Džaković set three conditions for the government in Budva: Fulfill your promise and show that you are not like DPS

Independent councilor Stevan Džaković conditioned the current government in Budva, led by the Democrats and DF, to deny them confidence if they do not fulfill three basic conditions. Džaković, a former member of the PzP, who was excluded by the party when he openly supported the election of Dragan Krapović, is the 17th member of the city assembly, on whose trust the quorum of the ruling coalition depends. By the way, Džaković set the conditions an hour before the beginning of today's session of the Municipal Assembly, which, in all likelihood, will not be held unless the ruling coalition provides a quorum of someone from the opposition.

"Given the tensions expressed in recent months in the local self-government in our municipality, I am obliged, first of all, to the public, to communicate my personal position regarding the current situation, as an independent councilor of the ruling majority in the Budva municipality. First of all, I want to remind everyone that I am one of the few people who, in my humble opinion, contributed the most to the fact that the Democratic Party of Socialists no longer has the dominant trust of the citizens, and I underline that during the constitution of the new government, I had a decisive influence to prevent a repeat election in Budva. Then, together with the entire Municipal Committee of the party I represented at the time, I supported Mr. Krapović for president because the party he represented won the most votes in the elections just held. I also remind you that because of such an attitude, I was swiftly expelled from my previous party, the Movement for Change," said Džaković at the press conference, stating that this is not his position, but the position of a part of the citizens of Budva that he represents.

He added that due to frequent speculations in the media as well as on certain social networks, he clearly emphasizes that as part of the parliamentary majority, "I still support this government and that in no case will I give the parliamentary majority to DPS, for whose removal I fought with all my I will be".

"This government is generally better than its predecessors, which, you will admit, is not particularly difficult, bearing in mind the consequences that the previous one left for this city. However, I must emphasize that this new government is unfortunately starting to follow the path of its predecessors, because the Municipality is governed by only a few rather incompetent people, only party employment in local administration and public enterprises has been retained, and the disturbed value system has been inherited from the old government. But if the current government continues on this path of obvious deception of citizens, by playing on pre-election promises, it will turn very quickly into the same matrix of DPS rule. It will show that what is often heard around the city is true, that they have the same goal as their predecessors and they have the same system of government, which unfortunately does not serve the people. It will show that their goal is to strengthen the positions of their own parties at the expense of the budget, not to strengthen the city and its institutions. "I deeply disagree with this way of exercising power, and I recommend that they think carefully about where it is leading and fundamentally change the current situation", emphasized Džaković.

According to him, like some other political actors, instead of criticism, he could have opted for a more lenient variant of charging for his political activity.

"But it is contrary to my conviction, understanding of politics and my moral principles. My way of understanding politics is that we must be honest and honorable towards the citizens and that we must implement what we have won their trust. "I want to emphasize that in the future I will support this ruling majority in the Municipal Assembly only in the form of a quorum, but that I will continue to deeply criticize whatever is wrong," said Džaković.

Ten days to fulfill the conditions

He stated that he will support them to continue until the end of the mandate with the following conditions:

1. I demand that the councilors of the DF and Democrats in SO Budva, in accordance with their party programs, urgently within 20 days, through the representatives of the Democrats and DF in the Assembly of Montenegro, submit to the Assembly of Montenegro a request for harmonization of the Law on the Election of Councilors and Representatives with the Constitution of Montenegro. This refers to exercising full voting rights, i.e. that, as a basic precondition for fair elections, equal voting rights and the right to direct election of representatives in the assemblies, a right that voters cannot achieve now, should be ensured. To finally stop the practice of party presidents electing themselves and candidates similar to themselves as voter representatives in the assemblies, to ensure the right to equal suffrage and the right to direct election to voters. I demand that active work be done on the adoption of such a solution by the end of 2017 at the latest, so that the next elections can be held according to the amended law. local administration, as one of the pre-election promises. 2. To increase the transparency of the work of the local self-government, especially when it concerns some cases from an earlier period, such as agreements with the prosecutor's office, contracts with the SEA DANCE festival, the construction of large buildings in the city center, etc.

"The reasons for which I condition my further support for the current majority in the Budva Municipal Council are the true democratization of society, the fundamental improvement of the rule of law, the change of government in elections, the significant improvement of gender equality, the inclusion of new people in the political life and the normalization of a totally disturbed value system," said Džaković.
