Citizens' Movement MP (GP) URA Filip Adžić said that the President of the Parliament of Montenegro Andrija Mandić humiliates the institutions and that there is no practice for the government to form an inquiry committee.
At the session of the Parliament of Montenegro, the agenda included a proposal for a decision on the opening of a Parliamentary investigation and the formation of an Inquiry Committee in order to collect information and facts about the actions of state authorities and other subjects in cases of politically motivated murders that have occurred since the introduction of multi-party politics until today, as well as the circumstances of physical attacks and beatings of journalists and other free intellectuals by police officers known as the "Black Troikas", and for whom information appeared in the public that they were in charge of beating political dissidents at the time authorities.
"We have a case from 2012, when the case from the session of the Democratic Party of Socialists (DPS) was discovered, initiated by you as representatives of the Democratic Front (DF). Well, we have when the sale of the Tobacco Plant was in 2015. You and your colleagues from the DF requested the same And in the case of Možura, when there was a minority government, when colleagues from the Social Democrats (SD) demanded the enthronement or the 750 million bonds that were issued. You can't get used to being the government except when you need to eat, drink, refuel, hire godfathers, relatives, comrades, party colleagues. 33 ministers, 60 state secretaries, thousands of directors, five or six vice-presidents of the Assembly are not enough for you Adžić pointed out.
"Do you want to tell us that the parliament should lead the investigation, and not the institutions that have your support? Do you want to say that the institutions are incompetent? Don't play with the victims," Adžić said.
Mandić replied to Adžić that those who proposed the formation of the committee should propose Vladimir Dobričanin, who belongs to the opposition, as the chairman of the committee.
"We are not passing a verdict on the survey committee, but opening a topic that should once again come into the public's spotlight," Mandic pointed out.
Adžić replied that "Mandić still does not want to do anything, only to talk".
Mandić also said that the constitutional basis for starting the investigation is contained in Article 109 of the Constitution of Montenegro.
"Freedom of speech, especially the freedom of expression of public office bearers and the media, is an asset of a democratic society in the creation of which the Parliament plays a key role. The decades-long problem of Montenegro is the smuggling of cigarettes, heroin, cocaine... and for decades, evidence of the then regime's involvement in these activities," said Mandić.
As he pointed out, it is of crucial importance for the development of democracy that the Parliament of Montenegro gathers adequate information about the cases that the committee would deal with.
"In order to get away from politics, it is necessary to collect facts and initiate political and other responsibilities if the investigation points to it", he said and added that the public must be aware of the events that were aimed at facilitating action for everyone about the smuggling of which he is the perpetrator. was the former regime.
According to him, the Assembly followed what the judicial authorities were doing and "they are very dissatisfied".
"Many people have died and we have not received an answer from the judicial authorities that justice has been served regarding the key principals for the commission of all criminal acts. The problem of our organized crime was not only that they killed people and smuggled, but that they organized this business people who were supposed to oppose it. In fact, it was people from the former regime who created these clans - Skalarski and Kavački, by which Montenegro is recognized on the map of Europe. Our crime did not arise on its own it was organized by the former State Security Service, the infamous Seventh Administration," said Mandić and added that Montenegro cannot be part of the European Union (EU) if it does not solve the problem of organized crime and corruption.
The head of the parliament pointed out that "we have to start with the black 'troikas'".
"The affair of the 'black three' became public in 2013. We knew that someone was beating people in Montenegro, but it came into the public eye with the statement of former police officer Brajuško Brajušković, who, as a former member of the SAJ, said that he was at the head of a from (Veselin) Veljović's black threes, whose goal was to beat and intimidate opposition politicians and journalists," he announced.
Mandić said that the very fact that hearings related to the "black trio" affair were led by the former deputy primary state prosecutor, and later by the special prosecutor Saša Čađenović, against whom the SDT case was established for illegal influence, says a lot about how much the regime guarded "monsters who did the dirtiest work for him"
"It's not so important to us a certain beater, as the one who stood behind him. Here in the High Court, the trial against the former head of the Seventh Administration, Zoran Lazović, is ongoing. Look at the audience when he enters the trial. You will recognize the largest number of those called out by Brajušković. When we compare it to the story about the red berets in Serbia, it is not difficult to see the similarity, because the same hand is behind them - the hand of Vukašin Maraš interrogated Veselin Veljović and Miljan Perović, commander of the SAJ, and those people continued to cheer and dress up the security sector until the changes in 2020," Mandić pointed out.
"The affair of the 'black three' was upgraded in the case of 'coup d'état'. In parallel with that case, the trial against Nebojsa Medojević was conducted, in which he was acquitted," announced Mandić.
The head of the parliament referred to the case of the murder of Pavle Bulatović, as well as the beating and murder of Duško Jovanović.
"In March 2020, journalist Olivera Lakić was beaten in the same place where she was wounded in 2018, outside the entrance of the building where she lives. Because of the pleasantness of Lakić, her daughter and her daughter's roommate, a police officer close to Veljović, Milenko Rabrenović, was prosecuted. Rabrenović's trial marked the great interest of the President of the Supreme Court, Journalist 'Dana' Lidija Nikčević was beaten in front of the newspaper's office in Nikšić. Journalist Željko Ivanović was hit on the head and body with a wooden baseball bat in the early hours of 2007. Journalist Tufik Softić was beaten in 2007 placed in the hospital...", Mandić pointed out and added that these are just some of the acts that should be dealt with by the survey committee.
The president of the DPS deputies' club, Andrija Nikolić, pointed out that Mandić is violating the rules of procedure, because the president and board members are chosen by the opposition.
"This is a survey committee to put pressure on the judiciary, because that judiciary is also conducting proceedings against you," he announced and added that it is dangerous to put the murders in a political context.
He asked Mandić why he did not ask questions about the murders of Slavko Ćuruvija and Ivan Stambolić, when he already has Serbian citizenship, but also said that Mandić hired lawyers who defended the accused in the "Sablja" police operation.
"Perhaps you should have organized a survey committee for those people from Budva who are close to you, whom Nikola Jovanović says are waiting for him with guns and threaten him if he forms a government with those who are not suitable for your political option. Or organize a committee that should have checked the property of the opposition from 2020, so there is mention of some property in Platamuni, Belgrade on the water...", he pointed out.
Mandic said that "there will be interesting people on the board who will testify about the events in Montenegro".
Nikolić said that the head of the parliament threatened officials of the Bosniak Party (BS) with unearthing weapons, and that this policy "always originates in Kristal".
The head of the parliament pointed out that he did not organize the actions "Lim" and "Eagle's Flight".
MP Aleksandra Vuković Kuč pointed out that the survey committee will be headed by someone "from their ranks or there will be none".
The president of the Social Democrats (SD) deputies' club, Boris Mugoša, said that if the opposition does not come to an agreement, there will be no committee, and that Mandić is doing it before the elections in Berane.
