difficult for BS to form a government, but not impossible - in that case, they would need the votes and coalitions of Albanian parties and the Movement for Gusinje.
At the moment, a possible obstacle for the cooperation of the BS with the former coalition partner, DPS, is the condition that the key actors of the government at the state level have set for the BS. On the eve of the reconstruction of the executive power in July, when BS became part of it, they said that the party should "reconsider coalition cooperation at all levels with the leading parliamentary opposition, no later than the adoption of the budget for 2025". Otherwise, they threatened to end cooperation with that opposition party.
If there is no cooperation with BS, DPS can only form a new government with the support of the alliance of Albanian parties and SD and SDP.
After the 2020 elections, the government in Gusinje was formed by DPS, a coalition of Albanian parties and BS. However, a year ago there was a crisis in the government because the then president of the municipality from DPS (Anela Čekić) dismissed two secretaries from BS. A reshuffle of the government followed, after which DPS went into opposition, and BS and Albanian parties with councilors from SD, SDP and the Socialist People's Party (SNP) formed a new majority.
In the meantime, the coalition of Albanian parties split, because a part of their councilors appeared in the September elections under the name Pokret za Gusinje.
