Member of Parliament for the Europe Now Movement (PES) and the president of the Administrative Committee of the Assembly, Jelena Nedović, justified the use of an official car last weekend by saying that she attended a seminar in Nikšić, but she did not answer the "News" what the topic of that alleged event was, that is, what was its agenda. .
The vehicle she is driving was photographed on Sunday evening, October 20, in front of a Nikšić hotel on Trebjesa hill.
Nedović told the editor of the show "Reflektor" on TV "Vijesti" for the needs of that show that as the head of the Administrative Board she has the right to twenty-four hour use of the official car, and that in this particular case she was at a seminar.
According to the unofficial information of "Vijesti", during the weekend there were no official events in the building in front of which the vehicle used by the PES deputy was photographed.
The hotel in front of which the car was photographed does not have a conference hall, and seminars in Nikšić are mostly organized in other facilities.
The official vehicle can be permanently used by the vice-president of the Assembly, an authorized person designated by the head of the caucus (for the needs of the caucus), the president of the working body of the parliament, the secretary general, his deputy and assistant, the head of the cabinet of the president of the Assembly, and the head of security for the first man of the legislative chamber
A week before the Nedović case, the head of the PES parliamentary club, Vasilije Čarapić, used an official vehicle to transport furniture. On October 12, he was transporting a mattress in his official Renault Megane car. When asked by TV "Vijesti" whether he used that car to transport beds, Čarapić said that he did not want to answer, adding that he would submit photos as proof that he used another vehicle for that purpose.
However, a short time later, X wrote online that he "used the official car for official purposes", at the same time admitting that he also used it for private purposes - because during the day he used it to transport private things to the building where he lives.
A day later, on Sunday, he announced that "due to inappropriate use" he would return the car to the Assembly, saying that he apologized to the citizens.
PES told "Vijesta" yesterday that their parliamentary club will not borrow money for a new car.
In the Rulebook on the conditions and manner of using official vehicles in the Assembly, it is written that they cannot be used for private purposes. According to that document, the parliament is obliged to, in case of abuse, confiscate the car and to take measures against its user in accordance with the law.
That document, however, does not state what measures and in accordance with which law the parliament should take due to the misuse of its car, and "Vijesta" did not answer that question to the highest legislative chamber and its general secretary.
The official vehicle can be permanently used by the vice-president of the Assembly, an authorized person designated by the head of the caucus (for the needs of the caucus), the president of the working body of the parliament, the secretary general, his deputy and assistant, the chief of staff of the president of the Assembly, and the head of security for the first man of the legislative chamber.
According to data from the Parliament's website from September, the Parliament's fleet consists of 38 vehicles, of which four are not in charge.
