Socialist People's Party (SNP) MP Bogdan Božović asked Spajić if he would support changes to the Constitution to make the Serbian language official.
"I believe that in 2007 an injustice was done to the Serbian language, because in the 2003 census, only 22 percent of citizens declared that they spoke the Montenegrin language," he said, adding that Montenegro is the only example in Europe that the official language is not the one that is spoken the most people, and that there are examples of Austria and Liechtenstein where the official language is German, as well as countries where the official language is English, Spanish...
Spajić replied that he respects the facts shown by the list, and that as far as they are concerned, there are elements to show that no one was discriminated against.
"I think we have already told everything else. There are colleagues with whom we had polemics on the same topic. You will excuse me, because the fatigue has already started to catch us, so, I think that is enough as an answer," he announced.
The MP of the United Montenegro (UCG) said that he understands economic development, as well as that the people are eager for progress, but that today in the parliament he did not hear a single word that contains two letters that exist only in the Montenegrin language.
"They threatened us here that they will react if we start changing the Constitution. Well, of course we will, if the majority of citizens want it. We have changed the Constitution at least 15 times in my 52 years," he said.
As he added, he is sure that there will be an open dialogue, and not that guns will be taken and the language written into the Constitution in that way.
"If we respect the principles of democracy, if the majority of citizens want one thing - why would anyone dispute it?" asked Dobričanin.
Member of the Democratic People's Party (DNP) Vladislav Bojović, in which stage is the preparation of the second section of the highway and in which stage is the implementation of key infrastructure projects in the north.
He stated that it is well known that hundreds of millions of euros were looted in Montenegro that were supposed to end up in infrastructure, so he expects that Spajić will not allow the highway project to be burdened by the problems that plagued the first section.
"The construction of the first section was delayed for three years, two months and three days, the price of the works was increased by 100 million euros, the interchange was forgotten and subsequently added... It is not surprising that Bemax received so many jobs when the highway and others were being built projects, if we found out that the owner of Bemax, Aleksandar Mijajlović, admitted in the Caribbean, that he financed the parties of the current opposition. I call on the supreme state prosecutor and the special state prosecutor to launch an investigation and determine whether this is true," he pointed out.
Bojović said that it is important to start this project from Mateševo to Andrijevica as soon as possible, and he asked where potential problems could arise in this work. He added that Serbia has expressed its willingness to cooperate for the third section from Andrijevica to Požega, and that it is important to take advantage of this opportunity.
Spajić pointed out that it is crucial to connect the interior of Montenegro with roads, but also to connect them with neighboring countries.
"It is very important to find an agreement with Serbia, to build the road from Požega to Boljar. We also need an agreement with Bosnia and Herzegovina for the Crnča-Sarajevo road, but also with Croatia. It is very important to bring that cooperation down to the operational level," he said. is he.
Spajić, in a written response published on the website of the Assembly, said that the work is planned to start during the next year, so that the project would be completed five years after the introduction of the contractor. He added that for now everything is going according to plan and that he understands the doubt, after earlier failures in similar projects.
The leader and deputy of the Croatian Civic Initiative (HGI) Adrijan Vuksanović stated that Mandic said in the show "Ćirilica" on Happy Television that today Croats "identify with the NDH".
"Such statements do not contribute to inter-ethnic relations in Montenegro, because there are people in Boka who remember the 90s. That's why I'm asking you about the attitude of your coalition partner".
Spajić replied that he did not see that statement, but that he sees Croatia as a partner, and that they are a complete discontinuity of what happened in the 90s.
"We are a young generation that says that everything that was done in the name of Montenegro is not in our name," he announced.
The Prime Minister pointed out that Mandic said in the parliament that he does not connect modern Croatia with the NDH.
Vuksanović stated that "Spajić has no right not to see the statement", and that the citizens were promised a policy of reconciliation, and they received resolutions, on the emblem of the Assembly, the building of Zetska banovina, the lowering of Montenegrin flags...
Spajić replied that he is not silent, and that he does not connect Croatia with any Croatia from the past, and that whoever is ready to help on the European path is his ally.
Vuksanović replied that the prime minister was not silent in the interview for Politiko when he said that the Resolution on Jasenovac would be harmful, but that the MPs of his party voted for that decision.
"I understand Mandić, because, although I don't share his views, we know where we stand with him. The man went a little to Belgrade, relaxed, said what he thought," he pointed out.
Bosniak Party (BS) MP Amer Smailović recalled the results of the census and the negative demographic picture in the north, as well as the aging of the population.
He asked Spajić what the Government plans to do in this matter.
"A large number of inhabitants left the north of Montenegro, primarily because they could not create opportunities for life," he said.
Spajić replied that in 2014 the minimum wages were 193 euros, and now they are 650, and 800 for university students.
"In the north, somehow, they always received minimum wages. It was always said that there are no opportunities in the north, that it is not promising," the prime minister pointed out and added that this part of Montenegro must be a special focus of all executive authorities.
SD MP Boris Mugoša asked Spajić which political entities initiate topics that contribute to divisions.
"Are the identity topics that are talked about after the census or topics about the law on secret agents? Do such topics contribute to the European path, increasing the standard? Which factors do that? If you think it's SD and Boris Mugoša, feel free to say," he said. is.
As he added, the only cohesive factor of the ruling majority is "seats in depth and breadth".
"Three ministers come to visit you at the same time, because all three cover the same responsibilities. Not to mention what is done with official cars. They drink a little, then they break down. I expect an answer from you, who is undermining the European way. Be brave, then tell ", said Mugoša.
Spajić pointed out that SD voted for issues that are important for closing the chapter, obtaining IBAR...
"In Montenegro, words are too hard. There are sometimes inappropriate reactions, hard words, but let's overcome that. Tomorrow is a big day, not only because the report will be presented, but also for the future," he said.
Mugoša announced that "it is sad that the Prime Minister is answering a specific question", and that PES is no longer participating in the elections alone, but is joining "all kinds of coalitions".
"Don't talk to me about the European path, because for six months we don't have the seventh judge of the Constitutional Court due to rough political deals. For three months, no invitation to fill that position is issued. The bottom line is what happens in real life. Do you look at what happens with peers with violence? With the residents of Bogetić?
As he added, tourism was dealt a dangerous blow.
Mugoša added that "the minister who received the IBAR laws was forced out of the Government".
"You can deceive the citizens once. The second time you deceive them, it's their fault. Look at the results. You're falling apart. And the more you fall apart, the tighter you are with the real leader of this majority," he pointed out.
Spajić replied that "with difficulty they pushed out Mugoša's violin and the mourning book".
"You should show that support in specific cases. We heard today that you are ready to support Montenegro on its European path," he said and added that the gross debt is the same as at the end of 2020.
Boris Bogdanović, president of the Democrats' club of deputies, stated that the tragedy in Bijelo Polje is being misused by those who allowed the Škaljar and Kavak clans to strengthen.
"Those who reduced the intelligence and intelligence directorate to their party level and founded the shameful portal Udar on which they slandered their opponents are talking about the defense system," they announced.
As he added, that was done by the one who announced the defense from the forest.
"The defense system is also talked about by those who elected party soldiers as chiefs of general staff and who used the army to smuggle cocaine. Imagine a general of the NATO army who smuggles a motorcycle with military cargo", he said and added that people who " declared themselves as Serbs".
The Democrat MP asked Spajić if Lazarevic had betrayed the country in front of NATO allies.
The Prime Minister stated that Krapović submitted the documentation on Lazarević to the prosecution, and that it was forwarded to the VDT.
"People trust the Army, that's why this move is disastrous. Krapović has my support, because the Ministry of Defense's work so far has been good. We had the purchase of patrol boats that will put us on the map of the Mediterranean. Everyone has the right to choose collaborators and Krapović decided to dismiss of the Chief of General Staff, but, unfortunately, the President of Montenegro is not in favor of it. We are currently in a situation that is not ideal and we must get out of it as soon as possible," he announced.
Bogdanović said, alluding to the opposition parties, that "instead of grasping at the straw of salvation, their mouths water, and nationalism comes out".
"Everyone in Montenegro knows who they are. My upbringing does not allow me to use the epithets they use about us. They spawn in the political mud and mud," he said, adding that "arrest is not persecution, but law and order." .
Živković said that Bogdanović issued too many disqualifications at the expense of people who are not in the Assembly.
Dritan Abazović, president and deputy of the General Assembly of URA, stated that those who had a dilemma, today everything is clear to them.
"I asked Spajić a question, but before that I want to look at a few things. I don't see that anyone in the opposition is against the European path, and I am happy about the fact that Montenegro is in a situation to get the 'fast track' that we insisted on earlier ", he announced, but added that the reason for this is geopolitics.
As he added, they were there when Spajić was in Saint Tropez.
Abazović said that his question was for the prime minister to list the names of all ministers, secretaries and directorates in the government, to which he was told that the information is available on the website.
"Why didn't you give a single sentence to my statement that your member's property was blocked by the SDT because of his ties to a criminal group? Let's see who is in the mouse hole and who is in the bullpen. I posted it in June. To whom do you owe , apart from the citizens? Are there any other members of parliament who are connected to an organized criminal group? I set it up in June, and the media has almost activated it?
As he added, Spajić was at protests against the previous Government.
"I said that you will sell Elektroprivreda and that you will increase the price of electricity. You didn't have to read all 197 names to me, but you had to in writing. You didn't do that because you're a bit ashamed," he pointed out and added that he expected a different attitude towards the parliament from by the prime minister.
Abazović stated that "the prime minister is a puppet of Andrija Mandić", and that there are people in the parliament who do not want that.
Spajić replied that the report that will be the best in the history of Montenegro is the difference between the current and previous governments.
"I am glad that Abazović said that he will support the European path of Montenegro. You can find all 197 people on the ASK website," he said.
As he added, two-thirds of the parliament supports the Government, in full capacity.
"Your government was supported in full capacity by only 11 deputies in full capacity plus Petar Ivanovic and others who were much worse than these people who are sitting now on our side, who are a young team," he announced.
Spajić pointed out that it is impossible to be a puppet with 20 deputies, and that Abazović was the prime minister with three deputies and that he was a puppet of "a man who had 30 parliamentarians."
"I hope that you have reformed. I invite you to participate in the next two and a half years in the story and to enter the EU," said the Prime Minister.
Abazović stated that Spajić did not answer his question, and that the Montenegrin government has more ministers than the Indian government.
"Do you know that one of your deputies committed a mini-criminal offense because he declared his property differently from the one he lives with," asked the leader of GP URA.
Abazović stated that he was always on the European road, and that Spajić was in the Government with the one who overthrew the 42nd Government with the DPS.
"You think that the European way is only because the geopolitical circumstances are like that. Today we are missing 63 judges. The entire army and the police cannot find one murderer. Is that the European way? Do you know who will be dismissed? Zoran Brđanin. Not because of that what happened in Bijelo Polje, but because they have an earlier agreement for him to transfer to the Civil Aviation Agency," he said.
Spajić replied that he supports the fight against organized crime and corruption, the application of the rule of law, increasing standards, reconciliation of citizens, and entry into the EU.
"Wherever you can support this, support it. I will applaud your every good initiative and give you a hand. I am proud to be predictable. I am a stable and predictable person, but also someone who has nothing to hide. That is why I am predictable and that's what it is. With me it's pure business and whoever wants to cooperate in these fields, we're here," he said.
Member of the New Serbian Democracy (NSD) Dejan Đurović asked Spajić what the sequence of steps was and how to secure planning assumptions for the Velje brdo project, as well as the phasing of that development. He stated that this project can be considered as a reaction to the wrong planning policy that was conducted decades ago in Montenegro.
Đurović added that there is a clear and noticeable desire to relieve the inner core of Podgorica, to raise the level of housing and to maximize energy efficiency. He stated that one of the goals of the project is the drop in real estate prices, as they are currently at their maximum level.
He also emphasized that the project is a chance for young people and married couples and all those who cannot, at current market prices, solve the housing issue.
"Do you think that the further development of the spatial urban plan of Podgorica should be stopped with a new public discussion, or should a detailed urban plan be adopted or should everything be elaborated through a general development plan?" asked Đurović.
Spajić said that they are dedicated to this project and that it concerns more than 40.000 citizens. He pointed out that tomorrow is the first meeting of the Coordinating Body for Velje Brdo, that he will soon launch a website where citizens will apply for the project...
"We need support from the local level, for Podgorica to contribute and we hope that it will be constituted as soon as possible. This is a joint program," Spajić said.
Spajić, in his published written response, stated that the formation of the Coordination Body shows that the Government plans to build another city in Podgorica.
"The first step is the adoption of the spatial and urban plan for Podgorica. The conditions have been met for this document to analyze all the potentials and limitations, which are important for the "Velje brdo" Project and define the infrastructural equipment within the scope of the project and the connection with other parts of the city and the environment. We expect the plan to be adopted by the government by the end of 2024, after which the implementation of the project will begin immediately, which will have a multiplier effect on the overall processes in Montenegro," said Spajić.
"Von Der Leyen gave a positive opinion and said that the report will be positive. I invite you all to unite on that path," Spajić said.
Živković replied that Spajić is addressing the wrong people, because his party has a platform of the European agenda.
"We look forward to every progress of Montenegro on the European path. Every law is supported in the parliament. You have a conflict with the facts. The opposition supported the unblocking of the parliament. We did not vote only for the supreme state prosecutor because it was said that he was elected in the government," he announced and added. that "many are for EU standards, but not for values".
In the Parliament of Montenegro, there were several verbal conflicts and almost fights between deputies, as well as deputies and ministers.
Živković pointed out that Mandić was the third candidate in terms of votes in the presidential elections.
"I remember another Andrija Mandić. That Andrija Mandić would not bend his spine before the demands of this government," he announced.
Mandić replied that "he sees sajkačes in the Pljeval cemeteries", and that Živković "will not fare well when he faces his ancestors".
"This will not turn out well, not today, but in God's court. More of your relatives live in Serbia than in Montenegro," he told the DPS leader.
Živković pointed out that Mandić, when cornered, digs in the cemeteries of his ancestors because he is a man with a "military past".
"When you talk about Serbianness and Serbs, you are denied by two arguments. It is certain that we have godfathers, relatives and friends who declare themselves as Serbs. My godfather is on the other political side. In Andrijevica, which is a predominantly Serbian area, we won 11 mandates , and I'm not sure if you took two," he said.
Mandić pointed out that the bigger the racket, the bigger the attacks on his party, and that Željko Ivanović is the biggest one.
Miloš Konatar, the president of the GP URA deputies' club, stated that Mandić is running out of time during his speech, which sends a bad message.
"You see that in the Prime Minister's hour you are running a bank in front of the parliamentary majority. You should have gone to the podium," Mandić said.
According to Konatar, Spajić supports everything that Mandić stands for.
Independent member of parliament Jevrosima Pejović told Mandić that he is in the mood for a speech, but that one of them is also "first among equals".
"I am asking you to warn the prime minister when he throws things. I know you are capable, I remember hitting the hand of the vice president from the prime minister's party," she said.
As she added, PES MPs spoke for "zero seconds" at the sessions where they were supposed to represent Montenegro.
Živković commented that "no one should be underestimated", and that Mandić called his party's MPs deserters.
"In the end, you joined the government that recognizes Kosovo. Armchairs are more important than anything else," he pointed out.
Živković said that courage is proven in action, and that, if he wants, Mandić can test them.
"How good you think it is for Montenegro that you called for someone to meet your colleagues on the streets. I know that you would like to pretend to be the Dalai Lama, but you can't get out of that military mode," he said.
Mandić replied that he wants reconciliation in Montenegro, but also called on the DPS to "get out of unquestioningly listening to Milo Đukanović".
"Tebe Vučić is silent on the phone," Huter added.
"When I was a student, I was in the opposition. All young people are, by custom, in the opposition. When a young man joins the ruling party, he doesn't join out of conviction," Mandic said.
DPS deputy Nermin Abdić joked that the head of parliament is going to Belgrade for instructions from Vučić, and Huter that "Mandić licks Vučić's paws".
Mandić said that Živković mentioned him more than Spajić, and that he is in the Assembly every day. The MP of the SD, Boris Mugoša, said "you are essentially the prime minister".
The head of the parliament assessed that the EU is seeking changes to the Constitution, and that in 2007, the two-thirds majority necessary for changes to the Constitution was barely established.
"Time changes something, the census says that. The Constitution is not the Holy Scriptures, but living matter, just like the laws. When we secure two-thirds, we can also change the Constitution. This is all legitimate and these are legal procedures. This Constitution was adopted by the will of the Constitutional Assembly , because the previous one also asked for a two-thirds majority. If we can't come to an agreement, there is always this model that was implemented in 2007," Mandić said, adding that he is in favor of an agreement.
As he pointed out, no one is against changing the Constitution when Brussels requests that the Minister of Justice be removed from the Judicial Council, everyone is in favor.
Živković stated that Medojević voted for changes to the Constitution in 2007.
"You know that for changes to the Constitution, two-thirds of the parliament and three-fifths are needed to go to a referendum. You know that this is impossible, but according to the old traditional manner, you would change the Constitution with laws," he said.
"I remember when you called on citizens of the Orthodox faith to join us in the streets, and comrades in war to dig up their weapons," said the DPS leader.
Mandić replied that "they saw everything at the Belvedere".
DPS MP Oskar Huter exclaimed "what he saw", to which Mandić replied "brave Neno Kaluđerović and a hundred rabbits".
"You're a rabbit," said Huter.
Spajić told Živković that in one sentence he attacked him that he would do everything to remain prime minister, and in the second that he had an episodic point of view.
"I don't want to be prime minister forever. And I think it's time to get rid of old practices," said the head of the executive branch.
He added that he does not support the waving of the Montenegrin flag and called on the President of the Assembly and the heads of parliamentary clubs to agree on it, but that he would not like him "as a teacher to teach the deputies".
"Tomorrow is a big day for Montenegro because we are presenting a progress report. This is not the result of the Government alone, but also of the entire Assembly, including the opposition. President von der Leyen was delighted with our progress," he said.
As he added, the EC will propose to the EU Council the drafting of an agreement on the accession of Montenegro to the EU.
Spajić reminded that many issues, starting with the census, were resolved by consensus.
Živković pointed out that Spajić did not agree on the question of changing the language, to which the Prime Minister asked him "are you in favor of that".
"Was a single issue such as the change of the official kezik, the Constitution, the chapel on Lovcen initiated by the opposition? And on the other hand, we also supported everything that meant support for European integration," said the DPS leader and added that "most members of the Government did not voted for Montenegro's entry into NATO".
As he pointed out, Nik Đeljošaj is sitting behind Spajić, who said that the agreement on the cooperation of the parties that make up the government is no longer valid.
"The best example of European politics is the government that cannot stand here as a whole," he announced.
Živković also pointed out that in an interview with Politiko, Spajić assessed that the adoption of the resolution on Jasenovac will harm the European path, and that the MPs of his party still voted for it.
The leader and deputy of the Democratic Party of Socialists (DPS) Danijel Živković said that Spajić said at the beginning of his mandate that he would not pursue identity issues, and that he said that Montenegro is ruled by divisions.
"You based your political narrative on what you accused the DPS of. We see what is left of your promises, at least when it comes to identity issues and topics that divide Montenegrin society, because citizens see that these are dominant topics - erecting monuments, changing street names , changes to the Constitution, symbols, erasure of the anti-fascist legacy...", said Živković and added that no one from the opposition raised these topics.
As he pointed out, Spajić is not interested in peer violence, or the fever, or where the infected cows will be buried, but when someone asks him, he starts talking about GDP and the economy.
"Why are you not interested, that is a key question. By remaining silent and not answering, you are approving it. It is clear that this majority will start to change the Constitution and the Citizenship Act," said the DPS leader.
As he added, the current head of the government does not plan to engage in politics in three years, but to "settle" during his mandate.
"Will you support changes to the Constitution to declare Serbian the official language and allow dual citizenship?" asked Živković and asked Spajić to comment on the statements of the President Jakov Milatović that there has been a regression in democracy.
Mandić told Živković that "there has been a division in the DPS into Milo and Žil", alluding to the words of the leader of the Movement for Change, Nebojša Medojević.
The president of DPS said that there are no divisions in his party, and that he expected Medojević to get a seat in the executive branch and "be a reformer of the security sector."
MP of the Europe Now Movement (PES) Tonći Janović asked Spajić whether the Europe Now 2 program is sustainable and whether the public debt will increase, whether there will be a need for the state to borrow and whether there will be a reduction in pensions and an increase in VAT, or possible drops in inflation...
Spajić emphasized that the public debt at the end of 2020 was 4,5 billion euros, and that it is still at that level, and that this information makes no sense the story about borrowing for salaries and pensions. He pointed out that the GDP grew in parallel while the debt remained the same.
"Citizens will have an average income of 1.000 euros. Everyone previously spat on that program, where those people spoke in the worst way about my statements in 2021. In three years, we doubled earnings from 524 euros, which they were then, to 1.000 euros. "The average pension will be almost 600 euros in January 2025, that was an imaginary noun three years ago," he pointed out.
He emphasized that the health and pension disability insurance funds are working better than ever, although it was previously rumored that they would be shut down. He added that this is populism that the facts deny, and that, according to the data, the Government's reforms will affect the increase in pensions. He repeated that the VAT rate will not change, but also that Elektroprivreda has not been sold, as some speculated.
"The biggest part of the price increase happened during the 43rd government, as much as 80 percent. Inflation in September is negative, we have deflation and price reduction. And that is the true ratio of what Europe now 2 is doing and that is the answer to all critics," Spajić emphasized.
In the submitted written response, Spajić also pointed out that Montenegro has a better credit rating and that international institutions believe in the country's development.
"We have about EUR 600 million in liquid assets in the Treasury, despite the fact that since the beginning of the year we have repaid almost EUR 500 million of old debts, of which about EUR 250 million from current income. The concluded "hedging" arrangement improved the currency structure of the debt and achieved budgetary savings of 6,8 million euros. All this was confirmed by the relevant credit agencies, which improved the credit rating of Montenegro, which testifies to the confidence of international financial institutions in the economic policy and development prospects of the country," he emphasized.
The President of the Assembly Andrija Mandić said at the beginning that, although it is not in accordance with the rules of procedure, the deputy of the Albanian Alliance, Ilir Čapuni, will have the right to ask Prime Minister Milojko Spajić a question.
The representative of the Democratic Party of Socialists (DPS) Nikola Janović used the procedural reporting to provide support to the police forces who are looking for the suspect in the double murder in Tomaševo, Alija Balijagić.
Branislav Nenezić from the Social Democrats (SD) said that the flag of Montenegro in the hall of the Assembly was replaced by a picture of Petr Lubarda and asked who ordered it and why it was done.
"These are not the premises of any political party, but the home of all citizens," he said.
The president of the Assembly, Andrija Mandić, said that Lubarda's picture was in the cabinet of the head of the parliament, and that it was not official, but a flag with the signature of the former head of the Assembly, Ranko Krivokapić, and that it was in his cabinet. He added that he did this so that all visitors could see that picture.
"The flag that was there is not the flag that is prescribed by law as the flag of Montenegro. It is the second flag with the signature of the former President of the Assembly, Mr. Ranko Krivokapić. It is now in my cabinet and how we will decide about it is historic. the value of Montenegro, which will be preserved so that the light does not affect it, so that the cloth and the like do not perish... I want that flag to be highly respected. We are not someone who will settle accounts with the past of Montenegro, but we want it to be respected." said Mandic.
Nenezić pointed out that there is no work of art that is more important than the flag of Montenegro.
"If it wasn't for that flag on May 21 and June 3, you wouldn't have had the opportunity to be the president of the Assembly. Similarly, you, Mr. Prime Minister, wouldn't have had the opportunity to be in that position either," he told Mandić and Prime Minister Milojko I will connect.
The Prime Minister asked Nenezić why he was addressing him and added that "President (Jakov) Milatović represents all citizens".
Mandić then added that Spajić "has ten Montenegrin flags" in the cabinet, and that the flag has Ranko Krivokapić's signature on it, and told the SD deputy that if he had a positive opinion of him, he should "be in the Social Democratic Party , and not SD".
URA Citizens' Movement MP Filip Adžić said that certain MPs should say whether they stand behind Mandić's moves, and that the head of the parliament should not hide his intentions.
Mandić replied that "he is not closer to Belgrade than Podgorica, nor Serbia than Montenegro".
"In order not to get into Montenegrin rumours, everyone who visits the parliament will be able to enjoy the painting of Petr Lubarda," Mandic said.
Nenezić asked Mandić which picture it was, to which he replied that he should "go out and check".
The member of the SD stated that the head of the parliament does not know which picture it is, and that it shows "a motif from Lake Skadar".
The special session of the Assembly, whose agenda includes the prime minister's hour and parliamentary questions, began a little after 14 p.m.
The session began with a minute of silence for Milenko and Jovan Madžgalje, sister and brother who were killed in Tomaševo near Bijelo Polje.
Alija Balijagić, who is still being sought, is suspected of the double murder.
