Citizens of Nikšić who live in the narrower part of the city will pay for water at a higher price from the New Year, while other citizens and legal entities will have lower water bills. This was decided by the majority of votes at the session of the local parliament.
Milica Mijušković, the head of the economic department at Vodovod i Kanalizacija, said that until now there were different tariffs for individuals and legal entities, and that this will be abolished from next year.
"For a legal entity that consumes ten cubic meters of water, and is connected only to the public water system, their bills will be reduced by about 33%. For legal entities that have all three types of services, their bills will be reduced by 11%. For individuals who are connected only to the public water supply system, their bills will be reduced by 25%. The only digression in terms of price increases is for individuals who belong to the narrower part of the city and have all three types of services, and there the bill of a user who consumes ten cubic meters of water will increase by 6 euros," Mijušković said, adding that all corrections in the benefit of citizens, except for one that went to the benefit of the Waterworks, and it refers to the regulated activity of accepting and removing communal wastewater.
"When it comes to septic tank pumping, the cost of labor is included in its price. "Due to increased labor costs, this price also had to rise - from 7,59 euros per cubic meter to 7,79 cents, or by 2,26% or 20 cents," Mijušković pointed out.
What is electoral engineering - budget rebalancing or voter rewriting
At the session, the rebalancing of the budget was also adopted, which was increased by around six million euros - from the planned 31,350 million to 37,400 million euros. According to the secretary of the Secretariat for Finance, Development and Entrepreneurship, Zoran Šoškić, the proposed decision on the invention of the budget decision is in accordance with the law, and the main reasons for the rebalancing are the increase in income compared to the planned main ones.
Current income increased by 582.849 euros, receipts from the sale of non-financial assets by 740.000, and short-term placements and assets carried over from the previous year by 4.220.735 euros. Planned capital expenditures for 2024 amounted to 5,6 million euros, and the rebalancing is expected to amount to slightly more than 8,9 million.
On the agenda was also the report on the implementation of the budget for the first six months of this year, which, according to Šoškić, was achieved by almost 73 percent - of the planned 31,350 million receipts, more than 22,8 million were achieved.
However, according to Rajko Perović, DPS councilor, by October 1, the realization of the capital budget was realized in the amount of two million, which is only 37 percent, while seven million will be realized in the remaining two months, so it is clear to everyone how pointed out that it was a pre-election campaign.
"We want to add over three million more on November 1st and thus prepare for election engineering," said Perović.
He listed several projects that the Municipality planned to start, but did not, and emphasized that they do not respect the decisions made by the local Parliament. He criticized the work of the municipal utility company, which, as he pointed out, constantly does not do its job, and as far as the water supply is concerned, he said that it seems that neither the previous nor this administration knows how to manage that company and solve numerous problems, and that all of this is paid for by the citizens . He emphasized that in some settlements, citizens pay for wastewater treatment even though they do not have a sewage network. The President of the Municipal Assembly (SO), Nemanja Vuković, said that he will check it and will initiate that the management of Vodovod stop the payment of those services to the citizens in whose settlements the sewage network has not been built, as if to find a way to compensate the citizens.
And the head of the Club of Councilors, European Team for Nikšić, Boris Muratović, believes that the rebalancing represents electoral engineering.
"So far, exactly two million and 100.000 euros have been spent from the capital budget. Incomprehensible. So, in ten months, it was summer, it seems to me that this construction season has passed, you spent two million and 100.000 euros, and now you are going to convince me that in two months you will spend seven million. Deny me that this is not election engineering," Muratović said.
He believes that the proposal for a decision on amending the budget is legally incorrect, because the previous decision on the budget for this year must first be repealed, and he also criticized that an additional 40 will be allocated for the national team through the rebalancing, which is an example of "real household management".
"For the third year in a row, in SO Nikšić, we have a decision on budget rebalancing on the agenda, so we cannot talk about responsible local self-government planning here. if every year in a row when we adopt the budget plan, we say that it will be necessary to do a rebalancing and we do it in November, two months before the end of the year, especially this year because the next local elections. Even if you could look up to the previous government in this matter, maybe you would learn something... We are not the ones who will run for cheap political points. With our election program, our work and by showing everything that you did wrong in the previous period, we will show who is the only one who knows how to lead this city in the right way. You have definitely shown that you have no capacity, no knowledge, and for God's sake, no enthusiasm for these things," Muratović said.
According to the president of the SO, Perović "twisted certain facts" in his presentation and did not mention that certain projects had been started, as well as that some tenders had not passed.
"This is not an increase in the capital budget ahead of local elections, and it is not called electoral engineering. Election engineering is rewriting voters from Nikšić to Šavnik and sending them back, buying votes, yellow, green and red markers. That's electoral engineering, that's influencing the electoral process. Regardless of the fact that we will increase the capital budget, I would like it to be realized not for the sake of any political points or calculations, but for the sake of the citizens of Nikšić, for whom we are here, all of us, not only those of us who have been entrusted to perform the most responsible functions in city. Be sure - the night before the election, two days before the election, three, five, serious funds will not be spent on asphalting roads and streets in order to collect political points. We know very well who was synonymous with asphalting before the elections, and we also know who asphalted over 150 kilometers of roads in three years without any elections and without any need to adapt their activities to any election processes. We worked every day for the past three years," said Vuković.
The head of the Club of Councilors of the New Serbian Democracy (NSD), Ivan Zečević, said that there must be mistakes in the work of the current government, because everyone who does that makes mistakes.
"But we worked and our results are visible, unlike the DPS, which destroyed this city for 30 years and brought it to a beggar's cane. During the time of DPS, this town was called 'Veliki Šavnik', if the people of Šavnik forgive me, I don't think anything bad about them. You brought him that way. The director of the Property Directorate of the Municipality of Nikšić, Radosav Urošević, confirmed that the vehicle "Lada" owned by the Municipality was stolen, that the Directorate, in accordance with the decision of the Municipal Council of Nikšić, announced a tender for the sale of that vehicle when it was determined that it had been stolen, as well as that its reported missing to the police.
The "Lada" was in the parking lot of the Techno Base, and it was owned by the Administration of Local Public Revenues of the Municipality of Nikšić.
