Given that the Municipality of Bar is obviously in a great hurry to build a local road through the Bjeliši settlement in addition to all the roads that need to be built through our municipality, which would also mean demolishing the houses of a dozen families, we feel the duty to react and express our deep dissatisfaction and concern with this kind of treatment.
This was announced by the Democratic councilors in the Bar Municipality Assembly after yesterday's "News" writing about the local road that is planned in the Bjeliši settlement, for the construction of which several houses are planned to be demolished.
"Instead of protecting the interests of citizens at all costs, the Municipality of Bar has been acting as the executive body of several investors for years, showing incredible indifference towards families who could be left without their homes. Planning a road through private houses where citizens live is in complete contradiction with the principles respect for property and basic human rights," said the Democrats.
In particular, they said, one should take into account the information that the compensation offered to citizens is significantly lower than the market price, that is, the price per square meter at which the municipality calculates and collects taxes.
As they wrote, this situation does not surprise them, because during the October elections of 2022, they warned that the rulers of Bar, if they win the elections in the coming period, will subordinate everything to individual investors. This is exactly what is happening today, they assessed.
A year before that, as they stated, the Government's Decision on Amendments to the Decision on Drafting Amendments to the Detailed Urban Plan (DUP) of Topolica 4, which prohibits construction in the area of the DUP in question until the amendments are made, caused a stormy reaction with the councilors of the ruling coalition in SO Bar. And now, as they say, they see why.
"At that time, they wanted to present that the government had damaged the citizens of Bar, and that is why the construction ban was mentioned four times in the budget rebalancing. However, the reason for the stormy reaction of the governing councilors was not because of concern for ordinary citizens, but apparently for individual investors", they assessed. .
They added that this is also another example of how spatial plans were adopted in the past, without any consultation with citizens, and especially without taking into account basic human rights to home and property.
"We ask ourselves, would the president of the municipality of Bar Dušan Raičević and the president of the municipal assembly Branislav Nenezić allow such a scenario on their own property? Would they cold-bloodedly and insensitively observe the demolition of the roof over their heads and the destruction of years of effort and investment to secure a home for their families? ", the announcement states.
They told the Municipality of Bar that the citizens of Bjeliš are not second-class citizens and that their property is as valuable as any other, including the property of city officials.
"The arrogance and audacity with which the Municipality treats people who have been living and investing in their homes for years is unacceptable," they said. They called on the competent authorities to reconsider their actions, to show responsibility towards the citizens and to turn to dialogue, not forced resolution of property issues.
"In the end, we support all the legal steps that the citizens of Bjeliš intend to take and we appeal to the public to support these families, because this kind of behavior could one day happen to any of us," concluded the Democratic councilors in Bar.
