The Municipality of Budva and the Secretariat for Property Protection have been fighting for seven years over the protection of space at the Adriatic Fair, with the aim of building a modern Congress Center at that location. Unfortunately, we did not have the help of the state and the Ministry of Spatial Planning and Urbanism in all three Governments after the departure of DPS to the opposition.
This was stated in the announcement by the leader of the "Movement for the City" voter group, former assistant secretary for property protection of the Municipality of Budva, Đorđe Zenović.
On the contrary, as he added, they did everything in cooperation with the urban planning and construction inspection in order to allow the dubious investor "MIA investment" to build two solitaires without a permit and contrary to the law and the Detailed Urban Plan (DUP).
"The property-legal aspect of the story is one dimension, and the other is this testimony that Duško Knežević shared with the Special Prosecutor's Office and in which he claims that the brothers Ban and Stanko Subotić are behind the company 'MIA Investment' and that it is obviously money laundering from tobacco smuggling. The 'MIA investment' affair and its epilogue will only shake up the political situation in the country, because it shows that no party has made a departure from the criminal heritage of the DPS, even though they are declaratively trying to stand out as big fighters against the DPS," Zenović pointed out.
He added that a special segment of the story about the disputed land with a total area of 22.000 square meters in the center of the city refers to a well-known fact related to malpractice with plots.
"Namely, the land that until 2015 was under the regime of use (and not property) of Duško Knežević's company was mortgaged as many as three times for loans in the amount of 36 million euros, i.e. several times more than the real value and the mortgage was for the famous Piraeus Bank. Other people's (state) land was mortgaged in the name of private companies, and apart from the fact that all the state authorities pretended not to see what was going on and made notes, it is especially strange that no one reacted to obvious money laundering," Zenović stressed.
He points out that Milo Đukanović played a key role in all these embezzlements.
"Đukanović was the president of the Council for Privatization in 2005, and when the first mortgage on the land was registered, he did not initiate the termination of the contract with Duško Knežević's company. He was obliged to do so by the contract on the purchase and sale and privatization of land from 1998. He did not react to subsequent frauds either. , so his key role in this business with Duško Knežević from the time when they were still close is clear A loan was raised for which a mortgage was placed on the land of the Adriatic Fair, and it is directly related to the "First Million" affair of Milo Đukanović and the way in which Duško Knežević guaranteed with the famous "Piraeus Bank", which was very active in the aforementioned dubious business with this information, which is certainly available to the competent authorities in the Government of Montenegro, the 44th Government and former minister Janko Odović issued a construction permit on the specific plot to the investor 'MIA Investment', while the current minister "Slaven Radunović is not reacting, he has not revoked his consent to the conceptual solution and approves the continuation of the works," Zenović pointed out.
He emphasizes that these days the investor comes out with the building at the so-called zero elevation, that is, one solitaire also gets the first above-ground floor.
"I call on Minister Radunović to prohibit further work without delay until the SDT completes the investigation and verification of all the facts and circumstances. I also call on him to check the actions of officials and authorized persons in his ministry, but also to inquire about the role of public officials from the Cabinet otherwise, we will receive confirmation that this Government is only completing the work of the DPS and that there is absolutely no difference," Zenović concluded.
