At today's session, the State Election Commission accepted two objections from the Democratic Party of Socialists (DPS) to the regularity of voting in the local elections in Kotor, and rejected two objections from Democratic Montenegro as inadmissible.
The Municipal Election Commission (MEC) was ordered to repeat the elections in Kotor at the polling stations in Mirac and Prčanje, because they did not make a decision on the objection within the legal deadline, so it is considered that the objections were adopted.
Local elections in Kotor were held on September 29.
At the session of the State Election Commission (SEC), all 15 objections to the regularity of voting in the local elections in Podgorica, which were held on September 29, were rejected.
The SEC found that a subsequent check established that allegations of irregularities at some polling stations were not true, and that some allegations were not a reason for repeating the vote
The President of the State Election Commission (SEC) Nikola Mugoša said that there were different opinions as to whether the lack of a voter's list represented a significant violation.
"The objection to the validity of the election at the polling station in Doljani will be discussed," he said.
With two votes for and eight against, the objection to the validity of the elections in Doljani was rejected. Mugoša and SEC member Milisav Ćorić (SNP) voted for objections.
With nine votes against and one abstention, the objection to the regularity of the election at the polling station in Tološi was rejected.
At the polling station in Zagorič, it turned out that there were two more ballots than coupons. The SEC found that the statements of the complainant were not correct. The objection was rejected.
Complaints about irregularities at the polling station in KIC "Budo Tomović" were rejected.
Also rejected was a complaint about irregularities at the polling station in the "Dragiša Ivanović" elementary school, where there were allegedly fewer coupons than ballots. The SEC conducted an inspection and it was determined that these statements are not true.
At the polling station in the kindergarten "Palčica" - one ballot was invalid. The SEC adopted the decision that it was a technical error and distributed that ballot to the votes of the Forward Movement.
At the polling station Resource Center "June 1" there were allegedly more coupons than ballots. The SEC conducted an inspection and it was determined that these statements were not correct and the objection to the regularity of the vote was rejected.
None of those present spoke.
With six votes in favor and four against, the SEC passed a decision and accepted the complaints about the Mirac polling station.
The President of the State Election Commission (SEC) Nikola Mugoša said that the SEC considered the objections.
"The material is extensive and we will have the opportunity to present our views. The objections from Kotor will be discussed because the president of the Municipal Election Commission (MEC) Anka Perović has received the necessary notifications," said Mugoša.

The following points concern the complaints filed by Nebojša Vuksanović in front of the "Forward" movement.
15 complaints were submitted due to alleged irregularities in the elections held eight days ago in Podgorica.
SEC member Vera Mijatović (DPS) said that the objections submitted to the MEC were signed by the holder of the list, Vuk Kadić, and to the SEC by Vuksanović.

The members of the SEC have decided that they will not discuss the complaints from Kotor until the complete documentation is delivered to them.
The President of the SEC, Nikola Mugoša, said he agreed that the state commission should take over the jurisdiction of the municipal commission when it is not working well.
"I think that the situation in Šavnik, but also the one in Kotor, would be resolved that way."
Nikola Dedeić (DPS) says that it is evident that for two years "the scenario in Šavnica will disavow our electoral system", and that a similar situation will be in Kotor.
"It is obvious that the complaint of the DPS was not resolved within the legal deadline. From the draft of the minutes, it can be concluded that eight were in favor and eight against," he says.
SEC member Vera Mijatović (DPS) said that deadlines must be respected.
"Today we have two objections from Kotor. The MEC in Kotor has 16 members, eight are in favor, eight are against. I will remind my colleague Čađenović that the deadlines must be respected. In this particular case, there is no possibility of waiting. I remind you that every voter must be given a lesson on the legal remedy The decision has not been made, there has been a violation of the regulations. The law says that if the competent MEC does not issue a decision within the deadline, the complaint is accepted," she said.
SEC member Vladimir Čađenović (Democrats) believes that the conditions have not been met to decide on the objections from Kotor.
"We cannot determine the situation from what has been submitted. The minutes are not certified with a seal, and we have a reference number. It is not clear whether this was filed as a draft, but when it is, we will be able to talk about it," he said.
Commission member Milisav Ćorić (SNP) said at the session of the SEC that one cannot turn a blind eye to the fact that an election atmosphere is being created in Šavnik.
"The model of behavior of electoral bodies that is not acted upon can be a serious problem. This problem cannot be viewed from the aspect of the current situation in one municipality, but it creates systemic problems. Deregistered voters from Šavnik vote both in Šavnik and at their new place of residence. Upon objection is decided by a decision, and it is used to decide how to react. No decision was made, but an attempt is made to determine the provision of the law that something is considered to be adopted, if it is not acted upon within 24 hours. and the president and her deputy attend each one, and then the authorized member of the DPS and his deputy. They participate in the work, except for voting," said Corić.
He believes that MEC Kotor is not guided by the provisions of the law.
"I will initiate to the Assembly an amendment to the Law on the Election of Members of Parliament and Councillors, in the part where the SEC can take over the obligations of the MEC, if it does not do its job, not only when it is the election of Members of Parliament, but also councillors. This will solve the problem in Šavnik, but also the eventual one in Kotor ", he adds.
