The day after the election, the Municipality of Budva published five advertisements for the recruitment of permanent workers in the already overbooked administration. It is interesting that the cabinet of the detained President of the Municipality Milo Božović, who has been in Spuška prison for a year and a half, is also being filled.
This is confirmed by the advertisements published on the website of the Employment Agency, which "Vijesti" had access to.
On Monday, the municipality published an advertisement to fill the vacant position of an independent clerk - mail delivery person, as well as an independent adviser for monitoring emergency situations in the Office of the President of the Municipality. Also, advertisements were published for the employment of a clerk in the Secretariat for Local Self-Government, as well as a security guard and the head of the Personal and Property Protection Service at that secretariat.
This continued the series of employment in the local administration, where dozens of workers were hired this year alone before and during the election process, despite warnings from the opposition parties and calls to the competent inspectorates to react.
Budva is an infamous champion when it comes to the number of employees who are in the city manger, i.e. at the expense of the citizens, which "Vijesti" recently wrote about, publishing data from the Ministry of Finance, according to which in the Municipality and public enterprises, cultural institutions and local media there are as many as 1.771 workers, and it is estimated that there are 500 more.
This means that ten percent of the adult population of the metropolis of tourism works in the local government, which means that the citizens pay ten million euros a year for the salaries of the dysfunctional administration.
As many as 519 workers work in local self-government bodies, 394 of whom work for an indefinite period of time, 95 of them have contracts for temporary and occasional jobs, while 30 workers are engaged through work contracts. A total of 217 workers work in public institutions, of which 192 work for an indefinite period, 17 for a fixed period, five under a contract for temporary and occasional jobs, and three through a work contract.
Until now, "Vijesti" has written on several occasions about the overly cumbersome administration, because the Municipality building itself is practically insufficient in space to accommodate all the workers, who in the past eight years, since the fall of the DPS government, and especially in the past two years, have been employed, mostly by party, godfather, friendship, kinship relationship.
The Municipality almost always responded by noting that advertisements are published for filling positions which, as they claim, are systematized by the Rulebook on Internal Organization and Systematization of Jobs, and that each advertisement is published and implemented in accordance with the law.
The utility company hired 24 workers two days before the election
Despite the moratorium on employment brought by the Management Board of the Municipal Company, the management of the company hired 24 workers just a few days before the election.
Namely, the Management Board ten days ago, when the Municipal Company advertised for hiring as many as 34 workers for permanent employment, dismissed the director Predrag Ivanović, brought a moratorium and appointed a new acting director Ilija Gigović. Apparently, the decisions of the Management Board were not followed, and the case was reported to the police.
