From the Movement for Podgorica (PzPG), close to the head of state Jakov Milatović, they claim that their invitation yesterday to the coalition Movement Europe Now (PES) - Democrats and the list "For the Future of Podgorica" to a dialogue on the formation of the government in the capital is not a maneuver to, in the end , went into an alliance with the Democratic Party of Socialists (DPS), already allegedly a real attempt to renew cooperation with former colleagues.
The source of "Vijesti" from PzPG claims that they have no hidden intentions and that they "have a duty to the citizens" to talk to the ruling parties from the state level.
"We didn't have the opportunity to talk officially with them... We really want to try," said the interlocutor, adding that they were also "directed" to the invitation by yesterday's message from Milatović, who an hour and a half before announced on the X network that "the future Podgorica and the future of Montenegro should be found through the strengthening of dialogue and mutual understanding between political subjects and actors of the civic center", that is, "the idea that was led by the unique PES in the previous local, presidential and parliamentary elections".
Milatović's message was answered soon after by the head of the PES parliamentary club, Vasilije Čarapić, who stated that "PES remained united after Milatović's exit" (from that party), and that the party "carries the idea" it proclaimed from the beginning.
"The fact that Milatović was buried politically does not mean that the basic idea was buried with him, because in the end he turned out to be the weakest link, not the strongest," Čarapić wrote on Iks.
Čarapić's evaluations were not, however, an obstacle for PzPG to invite former colleagues to a dialogue tonight at 19 p.m., saying that they expect a "constructive and responsible approach, the result of which will be the formation of a responsible city administration for the benefit of all Podgorica men and women."
PES unofficially told "Vijesti" that they will have a response to the invitation of PzPG by 11 a.m. today, while Jelena Borovinić Bojović, the holder of the list "For the future of Podgorica", did not answer questions about it.
The invitation of PzPG was preceded not only by Milatović's message, but also by the postponement of the meeting that this political entity was supposed to have last night with DPS, the European Union and the Party of European Progress (SEP). The meeting, which was supposed to be a continuation of the official negotiations on the city government the night before last, was allegedly canceled because all the list holders of those political actors could not attend the official gathering. However, yesterday, as well as in the last few days, there was speculation in political circles that one member of the PzPG was not in favor of cooperation with the DPS. Without that councilor, PzPG cannot form a government with the strongest opposition party.
The alleged discontent in PzPG was targeted yesterday by PES, the Democrats and the newspaper "Za budućnost Podgorica" in a joint statement, saying that they call on "all free, conscientious and morally responsible councilors" not to participate "in the creation of a majority that aims to DPS and Đukanović's (Milo, former president of DPS) system return to positions of power and decision-making".
PzPG replied that they always enter the negotiations "uniformly" and that they also decide.
Officials of PES, Democrats and the "For the Future of Podgorica" list spoke on Saturday at an informal meeting with PzPG councilor Miloš Krstović. One of the sources of "Vijesti" said that at the meeting they did not encounter "insurmountable lines" from either side.
The elections in Podgorica were held on September 29, and DPS won 19 mandates, the coalition PES-Democrats 14, the alliance "For the Future of Podgorica" 13, the list "Za bolju Podgorica" six, the European Union three, and the SEP and the "Revolution" Movement ” for two terms.
Bearing in mind that there are 59 councilors in the Assembly of the Capital City, it is necessary to provide the support of at least 30 of them for the constitution of the government. If PzPG and Civil Movement (GP) URA - which make up the "For a better Podgorica" list, join forces with DPS, the European Union and SEP, they can reach 30 "hands" for the election of the government.
On the other hand, the ruling parties from the state level can establish an administration even without the votes of the GP URA, and with the support of four PzPG councilors. In that case, they would have 31 mandates in the Podgorica parliament.
The deadline to constitute the Podgorica parliament by electing its head expires on January 5 of the coming year, ie - 60 days from the publication of the final election results in the Official Gazette (the mayor is elected no later than 30 days after the constitution of the parliament). If this does not happen, the president will have to call for new elections.
The government in Podgorica consisted of PES (from which PzPG was born), a coalition gathered around the former Democratic Front (list "For the future of Podgorica"), Democrats and GP URA.
Disputes about "rotation"
At the meeting the day before last night of PzPG, DPS, European Union and SEP, which was organized by the holder of the list of the European Union Boris Mugoša, there was talk about the so-called model. rotation at the top positions in Podgorica.

A newspaper source familiar with the course of negotiations between these political entities said that he thinks that rotation is acceptable to the DPS, but that he thinks that it is unnecessary for that party to insist on being the "first" to lead the city.

The source also said that he doubts that any of the entities that negotiated would accept the idea of electing the head of the Assembly of the Capital City, and then agreeing on other functions.
