Kotor Municipality President Vladimir Jokić and the holder of the list of Democrats in the local elections said that tomorrow he will withdraw his appeals before the Constitutional Court, and that he will again go to the elections in Prčanje and Mirac.
Jokić said at the press conference that he knows that the Constitutional Court, the State Election Commission (SEC) and the Municipal Election Commission (MEC) have been misused.
"We will go to the elections in Prčanje and Mirac and in that way resolve this. As someone who had the privilege of leading the city, I feel an obligation to the city and the list that I had the honor of leading. That is why I brought to withdraw the appeals to my detriment in front of the US and I invite all actors to go to those elections and to confirm the defeat of the Democratic Party of Socialists (DPS) and to resolve this in that way," said Jokić.
Jokić, whose mandate expires today, stated that it is one of the three scenarios he chooses.
"The first scenario is that I leave the cabinet today, which I will certainly do, and that as a lawyer I say that I am waiting for the decision of the US, while waiting for the decision, months or years may pass and the city will be blocked... The second option, which is regularly used by the DPS, is Šavnica's scenario, which implies that the current convocation of the SO re-elects me as president, that we unblock the processes and say that we are waiting for the decision of the US, politically perhaps the most useful decision for us," he explained.
He said that he will not allow us to "turn the city into Šavnik for the sake of a day, year or decade of government, nor will we allow anyone to block the city."
"DPS lost the elections in Kotor. Of the 33 elected councilors, 20 will not be part of the DPS. How those 20 councilors will come to an agreement, in what time frame and whether they will come to an agreement is a question, but it is certain that they will not come to an agreement with the DPS "I regret that we have reached this situation of politicization of the bodies that should ensure the legality of the work of electoral committees and the electoral process," said Jokić.
He stated that his complaint was unanimously rejected by the MEC due to the incorrect stamping of the ballot, and that he did so in accordance with the law, but that when the DPS submitted the first complaint and asked for a re-election, the members of the MEC were close to the DPS changed their minds and voted 8:8.
"When it is 8:8 in the MEC on the objection of DPS, then the SEC considers it adopted, and when the Constitutional Court votes 3:3 on my objection, then that objection is rejected. Neither as a man, nor as a politician, nor as as a lawyer, I would not allow myself to put pressure on any court instance and decisions, but there are times when a person has to say that something is abuse".
He appeals to the Assembly of Montenegro to elect the seventh judge of the US in an urgent procedure and enter into the change of the electoral legislation, because today they have Šavnik in Kotor.
Seven million in cash, projects implemented, no debt
Jokić thanked all the associates who have participated in the government in Kotor in the past four years and said that he is proud of the period that is behind them.
"Thank you to the vice-presidents of the municipality, secretaries, chief administrator, mayors, directors and everyone who covered the responsible functions and especially the convocation of the Kotor Municipal Council, which made decisions that are for the benefit of this city, as well as the presidents of the Assembly... I am extremely proud of the period that behind us and I will consider it one of my biggest successes in my life on a professional level, a lot has been done," Jokić said.
He reminded that when he came to the head of the municipality, he found 300.000 and three and a half million euros in debt in the cash register, and that today there are seven million in the city coffers.
"With fully implemented projects, all bills paid, no debt, benefits and winter holidays paid. All major capital projects are ongoing, infrastructural and social, from co-financing of kindergartens, daycare centers, scholarships, support to farmers... Every aspect is settled", claims Jokic.
He says that he is proud of the fact that he led an administration that was recognized for the built city park, the reconstructed pediatric department, the built market on St. Stasi, and not a single affair.
