MP of the New Serbian Democracy (NSD) Dejan Đurović asked the Minister of Internal Affairs Danilo Saranović whether the personnel plan for the Ministry of Internal Affairs (MIA), the Rulebook on the internal organization and systematization of the MIA had been prepared.
"I asked the question at a time when there were no such circumstances. It is true that I fear for the safety of the citizens of Montenegro, but it is also true that you were not the minister when these two clans were created that are shaking Europe, and Slovenia also has problems with them. You sat on the hottest chair that exists in Montenegro at the moment. I have to pay tribute to that courage. We came from the fact that a few days ago, three of them died in traffic accidents. as if there had never been any murders in Montenegro. As if the murders did not happen 50 meters from the CB in Bar, in the center of Podgorica, in Budva...", he pointed out and added that the police were headed by Veselin Veljović, SLavko Stojanović, Božidar Vuksanović and that two criminal clans were formed during their mandate.
Šaranović said that Đurović recognized the problems faced by the security sector.
"For years, the Ministry of Internal Affairs did not make a personnel plan, but a criminal plan. Political decision-makers have been responsible for the flourishing of crime in Montenegro since 2015. Their supremacy is not thanks to criminal groups, but to decision-makers. For months, those who continue that policy have avoided facing with me to the parliament. Remember those quotes on the eve of August 30, when they said to wait a little with the murders before the elections," he said.
As he added, the biggest sale in the history of Montenegro is the sale of the security sector to criminal structures.
"My task as a politician is to send a message to every honorable policeman that I am the first to bear the burden in the fight against organized crime. I have told them a thousand times and proved it in action," he pointed out.
Đurović asked Šaranović if he would allow someone like Vuksanović, Veljović, Stojanović to become the head of UP again.
"Have you taken an interest in the statements of the Minister of Defense, which BIL persons were in the basement of the ANB on August 30, when Dejan Peruničić was in charge of that institution, who is being sued by dozens of politicians and other citizens for wiretapping? Will you allow what was done? in the previous period - that the state had its own criminal group or did a criminal group have its own state? even your successor will not be able to answer," he pointed out.
Šaranović told Đurović that "as Baranin, he certainly remembers the artificial fog in the Port of Bar when the speedboats smuggled cigarettes to Italy".

Obradović thanked the members of the Army of Montenegro who are helping citizens in Bijelo Polje, due to the fugitive Alija Balijagić, who is suspected to be in that area.
He additionally asked whether procedures had been initiated to determine whether there was responsibility in the actions on the day of the commission of the criminal act of murder of Jovan and Milenko Madžgalje, as well as who allowed Veljko Belivuk and Marko Miljković to enter the country.
Šaranović said that Belivuk and Miljković were released to Montenegro by Zoran Lazović.
"When it comes to this brutal case of the murder of two members of the Madžgalj family in the village of Sokolac, what I want to say is a repetition of what I said in the previous few days. Those who are looking for my head in a political sense criticize that the day after I went and talked to the citizens. It was problematic that I was interfering in the operational independence of the UP," he said.
As he added, they are working to ensure that Balijagić is deprived of his freedom, as well as that they have reasons to believe that this will happen in the shortest possible time.

The Vice-President of the Assembly and MP of the Europe Now Movement (PES) Boris Pejović asked the minister what happened to the "irrefutable evidence" of an opposition party that over 3.300 people who supposedly have the right to vote in Serbia and the entity of Bosnia and Herzegovina are on the voter list for local elections in Podgorica, and whether it is electoral engineering or political manipulation.
Šaranović replied that it was no coincidence that such an application was submitted the day before the elections, on Saturday, and that the list first fell from 3.300 to 2.300, and that in the end an application was submitted with 1.910 people.
He added that the majority of those people were registered in the voter list during the reign of the DPS "and its legal predecessors".
"Obviously, for a part of politicians, there are no moral standards in order to achieve political points. There will come a time when we will speak louder about certain things, because the main task of my job is to know. I know a lot and I will communicate it successively, but I think it will be very unpleasant information for a certain number of politicians, former public officials, but also members of the OKG," he pointed out.
Pejović said that many tourists were inconvenienced by the theft of license plates on election day and asked Saranović if it was related to the elections, to which he agreed.

Democrat MP Albin Ćeman asked Šaranović if any instrumentalization of special units for political purposes was recorded during his mandate, as happened in the earlier period when the police threw tear gas at an elementary school in Budva and when a company of special forces beat Mijo Martinović in Podgorica and when the special forces "were beating citizens with their bare hands with the infamous hammer", to which he replied in the negative.
Šaranović said that, on the eve of the sniper murder in Cetinje, a similar incident was prevented in Budva.
"It was malicious manipulation that we cleared the ground for the murder in Cetinje," he said.
Their party colleague, Duško Stjepović, pointed out that Saranović, after proposing and adopting amendments to the Law on Internal Affairs, was criticized by a part of the opposition for the decision that the candidate selection procedure was not carried out by the Commission of the Human Resources Administration, but by the Commission of the MUP.
"Why did you decide to propose that model? You announced in the media that the public invitation will be announced only after the adoption of the by-law - the Rulebook on the Implementation of a Special Employment Procedure. Can you explain to the Assembly and the entire public what will be prescribed by that Rulebook? Also, a part of the public attacks you for violating the recommendations of GRECO, which is a body of the Council of Europe, and you announced that you are working on that Rulebook in cooperation with the Council of Europe - can you explain to us what GRECO's recommendations are in general and from when they date," he asked.
Šaranović replied that those who criticized said that the intention was to pass the law before the local elections in Podgorica, and secondly to prevent the continuation of the "new organization in the police".
"We don't want 1.500 just any people, but 1.500 of the best," said the Minister of the Interior.
Šaranović said that the three key goals of the new law on internal affairs are to improve the efficiency of filling the personnel deficit, but also to fulfill all GRECO recommendations, as well as to regulate the norms governing the control of property records.
He pointed out that "his party did not elect a general who smuggled goods with military cargo", but that their officials were not accused that their cigarette trucks disappeared on the way to the incinerator.

The introduction of a border crossing between Petnjica and Tutin is under consideration
The Vice President of the Assembly and member of the BS Mirsad Nurković asked Šaranović if he is doing something and if so what, related to the efficiency of border crossings, especially in the tourist season, in order to speed up the flow of people and vehicles at them, and if he plans to make it easier for citizens who live in places that gravitate to border crossings with neighboring countries - Dobrakovo, Dračenovac, Sukobin, Ranche, Debeli brijeg, Grnčar, Kula, Vuča.
He added, the crowds are much bigger on the Montenegrin side than on the side of neighboring countries.
Šaranović reminded that a joint crossing was recently opened at the railway station in Bijelo Polje, but also that it is necessary to introduce an optical cable at the crossings themselves in order to speed up the process.
Also, he added, the introduction of a border crossing between Petnjica and Tutin is under consideration.
Nurković said that the solution would be for citizens from the municipality where the border crossing is located to have a lane with the right of way.

Democrat MP Močilo Leković asked Šaranović what specific activities are planned to increase road traffic safety and influence the reduction of traffic accidents with serious consequences, i.e. whether the possible effects of stationary radars on increasing traffic safety have been tested, as well as whether he was informed about them effects in the countries of the region that have already established a network of stationary radars.
The Minister of the Interior said that someone brought the story of who is a coward and who is not into the public space.

As he added, there is no greater pledge for the youth of Montenegro than amendments to the Law on Traffic Safety.
Dešić asked Šaranović what specific activities the department he manages plans to implement in order to ensure the safety of children while they stay in schools and attend classes, and whether he plans to bring back the school policeman.
The Minister of the Interior said that he is a member of the Government's Council for the Rights of the Child, and that the activities were intensified after the unfortunate event in BAr.
"We put a special focus on peer and juvenile violence. In a large number of the Security Department, we do not have enough inspectors who deal with one line of work, but deal with different types of violence," he said.
Answering the question about the school police officer, Šaranović said that Montenegro was prone to quick and not systemic solutions.
"Police officers are needed not only in schools, but in all parts of cities, municipalities, etc.," he said, adding that it is necessary for school facilities to have security guards, but for police officers to be in the immediate vicinity of the school through the return of the policeman institute in the community.
Dešić stated that it is necessary for everyone to contribute as much as possible, even though the MUP is not the only one that needs to react.
Socialist People's Party (SNP) deputy Slađana Kaluđerović asked Šaranović how many police officers were hired without any public advertising in the first 11 months of 2020, as well as whether he had evidence that one of the key conditions for candidates was to state which acquaintance recommended them .
As she pointed out, one of the main reasons for asking this question is that an important task of the authorities after 2020 is the return of citizens' trust in institutions, and especially in the police.
"Please provide me with the statistics of requests for verification of security disturbances based on Article 162 of the Law on Internal Security," she added.
Šaranović replied that in August 2020, there was one recruitment without advertising, in September two, and in November 40.
"During the government of Duško Marković, the MUP issued a public invitation in which, among other things, it was requested that in the chapter 'Recommendations', five persons who are familiar with your character should be listed and that they can provide information about you at any time, but not to list your relatives or former employers", he pointed out and added that "the recommendation was sought according to the 'one employee - four votes' model".
Answering the question about the request for security interference verification, Šaranović explained that the police can arrest him if he commits a criminal offense.
