The war between the Municipality of Budva and the Tourist Organization culminated in the decision of the Vice President of the Municipality Jasna Dokić to schedule a session of the Assembly of the richest local Montenegrin tourist organization on Monday at noon.
This illustrates the situation in Budva, which, as the opposition claims, is plunging into lawlessness and anarchy due to the political war between the two conflicting sides of the once unified Democratic Front led by the detained Mayor Milo Bozovic.
Although the new 8-hour deadline set by the Basic Court of Kotor expired yesterday at 24 a.m., no one from the Municipality of Budva came to hand over the keys to the disputed office on the sixth floor of the TQ Plaza complex. The court passed a temporary measure and obliged the Municipality to return the keys to the Tourist Organization. The Basic Court has already fined the Municipality of Budva with 2.000 euros and the responsible person with 500 euros due to non-compliance with the executive decision, which was adopted at the end of September, and threatened to issue a new decision and a higher fine in case of non-compliance.
Yesterday, the Municipality told "Vijesta" that they have not yet received the solution, and that only after it is delivered to them will the 24-hour deadline run. They also clarified that the temporary measure is not enforceable, since it marks a cadastral plot on which TQ Plaza is not located.
That there is a political showdown between two factions of the once unified DF, one gathered around the new political block "Budva our city" led by Nikola Jovanović, to which Jasna Dokić belongs and which is supported by the detained president Milo Božović and the political block "For the Future of Budva" led by Mladen Mikijelj, and the director of TO Budva belongs to him Nemanja Kuljaca, and supported by the central offices of NSD and DNP, it was clear last month after four members of the Executive Board of that organization resigned and thus provoked the election of a new Executive Board.
For that, it is necessary to convene the Assembly of TO Budva, chaired by the President of the Municipality.
Dokić scheduled for Monday the session at which the new convocation of TO Budva is elected, the sixth in a row, which is an introduction to the election of the new Executive Board, and after that the dismissal of Kuljaca and the appointment of a new director close to the "Budva our city" list. This scenario was implemented by Božović and the then mayor Marko Carevic back in 2022, when a war broke out between the then unified DF and the Democrats, and when all the directors of the municipal companies managed by the Democrats were forcibly replaced in the city, then in the October local elections, Božović was given absolute power. Companies suffer the consequences, including TO Budva itself, where the director was also forcibly removed at the time, because tens of thousands of euros in compensation were paid, and no one answered for it.
Yesterday, the Tourist Organization of Budva sent an urgent request to the Ministry of Public Administration, the Department of Administrative Inspection to urgently carry out an inspection, because as stated in the letter that "Vijesti" had access to, the vice-president of the Municipality "is not authorized to convene the sessions of the Assembly of TO Budva, but as that is prescribed by the Statute, the President of the Municipality".
"We turned to you on October 2 with a request to carry out an inspection in the Municipality of Budva, due to the intention of the vice-president Jasna Dokić, as an unauthorized person, to prepare and schedule a session of the Assembly of the TO Budva without the participation of the bodies and professional services of the TO Budva Municipality. We were informed on October 9 by the tourism industry that they were sent an invitation for the constituent session of the 14th convocation of the Assembly of TO Budva, which will be held on October 12 at 2025 noon. We point out numerous irregularities, first of all, the mandate of the XNUMXth convocation of the Assembly of TO Budva lasts until November XNUMX, so it is not clear where the legal basis for shortening the mandate and constituting a new convocation was found", said Kuljača.
As he pointed out in the letter, the call for the session was recorded in the office of the President of the Municipality, signed by Vice-President Dokić and sealed with the seal of the President of the Municipality, without the participation of the expert service of TO Budva, although this is provided for in Article 52 of the Statute.
"The question arises, in accordance with which article of the rules of procedure, the session of the Assembly is scheduled five days earlier, since the invitation must be sent at least seven days before the session.
The leader of the strongest opposition party in the metropolis of tourism, the Democratic Party of Socialists, gave an assessment of the situation in Budva. Milan Tičić, stating that there is anarchy in Budva and that this is a consequence of the conflict between the DF clans. "Day by day we witness total anarchy in Budva. Citizens, you will pay for disobeying the decisions of both the basic court and the Municipality. Citizens of Budva, you don't have to endure this anymore, be patient until November 17," said Tičić.
Kuljača: Dokić is carrying out a political action, he does not respect court decisions
The director of TO Budva, Nemanja Kuljača, assessed that "the illegal and arbitrary behavior of the vice-president Jasna Dokić in the run-up to the upcoming elections continues".
"Jasna Dokić is illegally preparing the TO Budva Assembly Session, which was organized in order to forcefully replace the leadership of TO Budva. This action is motivated by the political goals of the group that manages the Municipality headed by Jasna Dokić. That they intend to continue to behave illegally, to ignore the law and court orders is best shown by the example that Dokić does not want to implement the court's decision and move the manager to other premises, since she usurped the offices of TO Budva. TO Budva has informed all competent authorities and representatives of the economy about this illegal action of Vice President Dokić and will take all legal measures in order to prevent the implementation of illegal decisions by invalidating them. The consequences of illegal activities that enter the zone of criminal responsibility will be borne by all those who purposefully and politically motivated violated the law for the sake of achieving political goals," said Kuljača to "Vijesta".
