Parliament Speaker Andrija Mandić does not speak on behalf of the Government about the Constituent Assembly, and the executive has never discussed it, said the Minister of Economic Development Nik Đeljošaj.
He said this in response to the question of the representative of the Democratic Party of Socialists (DPS), Andrija Nikolić, whether the Speaker of the Parliament Andrija Mandić speaks on behalf of the Government about the Constituent Assembly.
"Of course, he does not speak about it on behalf of the Government, the Government has never discussed it, nor opened a discussion about it, and God forbid, decided. These are probably the personal views of the subject he represents, and I believe that the Government does not support such actions. When such circumstances occur that we have a Constituent Assembly, we don't have that, we don't have a change in state status, nor a revolution, a state of emergency. Montenegro achieves excellent results in the process of European integration. There will always be an initiative, there will always be an idea, it is important to me that the Government does not make any decisions that may be in conflict with the security and foreign policy of the EU, the United States of America and NATO allies," said Đeljošaj.
Nikolić also asked whether Đeljošaj would leave the Government, if the process of introducing dual citizenship is started.
He said that he appreciates some statements that Đeljošaj made in the previous period.
"We will see if Mandić has the guts to push what he is talking about and deceive his electorate in order to convince them that he is sitting in the chair of the President of the Assembly with a higher goal than the one written in his party's program - to take Montenegro out of NATO , lift sanctions against Russia, annul the independence of Kosovo. "Fotelja seems to be the most expensive Serbian word for Nova and Mandić," said Nikolić.
He said that according to the theory and practice of political systems, constitutional assemblies are held after a change in the legal status of a country, or a radical transformation of the political system of government.
"Montenegro had a Constituent Assembly after the restoration of independence and, as a rule, could not have a new one, unless Mandić wants a new referendum, i.e. a change in the state-legal status, or to carry out a revolution in Montenegro, in order to overthrow the constitutional and legal order".
Đeljošaj said that if some events occur that may contradict what was agreed, he will react.
"We have a principle and then everything else. We will always protect the values of our Western partners," said Đeljošaj.
He emphasized that he believes that they were clear from the beginning, and that all initiatives that violate the Constitution, laws, institutions, inter-national harmony and the Euro-Atlantic future will never receive the support of Albanians and the Albanian Forum.
He added that Prime Minister Milojko Spajić was a good partner of the minority parties and that he respected the political agreement.
"I am a fighter by nature and I have fantastic relations with Western partners and share their values. I am convinced that the strength of those values will be stronger than socially destructive ideas that are contrary to the Constitution, and are not in line with the policies of the Government and our partners in the European Union...", he pointed out and added that they promote Montenegro as a civil one, and that they will react to all messages that are contrary to it.
