The current majority is to blame for not closing Chapter 31 in Montenegro's negotiations with the European Union (EU) and slowing down the dynamics of Montenegro's EU integration path, Boris Mugoša, vice-president of the Social Democrats, deputy of that party in the Parliament of Montenegro and official of the European Union, announced today.
"It doesn't occur to me to rejoice that we haven't closed all four chapters, because even as an opposition member, I do my best to ensure that Montenegro fulfills its obligations on the EU path as soon as possible. The current majority is to blame for not closing chapter 31 and slowing down the dynamics of our EU integration path, and there is no space for any further explanations," Mugoša wrote on the X social network.
He added that the policy of compromise with values and the relativization of retrograde tendencies for the sake of preserving seats in power will not bring Montenegro into the EU, on the contrary.
"If you said that Montenegro would close ten chapters this year, and until recently you convinced us that it was safe to close four, and now it is clear that it is three chapters, then responsibility must be taken for not fulfilling the promise," said Mugoša.
He said that "the story that they previously closed 'only' three chapters for eight years of negotiations, and now three chapters have been closed for a year, is daily political manipulation for several reasons".
"Chapters had to be opened first in order to start closing them, so it is logical that every new government will have a simpler dynamic because chapters are now just being closed. Many chapters were almost ready to be closed for a long time, but this was hindered by appointments in the judiciary, which happened this year because of the constructiveness of the opposition. Before 2020, a significant part of the opposition was destructive and did not want to contribute to those appointments," Mugoša wrote.
The president of SD stated that for the umpteenth time he says that the majority constituted in this way cannot introduce Montenegro into the EU and that it needs to be re-composed on a true pro-European platform.
"In the last phase of EU integration, political and ideological improvisations are not allowed. That's why it is necessary that the above-mentioned reshuffle of the government takes place in 2025 so that we are really in a position to become the next member of the EU by 2028," concluded Mugoša.
Last night, the Committee of Permanent Representatives of EU Member States (COREPER II) approved the closing of three chapters in the negotiations between Montenegro and the EU.
These are chapters 7 (intellectual property law), 10 (information society and media) and 20 (entrepreneurship and industrial policy). Chapter 31 (foreign, security and defense policy) did not get the "green light" at COREPER II.
According to the unofficial information of "Vijesti", the closure of Chapter 31 was blocked only by Croatia.
