The detained President of the Municipality of Budva Milo Božović dismissed the Vice President Jasna Dokić for not acting in accordance with the Law on Local Self-Government and the Statute of the Municipality. That is what is written in the solution that Vijesti had access to.
As stated in the act of dismissal, the Ministry of Public Administration, controlling the work of the vice-president, found that she did not have the authority to undertake official actions and never asked the president of the Municipality for such authorization, even though the law imperatively stipulates that the vice-president performs the function within the scope of the powers entrusted to him by the president. .
Despite the warning from the administrative inspection, Dokić ignored the law and continued to perform the function of vice president without the necessary authorizations, thus continuing to violate the law. Also, the dismissed earthquake officer initiated a series of shifts in the secretariats and municipal companies, without the approval of the president, thus temporarily suspending the Chief Administrator Nevenka Božović Jovović and initiating disciplinary proceedings, even though she did not have the authority to do such a thing, which is why the Chief Administrator filed a criminal complaint against her SDT. The case in the utility company, where the director Predrag Ivanović was dismissed and the president of the board is her brother Raško Radulović, had an epilogue of a criminal complaint by Ivanović, in which she states that Dokić organized his dismissal on the order of the NSD by abusing the functions and for that purpose the seals of the company were forged from side of her nephew.
Dokić also did not extend the appointment of Davor Rakanović, the head of the utility accounting service, which is why the work of this service was blocked. That Dokić started to dismiss the administration and personnel who are close to the political subject "Budva our city - Nikola Jovanović" can be seen from the example that she verbally dismissed the business secretary in the president's cabinet and adviser for economic affairs Marija Popović and Milena Perović. All the personnel changes implemented by Dokić did not have the consent of the President of the Municipality, and in the following days she planned shifts in numerous secretariats and services.
Dokić, as told to Vijesta, did not extend the work contracts for many people, which left them without work and income, and she kept some contracts in her drawer for more than a month.
In order to prevent, as written in the decision, further illegal actions and abuse of official position, Božović dismissed the current mayor and appointed Nikola Jovanović as the vice-president of the municipality, who will in fact perform the most responsible function in that city until the constitution of the government and the election of a new president.
Due to the new situation, all documents signed by the vice-president of the Municipality are legally questionable.
