The deputy president of the Municipality of Budva was dismissed Jasna Dokić will file a criminal complaint against the leader of the political group "Budva nas grad" Nikola Jovanović and 30 other people, who this morning, as he claims, forcibly entered the occupied cabinet and the Municipality of Budva, and prevented her, as the legally elected vice-president, from coming to her workplace. with insults and belittling.
She told "Vijesti" that she also sent a letter to the Minister of Public Administration Marasu Dukaju to react urgently and prevent lawlessness and anarchy in the Municipality of Budva, and to take legal action against the detained President of the Municipality Milo Božović in accordance with the Law on Local Self-Government.
Dokić told "Vijesti" that she came to work this morning, and that she did not know that a decision had been made by the President of the Municipality regarding her dismissal.
"When I entered the offices of the Office of the President, I was surrounded by unknown people. They did not allow me to enter the cabinet. Nikola Jovanović was already sitting in the port's office, and the office as well as the lobby were full of people, many of whom are unknown to me and none of them are employed by the Municipality. I was alone and I asked the secretary to open my cabinet, but she said that she supposedly didn't have the keys. I persistently asked to enter the cabinet, but then Jovanović addressed me with the insulting words 'you are nobody and nothing, you are irrelevant, get out of here', he told me to take a solution, because now he is wondering. I did not pay attention to his disparagement. Then the chief administrator Nevenka Božović Jovović, who has been suspended, forcibly entered next to me. She addressed me with the words, 'to see how it is'. I told her not to talk to me because she was suspended," said Dokić.
She stated that Jovanović was the only one who spoke to her, while the others remained silent.
"I stood alone and waited for my cabinet to open and to go in to get my personal belongings. Jovanović again addressed me with the words that I am irrelevant and that I should take the solution brought by Božović. I told him that I am first of all a man, and secondly a woman, mother and wife, and that I respect this city and its citizens. I persistently asked to enter the cabinet, he persistently told me that I am irrelevant, that I am nobody and nothing and he is the one who is wondering. Security guards were standing behind me. I was alone in this whole situation, under stress, but I didn't want to leave the offices, insisting that my office be opened. Then Saša Brković came and opened the office for me, into which I entered with my colleague Blanka Đurašević, who also came to work. I took some personal things and when I approached the table where there were some documents, Brković told me not to touch the papers. Then Đurašević got into a polemic with him and told him not to address me like that and to behave nicely. "I came out of the office with a bag containing personal belongings," said Dokić.
She stated that there were dozens of people in Nikola Jovanović's cabinet, including Miroslav Nikolić, Neno Dobrljanin, Slavko Filipović, Srđan Pribilović, Mladen Lakčević, Saša Milutinović, Krsto Kuljača, Željko Srdanović, Mijo Grgurović, Mijo Radonić, Dejo Božović. .
"I thought that the time of 2020 and sudden incursions into the Municipality of Budva had passed, but it seems not," said Dokić.
Dokić: The decisions are completely illegal, they do not have the consent of the Assembly
She also submitted a letter to "Vijesti" that she addressed to Minister Dukaj, demanding that he protect the reputation of the city of Budva.
"I am asking you, as the competent minister, and based on Article 199 of the Law on Local Self-Government, to prevent the violation of the Law on Local Self-Government in the Municipality of Budva, where today it is most grossly violated, and I, as the vice-president, am prohibited from entering the cabinet where I work. With insults and in the rudest way, I was removed by Nikola Jovanović and about 30 unauthorized persons," Dokić stated in the letter.
As she pointed out, as a basis for this action, Jovanović submitted the decision on the dismissal of the Deputy President of the Municipality from December 2, which, as she stated, was passed illegally.
"On the same day, a decision was made on the appointment of the vice president. Decisions made in this way are completely illegal since they were made without the consent of the Budva Municipal Assembly and contrary to Article 58 paragraph 1 point 8 of the Law on Local Self-Government, which clearly states that the vice-president of the Municipality is appointed and dismissed by the President of the Municipality with the consent of the Assembly. Also, I remind you that I was appointed as the vice-president of the Municipality by decision on November 17, 2023, and that the Municipal Assembly only passed a decision on giving consent to this appointment on March 22, 2024. I would like to inform you that today I was not allowed to enter the cabinet where I work because it was locked, and that Mr. Nikola Jovanović was in the Municipality of Budva with about 30 people who are members of the political group he represents and who are not employed by the Municipality of Budva. so the management of the municipality was forcibly taken over by an unauthorized person, and I, as the only legally elected vice-president of the municipality, was rudely told to leave the premises by Mr. Jovanovic, and that the President of the Municipality, Milo Božović, said, I quote, 'that he is wondering'", said Dokić.
She stressed that "this is about the grossest violation of the law and the implementation of the absolute arbitrariness of a group of people, who treat Budva as if it were their personal property, so I ask you, as the competent minister in the Municipality of Budva, to ensure respect for the law."
"In accordance with Article 199 of the Law on Local Self-Government, as the Ministry of Public Administration, perform urgent supervision over the implementation of this law, and in accordance with Article 63 of the Law on Local Self-Government, according to the President of the Municipality, Milo Božović, undertake specific legal actions, perform inspection supervision over the Municipality of Budva, order that unauthorized persons leave the Municipality and enable me to perform my work tasks as a legally elected vice-president", stated Dokić in the letter in which "News" had an insight.
