Prime Minister Milojko Spajić's office announced that President Jakov Milatović refuses to provide working conditions for the members of the Defense and Security Council, thereby preventing its functioning.
Today's session of the Council was not held due to the non-arrival of Spajić, and his office says that the conditions for its holding have not been met, because the opinion and explanation of the department of defense and the Chief of the General Staff are needed to make decisions in the field of defense.
"The session of the Council for Defense and Security began on October 11 in the presence of the Minister of Defense and the Chief of the General Staff, which, without exception, has been the case at all sessions since the existence of this body. The continuation of the Session was announced for today (December 10) and on the occasion, Prime Minister Milojko Spajić, as a member of the Council, requested that the session continue in the same format, especially because one of the key points was the consideration of the proposal of the Minister of Defense on the decision on the participation of Montenegro in NATO support activities for Ukraine - NSATU," the announcement reads.
They say that, along these lines, yesterday, December 9, at 16.35:XNUMX p.m., the Cabinet of the Prime Minister sent an email to the Secretary of the Council, Colonel Velibor Bakrač, when the presence of Defense Minister Dragan Krapović and Chief of General Staff Zoran Lazarević was officially requested for the continuation of the session.
"Also, being informed about the negative attitude of the President of the State from the media, the Cabinet of the Prime Minister intends to ensure the conditions for holding the session - once again pointed to the Prime Minister's request, which is solely and exclusively aimed at achieving the minimum prerequisites for making the best decisions. there was no response from the Secretary of the Council to this request of the Prime Minister, the conditions for holding the session were not met, bearing in mind that the Prime Minister, we repeat, needs the opinion and explanation of the Minister of Defense and the Chief General Staff", they add.
They said that the Cabinet of the Prime Minister, in accordance with the above, believes that solving this situation requires "a return to the constitutional foundations and strict observance of the rules of the Council's work".
"While regretting that the President of the State refuses to provide conditions for the work of the members of the Council, thus making it impossible for it to function, the Government will continue to insist on respecting the Constitution and the rules of procedure for the work of the Council, because individual interpretations cannot be above the law, especially bearing in mind that "The Council is a body that functions collegially and according to the principle of consensus. The message we want to send to international partners and the citizens of Montenegro is that the Government remains committed to transparency, responsibility and professionalism in decision-making," the announcement reads.
