The Government of Montenegro must urgently reintroduce a moratorium on the Detailed Urban Plan (DUP) Budva Center and DUP Bečići because the plans have ceased to be valid, at the end of the period for which they were adopted, because the Decision on the Adoption of the Spatial-Urban Plan (PUP) Budva , determined that the moratorium on the mentioned plans lasts until the adoption of the PUP of the municipality of Budva, which has not yet been adopted and because they were adopted contrary to the law, announced today Božidar Vujičić, holder of the "Dr Vujičić" list Božidar - Voice for Change".

The urban planning inspector Bisera Alihođić determined that the plans were adopted illegally and made decisions that the plans were illegal and submitted them to the Municipality of Biudva," Vujičić said in a statement.
He added that the solutions are still in force.

The inspector determined that the plans were certified with a seal by the subcontractor of the plan preparation, the Faculty of Architecture from Belgrade, i.e. Prof. Ralević, a person who did not have a license from Montenegro for the preparation of planning documents The contractor refused to certify the plan documents, because he would lose the license of Montenegro for the preparation of plans, by the person who does not have a Montenegrin license, consent was given by Minister Gvozdenović. When the period of validity of the plans expired in 2014, Minister Gvozdenović sent a letter to all local administrations that the plans are valid until new ones are adopted, not until the period for which they were adopted expires, because he could not ensure Prof. Ralevic to participate in the development of new plans, but he personally extended the validity of the expired plans, until the adoption of new ones," said Vujičić.
He said that the Prime Minister of the 43rd Government of Montenegro, Dritan Abazović, created "a big problem for the citizens of Budva, when he lifted the moratorium on illegal plans in 2022, before the adoption of the PUP of the municipality of Budva, under the pretext that the preparation of the PUP is in the final phase. Two years have passed since the lifting of the moratorium, and the PUP is still being drafted."
"Without the adoption of the PUP of the municipality of Budva, not a single capital building can be built because the expired plans did not foresee them," Vujičić concluded.
