The political parties have completely taken over the power from the citizens of Budva, and not a single state institution wants to protect the citizens' right to vote, which is defined by the Constitution of Montenegro, it was announced today from Civic Action.
The announcement adds that citizens cannot freely choose representatives, but choose election lists, and the parties decide which candidates from the list will receive the mandate.
Citizen Action added that Božidar Vujičić, the holder of the list "Dr. Vujičić Božidar - Voice for Change", appealed to the Constitutional Court of Montenegro, "in order to protect the rights of voters, due to the discrimination of the right to vote, which is caused by the distribution of mandates to the candidates according to the order on the list and due to voting for the list and not for the candidates on the list, which is why the right to vote is not direct but indirect".
"In case UI No. 48/14, the Constitutional Court took the position that the allocation of mandates to candidates in order on the list does not represent unequal treatment of candidates, i.e. it does not represent discrimination, and the position that direct electoral right means the right of voters to vote in person and not the right of voters to directly elect a representative. Dr. Vujičić filed criminal charges against the judge of the Constitutional Court and then against the state prosecutor Veljko Rutović, who rejected the complaint and submitted a report to the Agency for the Prevention of Corruption," the announcement reads.
Citizen Action said that all the mentioned state institutions "refused to stand up for the protection of the right to vote, because the deputies, elected by corruption and discrimination of the right to vote, choose the judges of the Constitutional Court, the Protector of Human Rights, the majority in the Prosecutor's Council and the leadership of the Agency for the Prevention of Corruption ".
"In the upcoming elections in Budva, the parties will elect councilors, due to systemic corruption and discrimination of voting rights, the results of the elections will be an expression of the will of the parties, not the voters. Dr. Vujičić Božidar is one of the few citizens of Montenegro, who advocates for the return of power to the citizens, respected citizens if you believe that power should be returned to you from the party, that you elect councilors, support with your vote the electoral list of Dr. Vujičić Božidar-Glas for Change, circle number 4," concludes the announcement of Civic Action.
