The recently published results of the population census drew the public's attention to the fact that there are more voters in Montenegro than adults, that is, citizens with the right to vote. This would be strange if we did not know that the census is based on the declaration of citizens, while the voter list is defined on the basis of administrative procedures, announced the Forward Movement.
"Also, the census data are used exclusively for statistical purposes and cannot, according to the law, be used for other purposes. In order to avoid the politicization of the obtained data, it is necessary to view the census as the largest and most important statistical action that collects data about the most important resource of a country - about population, and as a basis for the formation of a strategy for the development of Montenegro in all spheres of social life," the announcement states.
They said that, in order to prevent this much illogicality from happening in the future, it is necessary to sort out the voter lists as soon as possible, in order to reduce the space for potential election manipulations.
"DPS (Democratic Party of Socialists) and their partners have been winning power in Montenegro for years, using such means, i.e. classic electoral engineering, and that is no surprise. However, we do not understand the parties of the current parliamentary majority that have not taken any action to stop on the way to this phenomenon, although they promised in almost all pre-election campaigns that this would be one of their first steps when they find themselves in decision-making positions," the announcement reads.
"Movement Naprijed is advocating for the adoption of a new law on the voter list, with a detailed revision of the existing voter list, as well as for amendments to the law on residence and place of residence registers. The voter list is one of the most important registers in all democratic countries, and its inaccurate management directly affects Therefore, we call on the decision-makers to start solving this problem as soon as possible, in order to delete the so-called phantom voters from the voter list and create conditions for a fair and honest competition in the following election processes in which the vote of the citizens will be final be valued in the right way," it concludes.
