The European Union presented a platform on the foundations for the formation of authorities in the Capital City under the name "European Podgorica for example". From this coalition, they said that this platform represents the foundation of the future city government, offering a basis for support to political entities ready to respect the stated principles and work in the interest of the citizens of Podgorica and Montenegro.
"The results achieved in the local elections in the capital indicate significant strength and provide a solid foundation for the construction of a political platform that will stabilize the situation in Podgorica and become the initial capsule for a wave of positive changes at the state level," stated the European Union in a statement sent to the media.
The principles contained in the platform are: citizens in focus, dynamic development and improvement of infrastructure, personnel policy based on competencies, transparency and responsibility in work, responsible management of public finances and resources.
From the European Union, they pointed out that the stated principles must be observed in due course, respecting the need for a modern, responsible and transparent administration that puts the interests and needs of citizens in the foreground, not narrow-party interests, and taking into account the circumstances that led to early local elections in Podgorica, as well as election results that reflect the will of the majority of citizens.
"Podgorica needs an efficient, responsible and transparent city administration that will work in the interests of the citizens. This administration should ensure the stability and development of the city, providing a positive example for Montenegro as a whole," the platform states, among other things.
The platform states that it is necessary to optimize the administration in the shortest possible period of time and open the city administration to non-partisan figures.
"One of the key principles should be the implementation of the Integrity Plan in public administration and respect for the Code of Ethics for officials and employees, as quality mechanisms for the prevention of corruption in public administration. It is necessary to harmonize the concept of organizing and financing local self-government with experiences and standards from these areas in European countries Union", the European Union states.
Their platform also calls for the implementation of the principle of even development of the city, and it is also said that special attention should be paid to creating conditions for supporting projects that contribute to economic development and employment in all areas.
"Any cooperation in terms of this Platform should be based on a clear and precise programmatic agreement on everything that needs to be done in the next four-year period in order for Podgorica to be an exemplary city," the European Union concluded.
