Mujović said that he solemnly undertakes to perform his duty in accordance with the Constitution and the statute of the Capital City.
"This is the city where I realized my dreams and achieved some modest, but for me, great successes. It is known that a person is tied to values with the greatest piety. I have tied my life to this city. I would like my children to forge their future in Podgorica ", said Mujović.
He pointed out that great potential is concentrated in Podgorica, and that "it is up to us to turn it into value".
"In Podgorica, there are postulates that have been defined for a long time, which concern religious tolerance and chivalry. It is a legacy of the past, it remains. Between the past and the future stands the present, which is filled with numerous challenges. I would not have the right to call myself mayor if I had ignorant attitude towards opposition councilors".
Mujović said that he will postpone the debate on the budget and talk in January.
"We all agree that the proposal is useful and should be used. As for the spatial plan, we consider the proposals meaningful. The Ministry and the Government will consider all the proposals, so that only in February will the plan come up for consideration and adoption."
Saša Mujović was elected mayor of Podgorica.
31 councilors voted for him, two were against, and 17 were invalid.
Tamara Crnogorčić (PES) said that Mujović is a person who trusts everyone with his expertise and responsibility.
"As a minister, he showed responsibility and vision. With the example of Rudnik Brskovo, he showed that his citizens are his first priority. Mujović is not only a man of words, but also of deeds. And finally, may we have a happy election of a new mayor with whom we will continue develop our city more strongly," said Crnogorčić.
Klikovac (DPS) said in his closing speech that they should discuss the budget.
"The parliamentary majority wants to hold the session on January 30 or 31. We do not want to participate in that because we want to make amendments. In a few months we will prepare a platform for the development of the city. Today we provide one step forward, one chance," said Klikovac.
He added that this is "an attempt to change the political scene".
"There is a chance here. Very open, unsolicited, without obstructions. Our goal is a developing Podgorica".
Perić reminded Vučinić that he had said that if the PUP was not withdrawn, there would be no negotiations.
"What happened so that your word is not valid," Perić asked Vučinić.
Milena Vuković (GP URA) said that the people who voted for the "Za bolja Podgorica" list did not vote for Mujović.
"The controversial thing about your decision (Vucinić) is that it was not made in a fair way. This is exclusively the game of Milatović, who realized that it was time to take one side," said Vuković.
She read a message from Mujović, who said in the campaign that he was against a coalition with Abazović and Milatović.
Dragutin Vučinić (Movement for Podgorica) said that he participated in the collection of 1.355 signatures, which they combined with GP URA and PzP and submitted to the election commission.
"In contact with those people, since you called out PzPG more than ten times today, we made a decision to support Saša Mujović for mayor. I would like to thank GP URA for the cooperation. I met a lot of good people in that party and I'm sorry that they didn't with us and that we couldn't find a solution. We had the right to our own path, we chose it and that's why we are where we are," said Vučinić.
Anđela Mićović (PES), answering Miročević Rotolo, said that Mujović filed a criminal complaint against DPS spokesman Miloš Nikolić "because of the lie you repeated today".
"I will remind you that this colleague of yours appeared in the parliament only once, and he received a councilor's allowance," Mićović said.
Maja Miročević Rotolo (DPS) recalled that this party made a significant result in the elections.
"We are glad that a staff member close to the DPS was appointed as mayor. I am sorry that the citizens were deceived by going to the elections. When you lose principles in politics, politics becomes open to power and nothing else. It is not the armchairs that matter to us, but the interest of the capital city ", Miročević Rotolo said.
Vasilije Čarapić (Movement Evropa Sad) said that Injac was a great mayor and that she endured a lot of blows.
"Mujović is an operative who created a revival in the energy industry," he added.
Arsović, according to Popović, said that she "as if you were not in power for the last year and a half".
"You say that the previous city administration did not work on that issue. The primary and secondary network and the bridge were done, but not the collector for political reasons," he said.
Zdenka Popović (Democrats) asked colleagues who talk about city enterprises to use facts.
"Everything he (Arsović) talked about was his party's promises from 2010. Vojislavljevića Street, for example, is a promise from 2010. The reconstruction of the waste water treatment plant is planned for 2016 and a loan was obtained for it. The new management of Vodovod was met with excessive debt and too many employees," said Popović.
Vladan Arsović (DPS) pointed out that there are "a million problems" in the company "Vodovod i Kanalizacija", and that some of them are inherited.
"What the management led by Aleksandar Nišavić did was embarrassing. That is just one example. In the company Putevi we have redundant employees, and the company is in debt. I think you are in a good position. You are starting from scratch, because that is nothing done in the previous year and a half allows you to improve. It is clear to you that the construction of a wastewater treatment plant in Botun cannot happen because of political disagreements with Milan Knežević," he said. Arsovic.
He added that Injac did not come to the Assembly to answer the councilors' questions.
Ilija Mugoša (Party of European Progress) said that there will be a constructive opposition.
"Public administration must be better. Today, Podgorica is a city with four blinkers. We must strengthen the capacities of communal services. You will have constructive criticism in SEP, and please do not take it personally," said Mugoša.
Srđan Perić (Pokret Preokret) asked Mujović to ask himself whether he will be just one of the mayors who will only transfer responsibility to those before him or solve problems.
"We promote the principles of the fight against the party state. You should be a different face of the government at the local level. Now you will see how much the Government does not give any authorization for the functioning of local self-government. I expect you to initiate initiatives," said Perić.
He added that he expects EU funds to be at an eight-digit level.
"What will be a huge challenge is efficient administration. You have a certain power in front of you. Not as much as the power of local self-government should be. I expect you to support local initiatives, the organization of local referendums. What no community can do, the municipality should not do. What the municipality can do, the state should not do."
Andrija Klikovac (DPS) told Mujović that he hopes that, when it is debated, he will be in the Assembly.
"We proposed dozens of decisions in the Assembly. This majority voted with the opposition only for free city transportation," said Klikovac.
He recalled that during the rule of the DPS, the construction of the highway was started, but the underwater energy cable to Italy, the Sozina tunnel was built... which the opposition at the time said were superfluous.
"While they won't talk like that about infrastructure projects, and because of that there won't be opposition for 30 years".
It was established that the previous mayor, Olivera Injac, has resigned, and that her deputy Luka Rakčević's mandate will automatically end as well.
At the second session of the new convocation of the Podgorica Parliament, presided over by the new/old president of the Capital City Assembly, Jelena Borovinić Borović, the new mayor of Podgorica will be elected.
