Representatives of the Movement for Podgorica (PzPG) had an informal meeting with the Democratic Party of Socialists (DPS) on Friday evening about the formation of government in the capital, but apparently there were no concrete agreements.
The "Vijesti" source from the DPS said that it was an informal meeting, where they started talking about the political principles of further cooperation and prepared technical details for today's meeting organized by the European Union.
He claims that positions have not yet been discussed, but that every political position will be negotiated.
Another source of "Vijesti" says that the DPS said that they are not interested in the position of President of the Assembly, that is, they are looking for the position of mayor.
A source from the strongest opposition party told "Vijesta" earlier that the DPS with the Movement for Podgorica and GP URA Dritan Abazović, who ran together in the elections as the "Za bolja Podgorica" party, can hardly agree on who will be at the head of the capital city. The reason for this, as he explained, is that the DPS would not accept that the mayor was not their representative and the holder of the list Nermin Abdić, due to which they achieved an excellent result at the polls. On the other hand, GP URA insists that it be their official Luka Rakcevic, while the Movement said that he was the best candidate, but leaving room for someone else to be the candidate.
Allegedly, at the meeting on Friday, the Movement said that they will negotiate with one councilor who is currently against cooperation with DPS and another who is hesitant about it.
Bearing in mind that there are 59 councilors in the Assembly of the Capital City, it is necessary to provide the support of at least 30 of them for the constitution of the government. If PzPG and GP URA unite with DPS, the European Union and SEP, they can reach 30 "hands" for the election of the government. However, as one PzPG councilor opposes it, that political arrangement is questionable.
On the other hand, ruling parties from the state level can establish an administration even without the votes of the GP URA, and with the support of four PzPG councilors. In that case, they would have 31 mandates in the Podgorica parliament.
On Saturday evening, he is a member of the Movement Miloš Krstović spoke with the officials of the coalitions of the Movement Europe now - Democrats and For the Future of Podgorica. Several "Vijesti" sources said that at the informal meeting they were the holder of the list of the coalition PES - Democrats Saša Mujović, holder of the list of the ZBCG coalition Jelena Borovinić Bojović, Vladimir Čađenović (Democrats) and Rados Zecevic (ZBPG), but that nothing has been agreed upon.
According to unofficial information, at the meeting, representatives of the coalitions that make up the government at the state level presented their initial positions, that is, demands that Mujović be mayor for a full term, and Borovinić Bojović remain at the head of the city assembly.
One of the sources of "Vijesti" from the ruling coalition said that the talks are ongoing, that they have not encountered insurmountable lines from either side at the moment.
The Movement for Podgorica announced last night that they did not hold any official meetings with the representatives of the coalitions PES-Democrats and For the Future of Podgorica.
"We want to clearly and unequivocally point out that no official meetings on the formation of the government with the mentioned political subjects were held, nor were any agreements reached in that direction. Also, we categorically reject speculations that the President of Montenegro in any way agreed or negotiated with the Prime Minister regarding the power in Podgorica", stated in the statement of the Movement.
Talks with a representative of the Movement for Podgorica, which supports the head of state Jakov Milatovic, followed Milatović's meeting with the Prime Minister Milojko Spajić on Friday evening. The meeting lasted four hours, but the public is not yet familiar with the details.
The elections in Podgorica were held on September 29, and DPS won 19 mandates, the PES and Democrats coalition won 14, the alliance "For the Future of Podgorica" 13, the list "Za bolja Podgorica" six, the European Union three, and the Party of European Progress (SEP ) and the Movement "Urokret" for two mandates.
The deadline for constituting the Podgorica parliament by electing its head expires on January 5 of the following year, that is, 60 days after the publication of the final election results in the Official Gazette (the mayor is elected no later than 30 days after the constitution of the parliament). If this does not happen, the president will have to call for new elections.
They will not negotiate "with anyone who violates the Constitution"
The Movement for Podgorica announced yesterday that it "will not negotiate with anyone who violates the Constitution of Montenegro".
"We call on our colleagues from the Constitutional Committee of the Parliament of Montenegro, especially from the PES, to return things to their previous state in order to provide legal certainty," the Movement's announcement reads.
Last week, the Constitutional Committee reached the conclusion by majority vote that Constitutional Court judge Dragana Đuranović met the requirements for old-age pension according to the Law on Pension and Disability Insurance (PIO).
These statements of the Movement were answered by Mujović and Borovinić Bojović, who stated in a joint statement that they agree not to negotiate with "those whose laws and decisions were annulled by the Constitutional Court".
"This tells us that, although they appeared with GP URA in the pre-election coalition which, together with DPS in the Parliament of Montenegro in July 2022, unconstitutionally changed the Law on Local Self-Government, this political entity keeps a distance and respects the decision of the Constitutional Court, and quite justifiably and distances himself from the political entities that carried out the constitutional coup at the time", they said.
They also remind us of the "unconstitutional punishments" of members of the Assembly and the taking over of the powers of the President of the Assembly, through unconstitutional excise taxes on fuel, unconstitutional taxes "euro for euro", "all the way to the unconstitutional detention of members of parliament who are opponents of the former regime and brutal violations of the basic human rights and freedoms of citizens Montenegro".
